The Cameroonian Association for Social Marketing (ACMS) is seeking candidates (M/F) to fill the position of Technical Director in Ngaoundéré.
Who are we recruiting?
The Technical Director based in Ngaoundéré will be responsible for providing technical leadership, strategic direction, and project management to ensure the programmatic and technical integrity of our upcoming project. The Technical Director will work closely with the program implementation team. He/she will be responsible for supervising technical staff, annual work planning, designing, implementing and reporting on project activities, and representing ACMS to donors and partners.
The Technical Director will also be responsible for providing strategic direction and assistance on comprehensive HIV prevention services to program staff and other stakeholders, representing the project in technical working groups, and overseeing the development of HIV quality improvement systems. He/she will provide technical leadership in developing annual work plans and budgets to ensure that program design is aligned with program and Ministry of Health strategies and international best practices. He/she will also work closely with technical and program staff to ensure excellence in technical implementation in targeted sites and communities.
He/she will work under the supervision of the Programme Initiator with the following main responsibilities:
Essential functions:
Provide strategic leadership, design and direction to ensure programme integrity and technical guidance, including (but not limited to) on the following topics
: – improving health equity and access to services for adolescent girls and young women, children and youth, men and key populations;
– implementing policies and programmes for sustainable control of the HIV epidemic and other public health emergencies, including health workforce development, disease surveillance, detection, response and control of public health emergencies;
– collaborating with national stakeholders to ensure that HIV prevention programmes are delivered by high-performing organisations led by key individuals;
– expand and strengthen quality improvement efforts for prevention programs
– work with national stakeholders to use MoH data to identify gaps in health equity.
– Collaborate with project colleagues to support project management and financial/administrative support as needed.
Provide technical leadership and oversight for the implementation of ACMS’s comprehensive HIV program, particularly in strengthening clinical services and linkages between clinical and community services.
Coordinate the work of all team members with their designated counterparts in the donor agency, MoH, as well as private sector partners and other key stakeholders such as NGOs and CSOs, to ensure effective technical assistance and smooth implementation of activities.
Provide leadership in the design of interventions to include HIV prevention (PrEP), treatment, care and support, ensuring that interventions are technically sound, evidence-based and sustainable.
Provide technical leadership in introducing new innovations, decentralizing care to the community and strengthening linkages to care and treatment.
Represent ACMS and the program in public and professional circles through meetings, conferences and presentations.
Coordinate and monitor the program’s human, financial and material resources to ensure successful implementation.
Lead the annual work planning process in close collaboration with the donor, the Cameroon Ministry of Health, the program team and other relevant stakeholders.
Guide the analysis, synthesis and reporting of achievements and results in close collaboration with the monitoring and evaluation team.
Coach, support, supervise and manage a team of highly qualified staff and align their efforts with program objectives to ensure rapid and sustainable results.
Work with finance and project staff to develop and monitor project budgets.
Support clinical training and supervision of MoH staff and counterparts.
Participate in the design, adaptation, finalization and revision of national training modules and corresponding technical updates.
Support the MoH in ensuring the quality of HIV services in health facilities through site assessments, training/mentoring of service providers and ongoing quality assurance support.
Assist the Ministry of Health in ensuring the quality of community-based HIV and TB services.
Ensure the quality of program implementation, including ensuring that all program components are functioning (appropriate guidelines, supplies and equipment, training programs, staff and consultants, etc.).
Support and guide monitoring, evaluation and research activities related to all activities.
Prepare donor reports, work plans, strategic plans and other program-related documents in a timely manner, and respond promptly to donor requests for information.
Qualifications and professional experience required:
Hold a minimum of a Doctorate in Medicine and a Master of Public Health;
Have at least eight (08) years of experience in implementing and/or providing technical assistance in the field of health systems strengthening, epidemic control;
Proven experience in training clinical and community health personnel on HIV, health systems strengthening and/or global health security, prevention and community systems strengthening;
Proven experience in supporting capacity building at individual and organizational levels;
Skills in at least two of the following technical areas:strengthening service delivery projects; training; initial training; performance and quality improvement; monitoring and evaluation;
Proven experience in a range of practical technical skills required to strengthen health service delivery at regional, national, clinical and community levels;
Experience in designing interventions, including HIV prevention (PrEP), treatment, care and support, ensuring that interventions are technically sound, evidence-based and sustainable.
In-depth knowledge of the Cameroonian health system;
Knowledge of CDC administrative, management and reporting procedures and systems;
Proven experience in managing a project team of several technical experts and fostering teamwork;
Expertise in translating research into practice – identifying and adapting best practices to specific project contexts;
Excellent verbal, written, interpersonal and presentation skills in English and French;
Ability to travel nationally to project sites.
