NOTICE OF CALL FOR APPLICATIONS FOR THE RECRUITMENT OF INTERNAL AUDITORS

STATUS AND MISSIONS OF THE BEAC
The Bank of Central African States (BEAC) is the common Central Bank of the six (06) member states of the Economic and Monetary Community of Central Africa (CEMAC), namely: the Republic of Cameroon, the Central African Republic, the Republic of Congo, the Gabonese Republic, the Republic of Equatorial Guinea and the Republic of Chad.
Its head office is located in Yaoundé in the Republic of Cameroon.
The BEAC’s missions are to:

Define and conduct monetary policy in CEMAC;
– Issue banknotes and metallic currencies that have legal tender and deliberative power in CEMAC;
Conduct the exchange rate policy of CEMAC;
Hold and manage the official foreign exchange reserves of the member states;
Promote payment and settlement systems and ensure their proper functioning;

– Promote financial stability in CEMAC.
BEAC is organizing a recruitment competition for 25 Senior Supervisory Officers with an Auditor profile for all of its Centers.
II- GENERAL CONDITIONS
This competition is open exclusively to nationals of CEMAC member states (Cameroon, Central African Republic, Congo, Gabon, Equatorial Guinea and Chad), aged 35 or under on the date of application.
Candidates must enjoy their civil rights and not have been sentenced to an afflictive or infamous penalty.

The participation of BEAC Agents who meet the diploma requirements and present a disciplinary record is authorized, without age or seniority conditions.
The recruited candidates are, if necessary, called upon to serve at the Central Services of the BEAC in Yaoundé, in the National Directorates and Agencies established in the six (06) Member States of CEMAC, at the General Secretariat of the COBAC in Libreville as well as at the BEAC Office in Paris.
Candidates definitively admitted to the competition must then follow a paid probationary internship and a trial period, if applicable, for a cumulative duration not exceeding nine months.
A medical certificate of aptitude for banking professions will be required from candidates eligible for the oral tests.

III- CANDIDATE PROFILE
✓ Required diploma: Master 2, DESS or equivalent in Audit, Accounting, Management Control, Banking and Finance.
✓ Professional experience: at least 5 years in the field. Significant experience in audit firms, financial institutions or organizations specializing in internal control and risk management would be an asset.
✓ Required skills:
Mastery of audit standards and frameworks (ISA, specific banking standards); Certification (CIA, CISA, CRMA, CFE) in the fields of audit, risk management or fraud review;
In-depth knowledge of audit and control techniques;
Analytical and synthesis skills;
Organizational skills, rigor, integrity and respect for ethical principles; Interpersonal and writing skills;
Mastery of IT tools, including office software and specialized audit tools.
✓ Main missions:
Carry out financial, accounting and operational audit missions;
Evaluate internal control systems;
Identify and assess risks;
Formulate recommendations to improve processes and performance; Write clear and concise audit reports;
Participate in continuous improvement projects.

COMPOSITION OF THE APPLICATION FILE
Application files must include the following documents:
A cover letter:
A detailed and up-to-date curriculum vitae;
Two (02) 4×4 identity photos;
A copy of the national identity card, valid receipt or passport;
A criminal record less than three (03) months old;
Certified copies of diplomas and certificates.
ORGANIZATION OF THE COMPETITION
Successful candidates will participate in a competition comprising written and specialized tests, then oral and psychotechnical tests if they are declared admissible.

The written tests will be organized in the capitals of the six (06) CEMAC member states and in Paris.
The oral tests and psychotechnical tests will be organized in Yaoundé and possibly in Paris. The procedures for conducting the tests will be specified in the letter of invitation.
Candidates may take the written and oral tests in the language of their choice between English, French, Spanish and Arabic.
