ONE (01) MANAGER MONITORING EVALUATION ACCOUNTABILITY LEARNING (WILL) MISSION

Context

Première Urgence Internationale (PUI) is a Non-Governmental Organization for international solidarity, non-profit, apolitical and secular. Its objective is to meet all the basic needs of civilian victims endangered, marginalized or excluded by the effects of natural disasters, wars and situations of economic collapse. PUI is present in 22 countries, in Africa, Asia, the Middle East, the Caucasus and the Caribbean, and operates in the areas of food security, health, nutrition, infrastructure rehabilitation, water and sanitation and economic recovery.

 

 

 

PUI has been present in Cameroon since 2008, first on the East / Adamaoua front then in the Far North (EN) in 2014/2015, via its base in Maroua. It carries out emergency and recovery activities in Water, Hygiene and Sanitation (WASH), Nutritional Food Security and Livelihoods (SANME), Essential Household Items (AME)/Shelter. Since 2017, PUI has expanded into Logone-et-Chari (LC) from its base in Kousseri where teams carry out projects in SANME, EHA, Abri AME as part of the Rapid Response Mechanism (RRM).

In addition, Cameroon has been facing an internal crisis since 2016 in the English-speaking regions of the North-West and South-West. This situation leads to population movements fleeing to areas considered safer, particularly in the West region which is one of the main reception points for the displaced and in which PUI has decided to implement a project RRM inspired by the project in the Far North and adapted to the local context. This project covers the Food Assistance, WASH and Shelter/AME sectors.

In this context, PUI is recruiting a Monitoring, Evaluation, Accountability and Mission Learning Manager. Overall objective:

 

Under the direct responsibility of the Deputy Head of Mission for programs, the Head of Monitoring Evaluation Accountability Learning (SERA) Mission is in charge of setting up a SERA strategy on the entire mission, in functional connection with the SERA Officers based in each of PUI’s areas of intervention. Its main missions are as follows:
• Contribute to the development of the SERA strategy and transversal protection / gender and ensure its implementation within all the projects implemented in Cameroon;
• Continuously strengthen the capacities of the SERA and operational teams in the management of surveys;
• Ensure the harmonization of the archiving processes of Program Verification Sources on the bases and in coordination;
• Support the drafting of donor reports in its areas of expertise;
• Coordinate the carrying out of surveys on all bases that do not have SERA Human Resources.

Specific objectives and associated activities

1. DEVELOPMENT AND IMPLEMENTATION OF THE STRATEGY WILL BE PART OF THE MISSION
– Work, in collaboration with the program teams, on the design and improvement of participatory monitoring and evaluation mechanisms.
– Ensure the implementation of the accountability plan and more particularly the management of complaints, including in project proposals.
– Ensure that the planning of the project implemented by PUI integrates monitoring activities, project steering launch meetings, accountability and capitalization.
– Based on the monitoring plan, develop monitoring tools and models of sources of verification for each project.
– Develop and update, in conjunction with the SERA managers or the PRs, a schedule of SERA activities and the deadlines for reporting sources of verification and the planning of investigations for each of the projects.
– Make the program and support teams aware of the importance of the SERA and its challenges to facilitate collaboration and respect for deadlines.
– Set up an alert system for the program team through the dissemination of regular SERA status reports by project to reorient/readjust the project to improve its quality (Conformity of the data collected with the contractual indicators).
– Ensure the integration and respect of gender and the principles of protection and Do No Harm in all projects.
– Ensure the implementation within all PUI projects of a clear framework for accountability and for reporting complaints and feedback from communities.
– Develop, in conjunction with the SERA agents and managers or, in their absence, the project managers, a monitoring plan for each of the projects to identify the data to be collected and the collection mechanisms according to the indicators set in the contractual project documents.
– Carry out control visits (including unannounced) to the bases and sub-bases to verify the implementation of the SERA strategy.
– Provide each member of the program team arriving on the mission with all the tools and lessons learned available on their intervention component.

 

 

 

2. CAPACITY BUILDING OF SERA TEAMS
– Ensure the technical supervision of all the agents and responsible SERA of the mission.
– Ensure close monitoring of their work in accordance with the monitoring plan developed at the start of the project.
– Train SERA teams and project teams in the implementation of the SERA strategy.
– Participate in strengthening operational teams on cross-cutting themes (gender; protection; data protection; accountability) and survey management (sampling methodology; data processing and analysis).
– Participate in the training of field teams on the monitoring of activities as well as the collection of data. Ensure technical follow-up of all SERA and program teams in its area of ​​expertise.
– Ensure the quality of the data reported by the field.
– Strengthen the capacities of the teams in charge of managing complaints on the bases.

3. MANAGEMENT OF VERIFICATION & ARCHIVING SOURCES
– Strengthen the capacities of the program and SERA teams on the archiving procedure and ensure that it is applied to each project.
– Ensure the archiving of the contractual documents of the projects both digital and physical in coordination.
– Ensure the distribution of activity reports and monitoring tools to facilitate the implementation of activities and the exchange of experience between the bases via the dropbox.
– Support and train the SERA / RP Officers in the design of tools for monitoring Sources of verification.
– Ensure that verification source models are available and disseminated.
– Check the conformity and consistency of the data collected through the verification sources with the contractually set objectives.
– Check that the sources of verification and their monitoring tools are duly completed and sent by the SERA Officers according to the deadlines set
– Keep the monitoring tools for the sources of verification up to date at the coordination level and check those completed at the level of each base.

4. CAPITALIZATION & SUPPORT FOR REPORTING / DEVELOPMENT OF PROJECTS
– Ensure the harmonization of practices between the bases by producing or updating the tools in place.
– Ensure the capitalization of SERA activities (planning; implementation; results obtained) in order to increase the know-how of the mission.
– Promote capitalization exercises of lessons learned and best practices at the mission level and ensure dissemination to the teams.
– Support the teams (SERA / RP) technically and validate the monthly project monitoring tool before sharing with the Deputy Head of Mission for programs.
– Contribute to donor reporting for the parties concerned.
– Ensure, within the framework of the development of project proposals, the sharing of existing capitalized information on the targeted areas and themes.

5. SUPPORT / SUPERVISION OF INVESTIGATIONS / MONITORING
– Support SERA/PR officers and officers in developing and carrying out surveys.
– Validate the methodologies and survey tools to ensure that they are adapted to the set indicators.
– Provide teams with methodological survey tools to facilitate the work of operational teams.
– Develop training modules for program teams on survey methodologies.
– Develop training modules for investigators.
– Provide standard survey reports.
– Ensure monitoring of the humanitarian situation in the areas of intervention: collection and dissemination of reports from other actors and contextual information.

Required profile:

– Hold at least a Bacc+4 level diploma in project management; monitoring and evaluation of projects and/or strong experience. Bac +5 appreciated.

– Professional Experience
– Justify an experience of at least one (01) year in a similar position in the humanitarian sector. – Experience in evaluation methodology and monitoring of activities.
– Experience in overseeing accountability activities.
– International experience is an asset.
