Medical humanitarian non-governmental organization (NGO) governed by Swiss law, Médecins du Monde Suisse (MdM-CH) works in the field to restore sustainable access to healthcare for excluded people. It has been present in Cameroon since 2013 and implements several projects, around three (03) main thematic axes: Sexual and Reproductive Health and Rights, Prevention and Management of Violence and Pediatric Palliative Care.

As part of the implementation of its interventions, MdM-CH is recruiting an Accounting and HR Supervisor JOB

 



DESCRIPTION

Under the hierarchical supervision of the Financial and Logistics Administrative Coordinator, the Accounting and HR Supervision Officer supervises accounting operations and participates in the proper application of HR policy in order to support all staff in achieving their objectives. programs and in compliance with the procedures and policies of MDM and its donors.

He/She strives on a daily basis to respect the imperatives of segregation of tasks and continuity of services.

A- TASKS & RESPONSIBILITIES

I- SUPERVISION AND ACCOUNTING MANAGEMENT: ACCOUNTING

SUPERVISION OF THE MISSION

– Ensure the weekly control of accounting documents and financial movements in the accounting journals (paper and Excel) and archive cash closing documents for each base;
– Ensure the monthly accounting consolidation (complete accounting package) of the mission;
– Guarantee quality accounting (control of accounting, budgetary, financial, third-party and third-party codes, nature of accounting descriptions, etc.) and its adequacy with quality supporting accounting documents;
– Control the accounting files and ensure that the archiving of the accounting documents (physical and electronic) of the mission is effective according to MDM standards;
– Ensure compliance with monthly accounting deadlines;
– Participate in pre-audits and support the provision (after verification) of accounting records to auditors during audits;
– Ensure compliance with accounting procedures and national taxation and ensure legal legal monitoring in terms of the finance law;

ACCOUNTING MANAGEMENT OF THE COORDINATION

– Follow the payment schedules for the contracts executed on the Coordination;
– Execute cash register activities, guarantee the security of its cash register and the confidentiality of information;
– Execute disbursements and payment of advances, in compliance with established procedures;
– Ensure the keeping of the book of advances and accounting journals;
– Check before registration that the supporting documents comply with Médecins Du Monde and donor procedures;
– Check cash balances daily and report any discrepancies to the CAF-Log;
– Carry out the accounting treatment of entries according to the Employer’s accounting organization;
– Prepare monthly accounting reports and submit them for the approval of the CAF-Log;
– Submit payments in checks for signature, ensuring proper compliance with the rules for the payment of invoices;
– Process banking transactions in accordance with the Employer’s procedures;
– Be responsible for the proper keeping of the accounts and the quality of the supporting documents presented;
– Apply all standards described by the Employer;

II- HR MANAGEMENT:

 

 

1. Participate in the administrative management of national human resources

• Participate in the reception and integration of new staff, ensure the administrative briefing;
• Actively participate in the administrative management of recruitment and hiring of mission staff and ensure compliance with recruitment procedures;
• Supervise the archiving, maintenance/updating and securing of MDM personnel files;
• Drafting and ensuring the follow-up of employee employment contracts, amendments, notifications of secondment and interim responsibility of the mission;
• Ensuring the planning and implementation of appraisal interviews according to defined procedures and monitoring the professional development of staff;
• Centralize the training requests expressed by the teams and propose a training plan for approval and validation;
• Ensure the collection of elements allowing the establishment of the payroll and ensure the proper conduct of the latter;
• Participate in the application of MDM’s salary and social policies;
• Ensure the establishment of legal bodies for representation and consultation of staff on the mission;
• Keep the organization chart of the mission up to date on a monthly basis;
• Perform the preparation of declarations of social charges and taxes according to the legal frequency;
• Prepare the checks carried out by State bodies (CNPS, DGI, MINEFOP, etc.);
• Ensure, with the help of each head of department, the planning of staff leave, monitor its execution and report monthly to the CAF-Log on the state of leave for each staff;
• Ensure the minimum replacement of members of the administrative service in the event of absence (holidays, illness, etc.);

2. Participate in the implementation of the national human resources management policy

• Guarantee the application of the legal provisions relating to the end of the contract: procedure for the end of the contract, the balances of any account and the documents for the end of the contract for any reason for the departure of an employee;
• Participate in the development of national HR management policy and social policy;
• Ensure compliance with HR procedures at mission level;
• Be proactive in improving staff working conditions;
• Participate in the overhaul of the salary grid if necessary (benchmark, monitoring of the shopping basket, etc.)
• Participate in the administrative follow-up of disputes and support the assistant administrators of the bases in the local management of disputes with the administrative and possibly judicial authorities;
• Keep abreast of all texts and all developments related to labor law, employment in general, staff training;

3. Team management

• Participate in the training of administrative teams on HR aspects by providing permanent advisory support to assistant administrators on the bases;
• Participate in the implementation of staff promotion;
• Actively participate in the management of staff mobility;
• Participate in the improvement of recruitment procedures;

4. Reporting / Communication

• Provide the CAF-Log with a monthly staff monitoring report highlighting all the specific points of attention;
• Assist the CAF-Log during the creation of operations proposals (HR section);
• Editing, validating and distributing regulatory memoranda to the databases;

CONDITIONS OF EMPLOYMENT:
• Full-time position, based in Yaoundé (this is not an assignment/relocation);
• 12-month national contract, possibly renewable depending on the evolution of funding and the employee’s performance evaluation;
• Remuneration according to profile and MdM salary grid;

REQUIRED PROFILE :

1- DIPLOMAS, LEVEL OF STUDY

– BAC + 3 minimum, diploma in the fields of finance, audit and control, accounting, management economics, business administration.
– Additional training in human resources management is a great asset

2- KEY SKILLS:

– Justify at least 03 years of experience in a position of accounting supervisor, accountant, administrative assistant and financial ( e) or in a similar position in an international NGO
– Having additional experience as an HR assistant or a similar position in an NGO will be a great asset,
– Being organized, methodical, rigorous, proactive ( ve), dynamic, versatile and autonomous
– Honesty/integrity and able to work under pressure and be flexible depending on circumstances
– Ability to write quality reports
– Computer literate. (Windows, Word, Excel including formulas and TCD, Powerpoint)
– Knowledge of SAGA software
– Knowledge of the humanitarian field
– Force of proposal, good listening, open-minded, sense of confidentiality and able to work under pressure ;
– Proven ability to manage and maintain a good team spirit
– Experience in negotiation and communication
– Oral and written knowledge of the French language. Knowledge of English (professional level is necessary)
