The Cameroon Association for Social Marketing (ACMS) is seeking candidates (M IF) to fill the positions of Strategic Information Specialists based in Ngaoundere and Garoua respectively. Who are we recruiting? The Strategic Information and Quality Improvement Specialists will have the overall responsibility of providing direct support to the improvement of the quality of services, monitoring and evaluation, and technical assistance to the monitoring & evaluation officers of the sub-grantees at the CBOs and Health Districts by ensuring the full implementation of quality improvement and monitoring & evaluation activities in the health facilities. They will compile the data transmitted by the sub-grantees, the districts and the CBOs in order to produce the reports. They will work under the coordination of the Senior Surveillance and M&E Manager with the following main responsibilities: Essential Functions: Monitoring and Evaluation Coordinate and supervise all reporting activities by CBOs, sub-recipients and districts, Maintain functional systems for recording, reporting and use of data by CBOs, sub-recipients and districts,
Ensure that all program activities are quantitatively captured, reported and linked to expected performance of districts, CBOs and Sub-grantees;
Ensure that all evaluations are quantifiable and adequately linked to program monitoring and improvement;
Use the Reporting and Audit Determination Tool (RADET) to ensure data quality in paper and electronic systems and present this data for clinical decision making; Coordinate weekly, monthly and quarterly performance dashboard review and program reporting activities in the region,
Implement program performance measures and program data collection strategies and tools in districts, CBOs and Sub-grantees;
Build the capacity of district, CBO and Sub-grantee health information management staff;
Support the process of institutionalizing data demand and information use for all mentoring teams and supported FOSAs in the region,
Conduct monthly mini-data quality assurance (DQA) at sites.
Quality Improvement
Coordinate and supervise all quality improvement activities at CBO, District and Sub-grantee levels;
Establish functional continuous quality improvement teams at CBO, District and Sub-grantee levels;
Train and mentor multidisciplinary teams at site level to adopt Quality Assurance principles in the delivery of comprehensive HIV services; Lead the implementation of the weekly improvement process for targeted weekly tracking and monthly accomplishments;
Act as a content expert within the mentoring team in developing corrective interventions following SIMS exercises and other site performance assessment exercises;
Conduct the FOSA quality assessment to demonstrate the degree of institutionalization of processes and standards, which serves as an assessment of SIMS readiness •
Conduct and oversee the implementation of quality improvement needs assessments;
Guide sites and mentoring teams to develop performance dashboard reviews and use patient-level data/information to inform key clinical and management decisions, Support benchmarking and implementation of best practices across sites;
Support the adoption, dissemination and implementation of national Quality Assurance guidelines in designated FOSAs to ensure consistency in clinical care standards;
Develop collaborative learning and quality improvement networks in the region and district to share lessons learned and assessment results;
Maintain confidentiality of information.
Qualifications and professional experience required
Minimum of a Bachelor’s degree in Biostatistics/Epidemiology/Health Informatics/Computer Engineering,
Master’s degree in fields related to Public Health and Epidemiology or any science or social science will be an added advantage;
Knowledge and proficiency in DAMA;
At least 5 years of experience in similar work;
Excellent presentation and writing skills, Fluency in French and working knowledge of English.
