Job Overview

As a member of the global finance team, the Regional Financial Analyst is responsible for assisting the Regional CFO in overseeing the financial management of the regional offices in the field.




The Regional Financial Analyst will report to the Regional Chief Financial Officer (RFD). He/she will work closely with the field-based Deputy CFO, as well as regional counterparts in WBU, CMS, HR, IT and other functional departments.

Main responsibilities

Financial analysis, budgeting and reporting

    • Consolidate the annual budget (operating budget and forecast) and produce the required analyses and reports for the WDR.
    • Manage accounting, payments and financial reporting of awards managed at regional level.
  • Assist DFD in preparing financial analysis of national offices, including funding status, expenditures, cash flow, and identify any potential risks, etc.
  • Verify the accuracy of non-USG donors’ financial reports before submitting them to the donor.



Management control

  • Assist DFO in preparing internal financial reports to be shared with regional and headquarters management.
  • Assist the DFO in providing technical advice and support as requested by field offices.
  • Review field office liquidity requests.
  • Follow up with field offices on the reviews provided by the consolidation unit on field office accounts.
  • Review the analytical package quarterly and provide feedback to countries and the RFD on risk areas.
  • Support the RFD in monthly reviews of the region’s financial health.
  • Assist the RFD in the review of the FMO1 report and provide the necessary comments.

Regional financial support

  • Respond to ad hoc requests from country offices in the region or regional staff, as defined by the Regional Director of Finance.
  • Proactively identify potential risks and share them with the RFD.
  • Assist the RFD in the closure of internal/external audits and in the development and follow-up of corrective action plans.
  • Conduct final financial review of proposal budgets and subsequent realignment prior to approval and submission to donors.
  • Compile approved variances (cost allocation exemptions) in the region and track expenditures charged to grant U4999.
  • Serve as a super user of Integra.
  • Maintain a filing system for all relevant documentation related to supported country offices in the region (including all waivers, checklists, FM01 and analyses, budgets, financial report approvals, and any other relevant financial documents, etc.).
  • Support WDN in the implementation of planned training of IRC budget holders/project managers/partners in financial management procedures and tools.

Job Requirements

  • Bachelor’s degree in accounting or finance, or equivalent experience – Master, CPA or CA one more
  • Fluency in the working languages used in the region (English, French).
  • Minimum of three years of progressive experience in finance/accounting in the non-profit sector.
  • Previous work experience in a multicultural international environment abroad is highly desirable.
  • Demonstrated familiarity with GAAP and general knowledge of fund accounting.
  • Previous professional experience with large general accounting software – experience with MS D365 desired.
  • Excellent communication skills, including the ability to communicate effectively in a multicultural environment and to manage collegial relations diplomatically.

 




  • Strong organizational skills: ability to be flexible and work under pressure in a fast-paced team environment.
  • Flexible working attitude: ability to work productively in a team environment and independently, and ability to respond to unexpected demands.
  • Strong computer skills: ease of use MS Word, Excel, various accounting software, as well as email and Internet software.
  • Ability to travel The ability and willingness to travel to field offices as required.
