Job Overview
The protection sector co-facilitator will work in partnership with UNHCR, as the lead agency in the protection sector, 70% of his/her time to provide leadership and facilitate processes that will ensure a well-coordinated, strategic, adequate, coherent and effective protection response in Cameroon. The co-facilitator will have specific responsibility for ensuring that the position is informed by the NGO perspective. The co-facilitator will also be responsible for ensuring that NGO members contribute to and share the responsibilities of the working group, and will play a leading role in developing the active engagement and technical capacity of the working group members.
The co-facilitator will also support the GBV AOR to NWSW for which IRC is the co-lead.
The position will also have an internal protection coordination support responsibility to support and harmonize interventions between IRC’s different protection sectors in Cameroon.
MAIN RESPONSIBILITIES
The main responsibilities will be discussed with UNHCR, which is responsible for the protection sector in Cameroon – the list of responsibilities included here is indicative.
Support for appropriate coordination structures
- In collaboration with UNHCR and government co-facilitators, co-chair the protection sector at the country level, ensuring agreement on key decisions and actions
- Coordinate protection activities and actors within the protection sector, including support to inter-agency monitoring missions;
- Develop and maintain referral channels to ensure coordination of assistance and service delivery;
- Encourage and support the participation of NGOs and governments in the coordination of responses;
- Mobilize resources to address priority protection concerns;

Representation
- Represent the protection sector in inter-agency, governmental, donor and other forums, in partnership with UNHCR’s designated official;
Needs assessment and information management
- Identify, analyze and report on protection dynamics and concerns and support the development of monthly protection reports.
- Introduce appropriate protection tools for protection sector members to identify, report, monitor and respond to protection issues;
- Map needs, capacities and gaps in service delivery and human rights protection;
- Support inter-agency monitoring missions to displacement and return areas as required;
Plea
- Support the design of evidence-based advocacy strategies and play an important role in coordinating and leading advocacy initiatives on identified protection issues.
- Coordinate and report on funding gaps and programmatic needs of members of the protection sector and regularly advocate with donors and various forums to help fill these funding gaps and needs;
Integration of protection and enforcement of standards
- Establish and implement a protection integration strategy in each sector/cluster
- Integrate protection and the application of national and international humanitarian principles among protection sector actors through training and technical support;
Capacity-building
- In close coordination with sub-clusters and sub-clusters of the Protection Sector, coordinate and facilitate the training of members of the Protection Sector, local government authorities and other humanitarian actors;
- Build the capacity of government and other members of the protection sector to create a stronger protection environment
- Where appropriate, ensure continuous capacity building and exchange of expertise with FN and NWSW sector/cluster leaders and their members;
Monitoring, reporting and communication
- Support existing systems for reporting on the progress of protection sector members’ activities to ensure effective monitoring and evaluation;
- Develop and maintain effective communication and information sharing within the PTG/Protection Sector and between other sectors;
- Ensure a high level of reporting on identified issues and the production of regular status reports;
- The co-facilitator will also support the GBV AOR to the NWSW for which the task list has been defined with the GBV AOR.
JOB
REQUIREMENTS Essential
- Graduate degree in international law, social sciences or related field.
- Minimum of 5 years of proven experience in the field of protection in humanitarian settings, including providing technical advice to field teams; Excellent understanding of protection issues in emergencies and detailed knowledge of humanitarian principles, guidelines and laws.
- Demonstrable leadership, coordination, capacity building, planning and analytical skills.
- Proven experience in policy, advocacy and negotiation.
- Strong previous experience in information management related to the protection sector, including maintaining standards of impartiality and confidentiality with sensitive data.
- Excellent written and spoken English and French
Highly recommended
- Previous work experience in Cameroon
- Previous experience working within the sector/cluster system.
- Demonstrable ability to work successfully under pressure and ability to make timely decisions.
Work environment
This position will be based in Yaoundé with potential travel in the Far North, Littoral, North-West and South regions.
