CALL FOR APPLICATIONS FOR THE RECRUITMENT OF SIXTEEN (16) CONSULTANTS IN CHARGE OF QUALITY ASSURANCE FOR THE PASSR PROJECT

Who are we?

The Cameroonian Association for Social Marketing (ACMS), a member of the PSI network, is a non-governmental organization under Cameroonian law, whose main mission is to improve in a sustainable and measurable way the social situation of the Cameroonian population and to promote the health and prosperity of families. Thus, CASI works in cooperation with the government and its public and private sector partners to deliver high-quality health programs, reaching all populations in need. For over twenty-five years, ACMS has provided the Cameroonian population with comprehensive, evidence-based public health interventions, including programs in reproductive health, malaria, and HIV prevention among others.

The Programme d’Accès aux Services de la Santé de la Reproductive (PASSR) which recruits is a development project of the Republic of Cameroon co-financed by the Federal Republic of Germany through its development bank (KfW). CASI is responsible for the large-scale implementation of this Program.

Indeed, the PASSR implemented in four (04) regions of Cameroon (East, Adamawa, North and Far North) aims to increase the use of modern family planning methods including long-term methods of action.



Your Contribution:

  • Gather or update the administrative and technical documents necessary for the establishment of a ProFam health facility;
  • Reassess the health facilities of the Pro Fam network taking into account the achievements of the first phase;
  • Identify health facilities with minimum facilities for the implementation of youth- and adolescent-friendly reproductive health services (SRAJ);
  • Identify health facilities for the implementation of the postpartum IUD.
  • Check the basic diploma of the provider (minimum nursing assistant diploma; laboratory technicians and medical technical health agents are not part of it)
  • Check the administrative documents of the Health Facility;
  • Actively participate in capacity building training and certification of providers;
  • Regularly update the file of service providers;
  • Ensure the existence of the minimum facilities and essential equipment necessary for the confidentiality and safety of the client (MLD Long Action Methods);
  • Ensure the availability of infection control equipment.
  • Help the network’s health facilities improve their equipment, product and consumables management system.
  • Assist health facilities in setting up physical and electronic management tools;
  • Regularly check the physical availability of products, consumables as well as their state of conservation and expiry dates. ;
  • Check their state of conservation and expiry dates;
  • Build the capacity of providers to diagnose, document and report complications according to the mandatory PSI procedure.
  • With the collaboration of hospitals and gynaecologists, help providers to set up a referral mechanism and management of major complications;
  • Assist the provider in managing minor complications where possible;
  • Plan supervision according to the performance of Fosas and service providers;
  • Gather supervision documents and materials;
  • Learn about security conditions;
  • Inform the health authorities, including the head of the health district and the head of the centre that will be supervised;
  • Specify the number of sites to be visited and the number of days;
  • Ensure the availability of the service provider;
  • Discuss with the provider the problems encountered by his health training before starting the supervision:
  • Check administrative and technical documents;
  • Arrange for observation of clinical cases and counselling;
  • Encourage the head of the health facility to maintain the equipment to improve the physical aspects of the premises;
  • Inspect facilities (PF room, gynecological table, water source, energy source, infection control materials);
  • Check the waste disposal system:
  • Ensure that all providers providing FP/SR services in affiliation with PSI/ACMS are trained and certified.
  • Ensure that critical infection control steps are followed.
  • Ensure that health facility contracts are up to date;
  • Ensure that the provider selects clients for service eligibility in accordance with PSI/ACMS service delivery protocols
  • Review client records and statistical data;
  • Identify and document quality gaps in order to correct them during the next supervision;
  • Document cases of complications that have occurred in the health facility;
  • Check the existence of standards documents (paper and digital posters if possible);
  • Use digital media (HNQIS) for supervision;
  • Draft periodic reports and respect deadlines;
  • Evaluate the knowledge and technical competence of the service provider;
  • Train the service provider on the use of the equipment equipped, for example the autoclave and make a demonstration if necessary;
  • Assist the provider in making his self-assessment;
  • Build the capacity of providers to diagnose, document and report complications according to the mandatory PSI procedure;
  • Set up a mechanism for referencing and handling major complications;
  • Assist the provider in managing minor complications where possible;
  • Set up a client tracking system;
  • Collect data monthly and transmit them to the monitoring and evaluation assistant;
  • Collaborate well with other team members (HQ, CSA);
  • Collaborate with partner teams with professionalism;
  • Maintain courteous relations with religious, and traditional health, administrative authorities;
  • Adopt a facilitative approach to ensure that the provider feels comfortable and fully cooperates during supervision;
  • Adopt exemplary corporate behaviour in order to preserve the PSI/ACSI reputation.

The basics:

  • Hold a Bachelor’s degree in nursing (midwife, obstetrician nurse, reproductive health nurse) or equivalent diploma;
  • Professional experience, minimum two (02) years as a nurse obstetrician or midwife ;
  • In substitution of the required diploma: Have more than five (05) years of relevant professional experience as a nurse obstetrician or midwife ;
  • Strong problem-solving skills;
  • Good ability to plan and anticipate potential and emerging obstacles;
  • Demonstrate adaptability, patience, ingenuity, resilience and flexibility;
  • Results-based management skills;
  • Be available to carry out regular field missions.




What would excite us?

  • Familiarity with social marketing and/or NGOs;
  • Fluency in French and/or English and have a sufficient command of the other language;
  • Good command of computer tools and software (Word, power point, Excel);
  • Passion for public health;
