Jesuit Refugee Service (JRS) recruits Deputy National Financial
Supervision and purpose of the position
Under the supervision of the National Director, the Deputy National Finance Officer contributes to the effective functioning of financial systems in support of project management in the field.
I- Description of tasks Under the supervision of the National Director, the Deputy National Finance Officer has the following main
tasks
:
Management of financial transactions
- Make all payments due to suppliers, commitments (water, electricity, rent, staff salaries, insurance, internet);
- Follow up on payment invoices and trace unfinalized and/or non-transferred payments;
- Ensure the verification of the quality and completeness of supporting documents for expenses and payment files;
- Monitor the dashboard and the financial performance of financial management by providing information for the necessary financial analysis, including execution rates according to result indicators;
- Detect potential problems related to budget execution and suggest corrective actions;
- Evaluate and monitor the payment of common expenses (Taxes, electronic declaration and payment CNPS, registration of lease contracts to taxes if necessary);
- Establish a system for the physical and electronic filing of accounting elements according to JRS policy;
- Pay staff salaries upon presentation of payroll statements sent by the Human Resources Officer;
- Maintain an effective expenditure control system to ensure that accounting records are complete, properly recorded and validated in Navision;
- Update of Navision no later than the 30th of the month.
- Support the follow-up of payments and transfers made to project teams;
- Bank statements are collected and a bank reconciliation is done monthly.
Closing operations
- Prepare the data necessary for the financial analysis required by the preparation of the journals and the synthesis of the balances;
- Carry out the various necessary reconciliations according to JRS’s financial procedures;
- Prepare financial reports on the various sources of funding;
- Investigate anomalies and follow up with relevant personnel.
Team Management
- Be a force of proposal for the improvement of the skills of financial administrators
- Participate in the recruitment and competency assessment of financial administrators
- Organize the newly recruited finance administrative briefing
- Accompany and train base administrators, including regular visits to the bases
- Supervise and control that administrative teams adhere to the schedule
- Supervise the administrative team of the coordination
Reporting / Communication
- Participate in the preparation of intervention proposals and financial reports
- Establish and maintain relationships with tax authorities at the national level to ensure good practices in the payment of taxes and NSIFs
- Participate in meetings (donors, authorities, NGO forum…) and workshops related to its field of activities and write reports for the National Director (if applicable)

III. Profile sought: KEY SKILLS:
- Level Bac + 5, diploma in the fields of management / accounting
- Professional experience of at least 5 years in the fields of management / accounting
- Mandatory experience in International NGO, if possible in an administrator position on an operational basis, and/or in coordination
- Ability to manage, train / accompany a team
- Very good analytical and synthesis skills
- Very good writing and expression skills in French and English
- Proven experience in negotiation, coordination and communication
- Perfect command of French and English
- Very good command of basic software (Word, Excel, Outlook, power point etc.)
- Knowledge of Navision software strongly desired
Qualifications:
- Diplomat and good communicator, autonomy, initiative
- Organizational and prioritization skills
- Ability to work under pressure
- Open-mindedness, great rigour, dynamism, responsiveness
