1) Background
Reach Out Cameroon is a non-governmental organization established in 1996. It obtained its
legal status in 2000 and its authorization as a national NGO from MINAT in 2024. The organization supports disadvantaged groups, particularly youth and women, through a community-centered approach and advocacy based on three main pillars: health, human rights and governance, and economic security: The Department of Health is committed to improving health outcomes and promoting equity in health care delivery throughout Cameroon. Established in response to critical health disparities faced by underserved populations, ROC has been at the forefront of community-based health interventions for twenty-eight years. The United States Agency for International Development (USAID) manages the United States’ foreign assistance program by providing economic and humanitarian assistance in more than 80 countries around the world. The Community Health Equity Through Systems Strengthening (CHESS) project, funded by the United States Agency for International Development (USAID), is a strategic initiative to address systemic barriers to health equity in Cameroon’s health landscape. advanced community participation. By promoting inclusive governance, CHESS seeks
to ensure that health systems meet the needs of all community members,
particularly the most vulnerable groups.
Reach Out Cameroon (ROC), in collaboration with the Ministry of Public Health and with
funding from USAID, will implement this five-year project that will strengthen the capacity of 25
disease- or population-focused civil society organizations (CSOs) in Cameroon to
effectively implement community-based surveillance (CLM) and support community-based surveillance (CBS) systems for early case detection and reporting; strengthen the capacity of existing national dialogue structures and community health workers to meaningfully engage in community health governance, human rights, and health promotion through innovative and context-specific social and behavior change (SBC) communication strategies. By the end of the project, which will be implemented in 150 health districts in Cameroon’s 10 regions, the 25 CSOs coordinating 300 community champions or site monitors will have improved, implemented, monitored and evaluated CLM, CBS and UHC interventions on HIV, TB, malaria and family planning, thereby contributing to the achievement of the project’s objective of improving equitable and universal access to essential health services for all segments of the Cameroonian population through advanced community participation. To effectively address the challenges of Cameroon’s health systems and strengthen community engagement, it is essential to recruit a Zonal Monitoring, Evaluation and Learning (MEL) Officer. This position will ensure robust monitoring and evaluation of project activities, facilitate data-driven decision-making and support the continuous improvement of health initiatives aimed at achieving universal health coverage. Zonal Monitoring, Evaluation and Learning Officers will play a critical role in implementing and overseeing monitoring and evaluation activities in designated areas. Their work will ensure that project decisions are data-driven, facilitating adaptive management and continuous improvement of delivery.

2) General Job Description
Each Zone MEL Manager will lead the processing of all initial
CLM, CBS and SBC communication data from an average of 45 health districts and an
average of 300 health facilities. They lead data quality assurance for all
four data streams from the regions in their zone. They triangulate
data with relevant stakeholders and local sources. Monitor
CLM advocacy action points at community, district and regional levels for all
regions in the zone at the implementation level. They will
actively identify, document and share CLM advocacy successes for dissemination within
the zone as well as
with the central team and other zones. With regard to
CSO capacity building, each zonal MEL will develop performance monitoring plans by
region, CSO and district in the area they cover. They will lead the progressive transfer of
CSO skills on basic performance assessment techniques and on
more complex areas of performance assessment related to data processing, management, transformation
and use. In collaboration with the Grants Management Specialist
, they will review the CSO capacity building plans every
quarter to assess the level of implementation. They will produce
performance indicators for CSOs and districts every quarter and establish
technology-assisted remote supervision (TARS2) to ensure supervision in areas
where access is low or uncertain.




3) Responsibilities
• Development of a monitoring and evaluation framework: Collaborate with the project management team
to develop and implement a comprehensive monitoring and evaluation framework tailored to the
project objectives and indicators.
• Data collection and analysis: Design and implement
data collection tools and methodologies to monitor project activities. Analyze quantitative and qualitative data to assess the effectiveness of interventions. • Field evaluations: Conduct regular field visits to monitor
the effectiveness of the interventions.

actionable recommendations to the project management team. Ensure
timely submission of reports to relevant stakeholders.
• Collaboration: Work closely with the Zonal Field Coordinator
to ensure that monitoring and evaluation efforts are aligned with project activities and objectives
. Facilitate the integration of monitoring and evaluation findings into programme planning and
implementation.

• Data dissemination: Share monitoring and evaluation results with stakeholders
, including local health authorities and community members, to
promote transparency and accountability. Organize workshops or forums to
discuss results and gather feedback for future interventions.
• Continuous improvement: Participate in regular project review meetings to
contribute to adaptive management strategies based on monitoring and
evaluation results. Identify areas for improvement in project implementation and propose
solutions.
4) Qualifications
• Zonal Monitoring, Evaluation and Learning Officers must have
a master’s degree in public health, epidemiology or biostatistics and have at least two
years of experience in monitoring and evaluating community-based
public health activities and data management.
• Experience with USAID monitoring and evaluation frameworks will be an added advantage.
• Strong analytical and reporting skills.
• Advanced skills in Excel and other data management and analysis software
• Fluency in English and French.
