Under the authority of the National Project Coordinator, the Administrative and Financial Manager will have to perform the following tasks:




Functions and responsibilities:
 Monitor and control the administrative aspect of the project’s services;
 Monitor and control the various expenditure procedures, including cash inflows/outflows for operations related to the operation;
 Support the Project Coordinator in resolving administrative issues;
 Establish budgets for the various projects based on the activities in the agreements of these projects;
 Set up a system for filing and archiving documents and certain accounting supports in order to facilitate rapid access to data;
 Facilitate the missions of technical assistants in the regions;
 Centralize and supervise the preparation of financial reports and the work of financial assistants;
 Manage and pay staff;
 Prepare contracts with the various social partners;
 Contribute to capacity building for regional office managers on Global Fund procedures;
 Develop a guidance note on fund management by zonal offices and CBOs;
 Monitor the financial management of zonal offices;
 Carry out any other mission and task that may be necessary for the smooth running of the project, at the request of the Project Coordinator.




Job profile:
 Hold a Bac +3 in management / accounting / Finance / Administration or an equivalent diploma;
 At least four years of professional experience in the administrative and financial management of projects funded by international donors;
 In-depth knowledge of Cameroonian regulations and international donors in public procurement;
 Excellent writing skills (activity report, financial report);
 Fluency in French and English;
 Knowledge of IT tools: MS-Word, Excel, Internet
 Proficiency in Tom2Pro, Sage 100 Payroll Software and SAGE ERPX3
 Experience in the financial management rules and procedures of a donor is an asset.
Skills and abilities: Interpersonal and leadership skills, including the ability to work effectively in a team. The candidate must be able to plan, implement, monitor and advocate for programs and beneficiaries. He/she must have strong time management skills and be able to prioritize and execute multiple activities simultaneously.
