CONTEXT

CARE is one of the largest humanitarian aid networks in the world, apolitical and non-denominational that supports and manages emergency and development projects by involving communities, collaborating with local partners. Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustice. Supporting women’s empowerment and acting for their rights are essential actions in the fight against poverty, which is why women are at the heart of our programs. CARE is present in 100 countries and through the implementation of nearly 1000 emergency and development projects.

 

 




 

 

In Cameroon since 1978, CARE develops and implements 3 action programs (broken down into several projects) in response to humanitarian crises and support for sustainable development. They are part of the phases of emergency, resilience of women and young people, access to sexual health and reproduction of the populations most at risk, including PLHIV.

As part of the launch of the Project for access to protection services for populations displaced by the conflict in North-West and South-West Cameroon and host populations in West Cameroon (Bafoussam), CARE International at Cameroon is looking for:

 

 



 

Position: A Money Transfer Assistant

Division:  Programs

Contract form:  CDD of one (01) year (2 months trial period renewable once)

Working time: 40 hours per week (Full time)

Reporting line :  Project Manager – PASEPRO

Position location:  Bafoussam (position not relocated)

 

 




 

GENERAL RESPONSIBILITIES

The cash transfer assistant is responsible for implementing activities related to financial and material support to project beneficiaries, in collaboration with the project’s implementing partner (PMEO) under the supervision of the project manager. project.

–          He/she is responsible for the implementation and monitoring of financial and material support activities for beneficiaries;

–          He/she must support the beneficiaries in the proper management of financial resources;

–          He/she must ensure the operational monitoring of community activities carried out by the implementing partner;

–          He/she must follow up on the financial and material resources corresponding to the financial support activities;

–          He/she must follow the evolution of the markets and analyze the data quarterly to refine the assistance strategy;

–          He / she must work in close collaboration with the monitoring and evaluation assistant for the collection of information likely to improve the quality of the implementation of the project and its impact

 

 

FUNCTIONS

Function 1: Implementation of financial and material support activities

 

–          Establish an appropriate system for identifying and registering beneficiaries;

–          Ensure that the targeting process and criteria are based on the objectives of the project and that specific considerations of inclusion and protection are taken into account;

–          Ensure that safe, accessible, efficient mechanism(s) are identified to deliver the cash transfer

–          Establish supply needs for cash activities, in accordance with CARE Cameroon’s supply policies and procedures.

–          Communicate regularly with the money transfer service provider

–            Ensure the quality of data allowing monetary transfers;

–          Follow the evolution of the market and analyze the data quarterly to inform the actors

–          Ensure regular communication with beneficiaries on monitoring the use of transferred funds.

 

Function 2: capacity building of beneficiaries and implementing partner

 

–          Ensure effective coordination between the community and stakeholders in the implementation of the project through the adoption of transparent and participatory approaches in the communities;

–          Carry out training and sensitization of beneficiaries for the correct use of the resources received;

–          Participate in the process of setting up community action plans;

–          Provide assistance to the implementing partner for a better impact of the project;

–          Regularly organize internal workshops and training to ensure the development of the capacities of local actors in the implementation of cash transfers.

 

Function 3:   Information Management

 

–          Write, review and provide technical comments on cash transfer operating procedures;

–          Ensure the updating of information on distribution and financial support activities;

–          Participate in post-distribution monitoring activities  ;

–          Contribute to the drafting of reports to be submitted to the donor;

–          Contribute to the documentation of lessons learned and project successes.

 

Function 4: Other Related Responsibilities

 

–      Represent CARE in local meetings / forums related to the Cash theme

 

SKILLS AND QUALIFICATIONS

Qualifications:

 

–          Bac +3 in Social Sciences, finance, rural development, or related disciplines;

–          Minimum 3 years of professional experience in a similar position within an NGO;

–          Experience in developing and/or implementing cash transfer strategies;

–          Experience working in emergency situations with displaced populations preferred;

–          Work experience in the participatory preparation of community action plans is an asset.

 

Skills :

–          Understanding of the context and national policy on cash transfers;

–          Knowledge in related fields (legal assistance, gender, mental health);

–          Strong report writing skills;

–          Be able to maintain, within the framework of its activities, good relations with the beneficiaries, the colleagues and the administration;

–          Computer skills (Word, Excel, Power Point);

–          Ability to work under pressure and in a team;

–          Adaptability to a context with security constraints / good stress management;

–          Be able to demonstrate a commitment to respect, equity, diversity and inclusion, including gender equality;

–          Excellent oral and written skills in English and French.
