*02 HEALTH INFORMATICS ASSOCIATES FOR AN INTERNATIONAL PROJECT AT SAFECARE Project -Cameroon*

Shwari Health Cameroon is a locally registered organization with a vision to ensure the provision of quality, effective and innovative evidence-based solutions to address health systems challenges within the health sector in Cameroon and beyond with a special focus to children and adolescents. To achieve this, Shwari Health Cameroon uses proven community strategies to identify HIV infected children and adolescents, refer them to health facilities for initiation on treatment, support and accompany them through treatment to ensure they remain in care and achieve viral suppression. Our mission is to be one of the most sought-after implementations science associations in Cameroon that uses evidence-based strategies to effectively cover the ‘Know-Do’ gaps in the provision of health services. We aim to achieve this through the application of modern evidence generation and synthesis methods to understand operational contexts so as to motto strategies that could make the implementation efforts more effective and efficient.




SHWARI Health Association, in partnership with Georgetown University’s Center for Global Health Practice and Impact (CGHPI), the Government of the Republic of Cameroon’s Regional Technical Groups (RTGs), will be implementing a project titled SAFECARE-Cameroon, which is a 5-year CDC/PEPFAR-Funded project. SAFECARE-Cameroon’s goal is to develop, implement, and sustain comprehensive facility and community-based HIV services for children, adolescents, and adults in Cameroon in PEPFAR supported regions of the country and support the country to quickly track its progress to achieve HIV epidemic control . As a result, SHWARI Health Association Cameroon (SHAC) is recruiting for the following program implementation positions. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in Yaoundé or Bertoua.

SHAC Office Positions

Position:         Health Informatics Associate, SAFECARE Project -Cameroon
Reports to: Health Informatics Specialist
Location of work: Yaoundé or Bertoua, Cameroon
Number of positions: 02
Position Overview: He/She will support the improvement the health of populations, communities, families, and individuals by optimizing information management and communication. These activities include the design and use of informatics solutions and technology to support all areas of health care delivery, including, but not limited to, the direct provision of care, establishing effective administrative systems, managing and delivering education experiences, enhancing lifelong learning, and supporting health care research




The Health Informatics Associate will report to the Health Informatics Specialist. He/She will work alongside Application Analysts and IT system administrators to support and enhance hospital data systems. He/She should have previous experience in database application programming, systems analysis and design, process modeling, knowledge of the hospital data domain and enjoy writing database queries to provide answers to user data requirements. He also may be assigned to one or multiple tasks to lead or support activities across the project life cycle.

Essential Functions

• Develops data strategies specifically around data structures, identifying critical information, as well as the tools used to retrieve and analyze the data. Performs research and analysis on large data sets – data exploration, trending, modeling, etc.
• Designing and implementing tools to measure data, patient care effectiveness and processes

• Ensure all systems remain functional, available and secure
• Facilitating the communication and translation of regulatory and IT requirements between departments
• Conduct regular analysis of performance on key priority indicators
• Contribute to the development and the update of dashboards, automated reports, report templates and presentations by analyzing requisite data using of data visualization and analysis tools.
• Influence interventions through state-of-the-art analytics through understandable, actionable, data-driven insights and quickly identify key themes from their data.




• Work with Strategic information team to understand, clarify and document data analysis and reporting needs. Provide guidance and insight on data visualization options for dashboard design.
• Work with the support of health informatics specialist to enhance data collection structures and procedures to include information that is relevant for building analytic systems.
• Apply data mining techniques, do statistical analysis, and build high quality predictive analysis information products. Doing ad-hoc analysis and presenting results in a clear manner.
• Recommends data architecture and engineering structures necessary to support reports and dashboards.
• Ensure day-to-day availability of all EMR/DAMA Servers
• Ensure daily backups of all databases are done properly
• Apply patches and upgrades as/when required
• Ensure the security of data is always maintained
• Regularly audit user access to all Platform (Dashboard, Project management platform, Reporting tools, EMR/DAMA, Patient Level System)
• Conduct daily routine tasks including health/sanity checks




Qualifications and Experience
• Bachelor’s degree or higher in software engineering, computer science, Information Technology, Health informatics, or any related fields.
• At least 3 years of experience in the following technical, data, and research areas:

• Technical software/platform: Application design and architecture, application development, services design, and development in healthcare environments
• Data: Experience with the extraction and transport of clinical data using standard document formats and templates, Data modeling, Database design, Database administration and Storage management
• MYSQL, MS SQL, NOSQL or ORACLE practical knowledge
• Solid object-oriented programming practical experience in one of the major scalable languages
​​• Demonstrable experience of performance tuning and query optimization
• Experience of the full Software Development Lifecycle, utilizing both Agile and Waterfall Project Delivery methods

• Advanced data analysis skills, data mining, BI (Tableau, Power BI and other tools) and Analytics development or other related analytical projects with recent proven experience developing data visualizations, dashboards, and reporting.
• Strong proficiency in query/reporting tools, SQL, Advanced Excel, (or similar visualization tool), R/Python or other statistical tools.
• Experience working in Health programming will be added advantage

• Excellent verbal and written communication skills.
