CONTEXT

CARE is one of the largest humanitarian aid networks in the world, apolitical and non-denominational that supports and manages emergency and development projects by involving communities, collaborating with local partners.

 




 

Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustice. Supporting women’s empowerment and acting for their rights are essential actions in the fight against poverty, which is why women are at the heart of our programs. CARE is present in 100 countries and through the implementation of nearly 1000 emergency and development projects.

 

 




 

In Cameroon since 1978, CARE develops and implements 3 action programs (broken down into several projects) in response to humanitarian crises and support for sustainable development. They are part of the phases of emergency, resilience of women and young people, access to sexual health and reproduction of the populations most at risk, including PLHIV.

As part of the pursuit of its activities, CARE international in Cameroon is looking for:

 

Position  : One (01) Human Resources Officer

Department:  Administration and Human Resources

Contract form:  CDD of one (01) year with possibility of renewal (Trial period included)

Working time: 40 hours per week (Full time)

Reporting line:  Human Resources Manager

Location of the position:  Yaoundé (position not relocated)

 

 

 

 

Objective of the HR Team:

  1. Support and implement the best Human Resources policies and practices by ensuring the best fit, not only on a day-to-day basis, but also over time.

 

  1. Collaborate with the various capital and base departments (support and program) to have their satisfaction as the main objective and to be concerned with the quality of the HR service.

 

Purpose of the position:

In his capacity as HR officer, he (she) will assist the Human Resources Manager (HR) in the application of CARE Cameroon’s Human Resources policy and national legislation.

Under the supervision of the HR department, he (she) will mainly provide administrative management, payroll preparation in collaboration with the financial department and recruitment support.

 

Main r es ponsibilities : _ _ _ _ _ _ _ _ _ _ _ _ _  

RECRUITMENT AND INTEGRATION

–      Manage the pre-selection of applications received as part of a recruitment;

–      Develop employment contracts (in addition to those related to the provision of services) and amendments according to CARE policies and the laws in force.

 

ADMINISTRATIVE MANAGEMENT OF HUMAN RESOURCES

–      Follow up and reconcile leave entered in the payroll software and that of Excel  ;

–      Carry out incorporations and withdrawals from health insurance, follow-up of reimbursements;

–      Follow up on contracts (employees and service providers);

–      Update the list of employees and beneficiaries for Occupational Medicine (monthly).

–      Assist HR in the preparation and conduct of audits

 

PERFORMANCE MANAGEMENT AND SKILLS DEVELOPMENT

 

–      Collect the annual evaluations for review by the Senior Management Team (SMT) then classify them after returning the results to the employees;

–      Collect updated job descriptions for review by the job weighing committee and then classify them;

–      Collect and file the Individual Activity Plans (IAP) of each employee.

–      Edit salary increase notifications based on the increase table

 

PAYROLL MANAGEMENT (MONTHLY) IN COLLABORATION WITH THE FINANCE DEPARTMENT

–      Take into account the evolution of contracts, holidays, advances and loans in the payroll software necessary for payroll processing.

–      Prepare monthly payroll for capital office and bases

–      Edit salary statements, tax and social declarations.

–      Edit payslips.

 

PAYMENT OF SOCIAL CHARGES

–      Transmit the statements of tax and social declarations to finance for payment.

–      Classify/archive tax and social declaration materials.

 

INTERNAL COMMUNICATION

 

–      Ensure, animate and facilitate internal communication;

–      Contribute to updating the various HR tools: Document for the new employee, organization chart, etc.

–      Contribute to the organization of convivial events.

 

SUPPORT FOR BASE TEAMS

–      Provide technical support to base staff on issues concerning Human Resources Management.

–      Carry out regular technical support visits to the various bases with Terms of Reference and write visit reports. Ensure the continuous training of the teams in terms of HR management and application of the Internal Regulations.

 

COVID-19 MANAGEMENT

–      Collaborate with the HR department on the management of questions relating to Covid 19 and telework.

The HR Manager will collaborate with the HR Manager in any project/initiative, audits, well-being and quality of life at work, social climate, internal communication that would affect the field of Human Resources (salary review, implementation of new policies).

SKILLS AND QUALIFICATIONS

Qualifications:

 

Have         a minimum Bac + 3 in Human Resources, Law, Administration

  • At least three (3) years of experience in a similar position with international non-governmental organizations or well-organized private structures;
  • Computer literate, particularly Windows and Excel;
  • Knowledge of HOMERE software would be an asset;
  • Good knowledge of French and English.

 

Personal skills :

 

  • Open-mindedness and ability to work in a team;
  • Analytical skills.
  • Spirit of initiative, rigor and firmness;
  • Ability to work under pressure and adapt to a multicultural environment;
  • Good knowledge of social and tax regulations (labour code, social security code, general tax code, etc.);
  • Ability to work with minimal supervision
  • Have excellent written and oral communication skills
