TWO (02) FIELD COORDINATORS
Context
 




 

Première Urgence Internationale (PUI) is a Non-Governmental Organization of international solidarity, non-profit, apolitical and secular. Its objective is to meet all the basic needs of civilian victims endangered, marginalized or excluded by the effects of natural disasters, wars and situations of economic collapse. PUI is present in 22 countries, in Africa, Asia, the Middle East, the Caucasus and the Caribbean, and operates in the areas of food security, health, nutrition, infrastructure rehabilitation, water and sanitation and economic recovery.  

PUI has been present in Cameroon since 2008, first on the East / Adamaoua front then in the Far North (EN) in 2014/2015, via its base in Maroua. It carries out emergency and recovery activities in Water, Hygiene and Sanitation (WASH), Nutritional Food Security and Livelihoods (SANME), Essential Household Items (AME)/Shelter. Since 2017, PUI has expanded into Logone-et-Chari (LC) from its base in Kousseri where teams carry out projects in SANME, EHA, Abri AME as part of the Rapid Response Mechanism (RRM).

In addition, Cameroon has been facing an internal crisis since 2016 in the English-speaking regions of the North-West and South-West. This situation leads to population movements fleeing to areas considered safer, particularly in the West region which is one of the main reception points for the displaced and in which PUI has decided to implement a project RRM inspired by the project in the Far North and adapted to the local context. This project covers the Food Assistance, WASH and Shelter/AME sectors.
 



 

In this context, PUI is recruiting two (02) Field Coordinators. Overall objective:  
      

      Under the direct responsibility of the Head of Mission, the Field Coordinator is responsible for the proper functioning of the base and the proper implementation of the programs developed on this base.

Responsibilities and fields of action

– Security: He/She is responsible for security on his/her base.
– Programs: He/She coordinates the teams and ensures the proper implementation of the programs on his/her base, under the supervision of his/her direct line manager.
– Human Resources: He/She supervises all the base teams, national and international staff.
– Logistical, administrative and financial monitoring: He/she supervises the logistical, administrative and financial aspects on his/her base for the implementation of the programs, and ensures compliance with the related procedures, with the functional support of the Coordinator. Logistics (CLOG), and the Administrative and Financial Coordinator (CAF) of the mission.
Representation: He/She represents the association with partners, authorities and various local actors involved in the area of ​​intervention of his base.
Coordination: He/She centralizes and disseminates information from/to his/her base and consolidates the internal and external reporting of the activities implemented in his/her area of ​​intervention before transmitting it to his/her direct line manager.
– Evaluation / Strategy: He/She participates in the development of the strategy and proposes new interventions according to the needs identified in his/her area of ​​intervention.
 




Specific objectives and associated activities

1- ENSURE THE SECURITY OF GOODS AND PERSONS ON THE BASE
– He/She ensures that the security plan of his base is up to date, that it is known and understood by everyone (expatriates and nationals ).
– He/She ensures the collection of information relating to security in his/her area of ​​intervention, proposes an analysis and disseminates it to his/her direct superior/e on a regular or ad-hoc basis in the event of emergency.
– He/She ensures that the material and human resources are sufficient to ensure optimal safety of the teams, materials and beneficiaries.
– He/She immediately alerts his/her direct supervisor in the event of endangering teams or beneficiaries.
– He/She ensures that in the event of a security incident (completed or aborted), the information is disseminated without delay to his/her direct superior/e and reported according to the PUI format.

2- ENSURE THE IMPLEMENTATION OF PROGRAMS AND PROPOSE NEW INTERVENTIONS
– He/She ensures the smooth running of ongoing programs on his/her basis (achievement of objectives, compliance with schedules, budget monitoring, contractual reporting, etc.) and reports to his/her direct line manager.
– He/She sets up a formal coordination system, leads it in the field (meetings, written reports, etc.), and reports to his/her direct line manager.
– He/She ensures the proper archiving of all the documents produced within the framework of the project(s) and ensures that the sources of verification mentioned in the proposals are available.
– He/She proposes new interventions and discusses them with his/her direct line manager.
– He/She participates in the identification of needs on the basis of TOR and with validation of his/her direct line manager.
– When defining new operations, he/she coordinates the technical departments concerned, the administrative and logistical support teams in order to prepare complete project proposals that comply with donor formats and PUI’s internal rules.
– He/She participates in the development of the Mission Strategy.

3- SUPERVISE TEAMS OF NATIONAL AND INTERNATIONAL PERSONNEL ON HIS/HER BASE
– He/She supervises all the national and international teams on his/her base.
He/She supervises the expatriate/s of his/her base, monitors their objectives and conducts an intermediate and final evaluation.
He/She participates in the recruitment process as well as in any decision to terminate a national staff employment contract on its basis.
– He/She ensures compliance with the Internal Regulations of PUI on his/her base.
– He/She ensures the administrative management of national staff, in particular payroll operations, monitoring of absences, creation and updating of personnel files as well as their archiving.
– He/She ensures that all national employees have a written evaluation at least once per contract and per year.
– He/She ensures or delegates the integration of any new employee on his/her base, and ensures in particular that the context of the programs implemented, the safety rules, the logistical, administrative, HR and financial procedures, as well as the procedures for using the means of communication and transport are explained and understood.
– He/She completes the training of expatriate and local staff (organizational, methodological, technical support if necessary, organization of training, etc.)
– He/She prepares or delegates the writing of the job profiles of expatriates to be replaced or recruited and distributes them for validation to his/her direct hierarchical superior.
– He/She prepares the national job profiles under his direct supervision, validates the national job profiles drafted by the technical manager(s) of his/her base and distributes them for validation to the CAF and any other potential referent concerned (depending on the position).
– He/She defines the organizational chart of his/her base and has it validated by his/her direct superior/e and the CAF.
– He/She ensures the management of any interpersonal conflicts on his/her base and reports to his/her direct superior/e in the event that he/she is unable to resolve the dispute alone.
– He/She is the guarantor of the image of PUI in his area of ​​​​intervention and as such ensures that all the staff under his responsibility have a behavior in line with the values ​​defended by the organization and respectful of the local culture.

4- ENSURE THE LOGISTICAL, ADMINISTRATIVE AND FINANCIAL MONITORING OF THE BASE
– He/She ensures the supply of the base (support and program) and addresses the needs to the CAF each month, ensuring that the internal and donor procedures are respected and that the commitments are in line with the available budgets.
– He/She ensures that the base (office and accommodation) has the minimum equipment suitable for the work and accommodation of the teams, in optimal security conditions.
– He/She supervises the fleet of vehicles and more generally monitors the operation and ensures the maintenance of the equipment attached to his/her base.
– He/She ensures the adequate storage of goods and equipment.
– He/She ensures the delivery of program goods to the intervention sites.
– He/She prepares and updates the inventories of stocks and equipment of his/her base and distributes them to the CLOG.
– He/She is responsible for cost optimization, he/she uses budget monitoring for this purpose and ensures the proper financial supply of his/her base.
He/She participates in the collective analysis (technical, administrative and logistical) of budget monitoring, detects discrepancies and proposes adjustments to his/her direct supervisor and to CAF. He/She ensures that the accounts are entered according to internal rules and communicated to CAF according to the established schedule.
– With the CAF, he/she follows the cash flow of his/her base and supervises payments.
– With the CAF, he/she ensures that an internal control system is in place on his/her basis. He/she ensures compliance with the expenditure commitment procedure and participates in the validation of purchasing files.
– He/She is the guarantor of the keeping of the accounts and as such ensures that the balances of cash and bank accounts are permanently absolutely justified by the appropriate accounting documents.

5- ENSURE THE REPRESENTATION OF PUI IN THE AREA COVERED BY HIS/HER BASE
– He/She represents the association with local actors, whether official or not, and ensures that good relations are maintained with each of them. them in accordance with PUI’s principles of neutrality and independence.
– He/She participates in the main coordination meetings when they exist and is an active member.
– In the event of a landlord visit, he/she participates in the organization and implementation of the visit.

6- ENSURE REPORTING AND THE CIRCULATION OF INFORMATION
– He/She is responsible for writing the donor reports of the programs implemented on his/her basis, reports of which he/she writes all or parts (consolidation of the technical parts written by the /s manager/s and/or technical referent/s on its base).
– He/She sends internal and external reports to his/her direct supervisor, respecting the internal validation deadlines (sitrep, incident report) and external contractual deadlines (project reports).
– He/She organizes the circulation of information from the base to the field coordination and from the field coordination to the base (periodic and ad-hoc Sitrep).
– He/She participates in internal coordination meetings of which he/she is an active member.
Profile sought:
Hold a Bacc+4/5 in Project Management or any other similar field, Bioforce training appreciated.

-Professional Experience:
– Experience of at least one (01) year in a similar position in an international organization.
– Experience in logistics and administration.
– Experience in security management.
– Experience in emergency projects, particularly with refugees/displaced persons appreciated. – Experience with UN and European donors (ECHO, USAID/BHA) appreciated.

Conditions
– Position based in Bafoussam (Western region) and Kousseri (Far North region)

– Fixed-term contract.
