*12 Monitoring and Evaluation Specialist, SAFECARE Project – SHAC SHWARI HEALTH ASSOCIATION Cameroon*

Shwari Health Cameroon is a locally registered organization with a vision to ensure the provision of quality, effective and innovative evidence-based solutions to address health systems challenges within the health sector in Cameroon and beyond with a special focus to children and adolescents. To achieve this, Shwari Health Cameroon uses proven community strategies to identify HIV infected children and adolescents, refer them to health facilities for initiation on treatment, support and accompany them through treatment to ensure they remain in care and achieve viral suppression. Our mission is to be one of the most sought-after implementations science associations in Cameroon that uses evidence-based strategies to effectively cover the ‘Know-Do’ gaps in the provision of health services. We aim to achieve this through the application of modern evidence generation and synthesis methods to understand operational contexts so as to motto strategies that could make the implementation efforts more effective and efficient.




SHWARI Health Association, in partnership with Georgetown University’s Center for Global Health Practice and Impact (CGHPI), the Government of the Republic of Cameroon’s Regional Technical Groups (RTGs), will be implementing a project titled SAFECARE-Cameroon, which is a 5-year CDC/PEPFAR-Funded project. SAFECARE-Cameroon’s goal is to develop, implement, and sustain comprehensive facility and community-based HIV services for children, adolescents, and adults in Cameroon in PEPFAR supported regions of the country and support the country to quickly track its progress to achieve HIV epidemic control . As a result, SHWARI Health Association Cameroon (SHAC) is recruiting for the following program implementation positions. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in Yaoundé or Bertoua.

SHAC Office Positions

Position: Monitoring and Evaluation Specialist, SAFECARE Project -Cameroon
Reports to: SI/HI Team Lead
Location of work: Yaoundé or Bertoua, Cameroon
Number of positions: 12
Position Overview: This position provides Direct Service Quality Improvement, Monitoring and Evaluation support at 1 site and technical assistance to 2-6 sites by ensuring the completed implementation of quality improvement and monitoring and evaluation activities at the assigned facilities. Assignments are specific and work is reviewed upon completion by the SI/QI specialist/team lead.

Essential Functions
 Monitoring and evaluation
o Coordinate and oversee all program reporting activities at designated facilities
o Maintain functional recording, reporting and data use systems at designated facilities

o Train and mentor data associates and data clerks to improve their capacity to collect and report patient level data consistently and on time
o Ensure all program activities are quantitatively capture and reporting and linked to expected site performance  
o Ensure that all assessment and evaluations and quantifiable and adequate linked for program monitoring and improvement




o Troubleshoot data quality issues in all facilities
o Using the RADET (Reporting and Audit Determinations tool) ensure quality of data in paper based and electronic systems and present for clinical decision making  
o Coordinate weekly, monthly, and quarterly performance dashboard review and program reporting activities in the region
o Implement program performance metrics and program data collection strategies and tools in supported sites within the region
o Build capacity of district and regional health delegate health information management personnel
o Support the process of institutionalizing Data Demand and Information Use for all mentorship teams and supported facilities in the region
o Conduct monthly mini DQA at sites
 Quality Improvement
o Coordinate and oversee all quality improvement activities at designated facilities
o Develop functional site CQI Teams in all designated facilities
o Train and mentor site multi-disciplinary teams to adopt CQI principles in delivery of comprehensive HIV services
o Lead the implementation of weekly improvement process for targeted weekly monitoring and monthly achievements  
o Act as a content expert within the mentorship team in development of remediation interventions following SIMS and other site performance assessment exercises




o Complete the Facility Quality assessment to demonstrate how much of processes and standards have been institutionalized at the sites and serve as a SIMS readiness assessment
o Determine needs assessment for quality improvement and oversee its implementation
o Guide sites and mentorship teams to develop Performance Dashboard Reviews and use patient level data/information to inform key clinical and management decisions
o Support benchmarking and implementation of best practices between different sites
o Support adoption, spread and implementation of CQI Guidelines developed at the national level within designated facilities to ensure consistency in clinical standards to minimize clinical care variations
o Develop Collaborative learning and quality of care improvement networks in the region and district for the sharing of lessons learned and evaluation results.
 Contributes to a team effort and accomplishes related results as required.

Qualifications and Experience
• Master degree in the field related to Public Health and Epidemiology, or any of the sciences or social sciences
• At least 4 years’ experience in PEPFAR Quality Improvement, Monitoring and Evaluation  
• Has experience using an electronic data management system (DAMA , EMR, etc.)
• Is an intermediate to expert user of spreadsheets and data analysis packages (Excel, Access, Epi Info etc.)
• Ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods

• Good interpersonal skills and ability to establish and maintain effective working relationships in a multi-cultural environment with sensitivity and respect for diversity.
