ORGANIZATIONAL CONTEXT: The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.




PROJECT CONTEXT (Project ID 210174)
The overall objective of the proposed project is to promote public health through improving the national supply chain capacity of medical product supplies for increased resilience against COVID-19. To this end, this project will contribute to building more resilient national supply chain capacity of the necessary medical supplies, such as medical oxygen devices, equipment for the vaccine storage, and other critical supplies, that are essential to combat against the further infections of COVID-19 as well as other high-risk infectious respiratory diseases in the future. The project is to be committed to identifying and upgrading the national supply chain actors, say, local producers, suppliers, technical support providers, and public support institutions, in terms of 1) technical capacity, 2) quality assurance, and 3) business resilience and continuity in case of potential emergency situations. In addition, the project recognizes that to develop the awareness of the risks of the virus and the importance of protective measures is the most effective, meaningful, and sustainable way to ensure the long-term resilience against the risk of the virus, which in turn can strengthen the competitiveness of the related national supply chains. This awareness does not merely refer to the actors engaged in the production but extends to all areas in the supply chains including operational services, maintenance, logistics, distribution.
The project is structured to achieve the development goal through the following Outcome and Outputs that are interrelated and complementary to each other: Outcome: The business capacity of the national supply chain actors is increased in terms of 1)technical capacity 2) quality assurance and 3) business resilience and continuity in case of potential emergency situations;
Output 1: The selected national supply chain actors capacitated and upgraded to have improved quantitative and qualitative business operation capacity;
Output 2 : Emergency business continuity plan developed and the awareness of the risks of the COVID-19 virus and the importance of protective measures raised among the domestic supply chain actors;



FUNCTIONAL RESPONSIBILITIES : Under the supervision of the Project Manager, the Capacity Building Progamme Coordinator will assist in the overall planning and coordination of the on-site capacity building activities in light of the defined project targets and KPIs as well as lead the relevant internal/external communication with the counterpart government and stakeholders of the project to facilitate the agreement/engagement on the delivery of the project activities. The Capacity Building Progamme Coordinator will conduct some field missions as required and agreed. Other day-to-day assignments will be assigned in the UNIDO Office in Cameroon in collaboration with the Office of UNIDO Representative. To this end, the following tasks and deliverables are envisaged:

MINIMUM ORGANIZATIONAL REQUIREMENTS:
Education:
Advanced university degree (Master’s level) in science, business management, economics or other relevant disciplines focusing on a specialization in business process, manufacturing process, project management, or other relevant disciplines with specialization in the project-relevant academic fields is required.
A first level degree may be acceptable if combined with at least six (6) years of professional experience directly relevant for the assignment.

Technical and Functional Experience: At least three (3) years of professional coordination experience in technical cooperation project management or portfolio project management including some exposure at the international level, is required.
Experience in analyzing the needs, development conditions, and problems in developing countries, is desirable.
Experience in working in a highly international team and work environment, coordinating inter-organizational collaborations involving the national government are desirable.

Languages: Fluency in written and spoken English is required. Fluency and/or working knowledge of French is an asset.
