JOB ANNOUNCEMENT
Shwari Health Cameroon is a locally registered organization with a vision to ensure the provision of quality, effective and innovative evidence-based solutions to address health systems challenges within the health sector in Cameroon and beyond with a special focus to children and adolescents. To achieve this, Shwari Health Cameroon uses proven community strategies to identify HIV infected children and adolescents, refer them to health facilities for initiation on treatment, support and accompany them through treatment to ensure they remain in care and achieve viral suppression. Our mission is to be one of the most sought-after implementations science associations in Cameroon that uses evidence-based strategies to effectively cover the ‘Know-Do’ gaps in the provision of health services. We aim to achieve this through the application of modern evidence generation and synthesis methods to understand operational contexts so as to devise strategies that could make the implementation efforts more effective and efficient.
SHWARI Health Association, in partnership with Georgetown University’s Center for Global Health Practice and Impact (CGHPI), the Government of the Republic of Cameroon’s Regional Technical Groups (RTGs), will be implementing a project titled SAFECARE-Cameroon, which is a 5-year CDC/PEPFAR-Funded project. SAFECARE-Cameroon’s goal is to develop, implement, and sustain comprehensive facility and community-based HIV services for children, adolescents, and adults in Cameroon in PEPFAR supported regions of the country and support the country to fast track its progress to achieve HIV epidemic control. As a result, SHWARI Health Association Cameroon (SHAC) is recruiting for the following program implementation positions. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in Yaoundé or Bertoua.
SHAC Office Positions
Position: Program Quality Enhancement Officer, SAFECARE Project -Cameroon
Reports to: SI/HI Team Lead
Location of work: Yaoundé or Bertoua, Cameroon

Position Overview: The Program Quality Enhancement Officer is a key role within an HIV program, responsible for ensuring the highest standards of program quality across all operational areas. This individual will lead efforts to continuously improve program design, implementation, and outcomes, ensuring that the program remains effective, efficient, and responsive to the needs of the communities served. The Officer will work closely with other technical teams, field staff, partners, and stakeholders to identify areas for improvement and implement strategies to enhance program impact.
Essential Functions
o Develop and implement a comprehensive quality enhancement strategy aligned with the program’s goals and objectives.
o Lead the development of quality improvement initiatives, ensuring they are integrated into all program activities.
o Lead efforts for continuous improvement in service delivery, monitoring and evaluation, and program management.
o Establish and maintain robust quality assurance systems to monitor program performance against established benchmarks.
o Lead regular program reviews and audits to assess quality and identify areas for enhancement.
o Collaborate with technical experts to design and implement quality improvement interventions, using data-driven approaches.
o Lead efforts to build the capacity of program staff and partners in quality improvement methodologies and practices.
o Provide training, mentorship, and technical assistance to ensure that teams are equipped to deliver high-quality services.
o Promote a culture of continuous learning and improvement within the program.
o Represent the program in external forums, sharing best practices and learning from other organizations in the field of HIV and public health.
o Participate in the development and implementation of monitoring and evaluation systems that track program quality and impact.
o Utilize data to drive decision-making and inform the continuous improvement of program interventions.
o Identify and promote the adoption of innovative approaches and best practices in HIV program quality enhancement.
o Foster a culture of innovation within the program, encouraging teams to test and scale up new ideas that improve program quality and impact.
Qualifications and Experience
• Master’s degree in Public Health, or a related field; being a clinician or a data scientist with a good understanding of PEPFAR Programs is an added advantage
• At least 10 years of experience in quality improvement, or a related field, preferably within large-scale public health or HIV programs.
• Demonstrated expertise in quality assurance and improvement methodologies, with a track record of successfully enhancing program performance.
• Strong interpersonal skills, with the ability to inspire and motivate multidisciplinary teams.
• Excellent communication and interpersonal skills, with the ability to engage effectively with a wide range of stakeholders.
• Proficiency in data analysis and the use of monitoring and evaluation tools to drive program improvement.
• Experience working in resource-limited settings, with a deep understanding of the challenges and opportunities in such environments.
• Communicate efficiently and effectively both verbally and in writing.
• Must be fluent in French and working knowledge of English.
• Good interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural environment with sensitivity and respect for diversity.
