RECRUITMENT NOTICE HR ASSISTANT

Job Title: HR Assistant
Reports to: HR Officer
Duty station Bamenda
Type of contract Fixed Term
Duration of employment contract: 10 months subject to funding
Availability: March 2023

 

 




 

 

Main objective and tasks The Human Resources Assistant will support the HR Officer on a daily basis in the execution of the tasks of the Human Resources Department. He/she will support the Mission in matters of recruitment, administration and personnel management, under the guidance of the HR Officer.

Mission 1: Recruitment Tasks:
▪ Publish recruitment notices;
▪ Participate in the pre-selection process of candidates;
▪ Invites candidates for written tests and interviews;
▪ Prepare the minutes of recruitment;
▪ Checks the professional references of candidates;
▪ Send information e-mails to unsuccessful candidates;

 

 




 

Mission 2: administrative management and IMP Tasks:
▪ Prepare employment contracts;
▪ Send employment contract, policies of the organisation, internal regulations, ToR etc … to recruited staff.
▪ Dispatch HR documents of staff in the Sub-Bases / Coordination and follow the files sent until their return;
▪ Prepare service attestations and any other administrative document
requested by staff;
▪ Digital archiving of personnel files on drive and IMP;
▪ Make sure that the staff returns HR documents in their possession;

▪ Work closely with logistics for the production of professional badges for staff.
▪ Enter HR data in the IMP software;
▪ Contributes to the management of leave and absence
▪ Prepare leave letters by delegation
▪ Prepare notifications of end of contract;

 

 

 

 

▪ Prepare work Certificates at the end of contract;
▪ Prepare balances of any account;
▪ Follow and send the “Exit clearance form” to the coordination for archiving;
▪ Support the HR Officer in end of contract communications.
▪ Gather requests / complaints from employees and communicate them to the HR Officer;
▪ Assist the HR Officer in internal communication on HR issues and conciliations with employees;
▪ Participate in general meetings with employees and write reports by delegation;
▪ Assist the HR Officer in the implementation of the code of conduct, the Internal Regulations, the Charter etc …

Mission 3: Health insurance and NSIF Tasks:
▪ Incorporate new employees into the health insurance policy;
▪ Remove employees (who have left the organization) from the health insurance policy;
▪ Collects reimbursement files, checks their compliance and transmits them to the Insurer;
▪ Follow up on reimbursements with the insurer and its focal points.
▪ Collects files from staff for NSIF registration (pre-registration,
Registration…);
▪ Collects NSIF insurance number from personnel for their engagement;
▪ Cease employment at NSIF after the departure of an employee from the organization;
▪ Collects family allowance benefit files from staff for the NSIF;
▪ Collects documents for maternity leave from staff;
▪ Communicates NSIF insurance number to new affiliate recruits

Educational and professional experience required      
• Bachelor’s Degree in Human Resources Management, Law or any other related field.
• Minimum of 2 years of experience in a similar position
• Proven work experience in humanitarian context, in an NGO or INGO
• Experience working and / or collaborating with authorities and external partners would be an asset
Technical and behavioral competencies required •
• Knowledge of concepts, functions and procedures in Human Resources, Knowledge of the Cameroonian labor code and local rules (case law), knowledge of NSIF procedures, knowledge of personnel administrative management and conflict management, Personnel administration skills, Team management skills… Advanced Knowledge of
• common survey and Data collection tools (Google Forms)
• Basic Database processing tools (Excel)
• Microsoft Office Suite (Word, Excel , powerpoint),
• Mainstream web browsers (Google Chrome, Microsoft Edge, Mozilla
Firefox)
• Web 2.0 tools (cloud storage, webmail and others)
• Strong redactional skills
• Adaptability and readiness to carry out numerous field trips
• Analytical and reporting skills
• Capacity to work under pressure, flexibility
• Excellent interpersonal and communication skills
• Sense of confidentiality
• Rigor, Pragmatism, diligence, responsiveness and proactivity
• Strong organizational skills

Languages
• Fluency in both written and oral formal English
• Fluency in Pidgin English
• Operatonal capacity in written and oral French would be an asset
