ROLE PURPOSE
The incumbent will work closely with his/her supervisor (the Director of Programs) and the technical team to provide expertise in the implementation of the Country Strategy. This will involve providing the technical expertise and support necessary in the design, execution, monitoring/supervision and evaluation of inclusive and gender-transformative projects in the result areas of “Deciding: Health and Rights Sexual and Reproductive and contribute to “Thrive: Early Childhood Development” in accordance with the content of Plan International Cameroon’s country strategy, taking into account government policies and strategies, and the Organization’s Global Strategy.
DIMENSIONS OF THE ROLE

 




 

1. Scope of the position
The incumbent of this position:
• Provides technical support to the program department and to the Program Implementation and Influence Areas (PIIAs) for the implementation of the Country Strategy .
• Provide technical expertise for programmatic support to promote sexual and reproductive health and rights (SRHR), contributing to the identification of critical factors, gaps and actions needed to promote, protect and fulfill rights girls, including in the theme of gender-based violence on HIV, the rights of adolescents and women, the rights of people living with HIV in development and humanitarian contexts.
• Provides support for the implementation of Interventions covering the field of Early Childhood Development (ECD) in particular on Maternal, Newborn and Child Health in development and humanitarian contexts.
• Participates in the development of strategic documents at the level of the national PIIAs in collaboration with the government, at the regional level (WACA) and at the global level in the areas of SDSR and ECD; In coordination with government authorities and partners, ensure that the implementation of the guidelines for SRHR and gender-based violence interventions in development and humanitarian contexts and the minimum package of services (MISP) are taken into account in the response to emergency situations;
• Participates in knowledge management and institutional learning in his area of ​​expertise;
• Support project managers in developing tools and guidance to harmonize the way we do program work and implement program quality procedures consistently;
• Produces periodic reports of program activities for the Health components, and any other assigned area, and reports any risk, related to the quality of programs and influence in its area of ​​expertise;
• Is a member of the program team and participates in the development of an organizational culture sensitive to gender and inclusion;
• Works in collaboration with other PIIA Leads / Specialists and teams to ensure the quality of the programs contained in the Country Strategy
• Promotes positive attitudes, behaviors and practices in line with Plan International’s values ​​and behaviors framework
• Represents Plan International Cameroon at the national and regional levels in its area of ​​expertise.
• Position Plan International Cameroon as an active member in the networks of SRHR for adolescents and ECD at the regional and global levels of Plan International

 

 

ACCOUNTABILITIES
• Ensures the capacity of staff, partners and communities strengthened in the field of sexual reproductive health and early childhood development;
• Projects/programs in the SDSR domain and that of ECD monitored and evaluated;
• Experiences documented and shared locally, nationally and internationally;
• Mobilization of resources for the field of sexual health of reproduction and that of early childhood development
• Actively participates in influencing work at all levels (municipal, regional and national) including influencing the government and strategic stakeholders for SRHR services adapted to adolescents and young people in our areas of intervention and other influencing initiatives in the country strategy;
• Produces a semi-annual document on good gender transformation practices in its area of ​​expertise, with particular emphasis on the three dimensions of Plan International’s theory of change: “norms, attitudes and behavior”, “social and economic resources and safety nets”, “policy framework and budget
• Contributes to the preparation of quarterly reports and the annual report on the progress made in his area of ​​​​expertise
• Contributes to the design and revision of the country strategy
• Participates in the development of operational plans and budgets, and their implementation
• Identifies funding opportunities in his field and participates in the development of quality proposals
• Ensures the management and coordination of activities in his field at the national level;
• Provides technical support to other specialists / Leads and to PIIAMs and project managers for initiatives related to activities in his field;
• Provides support in research, publications and dissemination on themes related to its field
• Collaborates with all current and potential partners of Plan International Cameroon in its field;
• Informs and trains the staff of Plan International Cameroon and partners on topics related to its field;
• Collaborates in the preparation and timely submission of all reports required by Plan International Cameroon donors;
• Actively participates in the capitalization of good practices and the development of innovative ideas to support our influence work
• Technical review of all terms of reference and project reports in his field
• Conduct regular visits (at least every two months ) on the ground to ensure that projects are implemented to the highest quality standards and in line with Plan’s approaches
• Designs programs/projects in collaboration with partners, CO staff and PIIAs, ensuring that they are in line with the country strategy;
• Represents Plan International Cameroon at the level of all networks, consultation frameworks and other groups whose concerns are the health of populations, in particular the SDSR of adolescents and young people.
• Ensure that Plan International’s global policies for child and program participant safeguarding and those on gender equality and inclusion are fully integrated in accordance with the principles and requirements of the policy, including standards and implementation guidelines applicable to their area of ​​responsibility. This includes, but is not limited to, ensuring that staff and associates know and understand their responsibilities under these policies and the Plan International Code of Conduct, their relevance to their area of ​​work, and that Concerns are reported and handled in accordance with appropriate procedures.

• The supervisor, for the development of strategic documents, the establishment of initiatives and their implementation
• The Director of Business Development (BDM) to execute the mobilization strategy additional resources;
• The quality control team to ensure the consistency and quality of Plan’s interventions;
• PIIAMs and ERMs for technical support and coordination of local community capacity building initiatives in the field of SDSR, emergencies, gender-sensitive protection, ECD;
• Other Leads and Specialists to reinforce the impact of the program and influence strategy;
• The MERL (Monitoring, Evaluation, Research and Learning) specialist for monitoring, evaluation and research initiatives
• The PIM (Programme Implementation Manager) for monitoring the quality of the implementation of projects and programs
• The Communication and Influence for Influence and Visibility initiatives
• Colleagues from the Regional Office (WACA)
Externally with:
• Focal points from state structures and partners, for better visibility of initiatives and better partnership ;
• National and international NGO networks and coalitions, health TFPs (including adolescent and youth SRHR), early childhood development for the coordination of interventions at the national, departmental and local levels , through consultation frameworks and networks;
• Networks and coalitions of associations and clubs of children and young people at the national level for the promotion of sexual and reproductive health and rights
• Partner communities to monitor and evaluate the progress made in terms of SRHR, early childhood development including maternal, newborn and child health.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Essential
To have:
• A state doctorate in medicine or a higher university degree (BAC + 5) from a recognized university in the field of health; including studies in Public Health;
• experience of at least 3-5 years either in the field of Public Health, Community Health and/or Sexual and Reproductive Health;
• At least three (3) to five (5) years of experience in a similar position, preferably in an International Organization.
• Experience in participatory approaches related to health, community development, child rights as well as working with children and young people
• At least three years of experience working with children and young people
• Experience in the area of ​​adolescent and youth sexual and reproductive health including child marriage programs is an asset, maternal health, and early childhood development;
• Experiences in the field of gender, preferably gender-transformative
• Advanced knowledge of policy development, SRHR strategy documents, monitoring and evaluation and programming in low-resource settings.
Desirable

The Health Program Manager will work under the direct supervision of the Director of Programs. He/She takes initiatives for the resolution of specific problems within his/her area of ​​responsibility, in order to ensure the effective and efficient management of activities relating to the programme. He/She has the ability to resolve conflicts. He/She submits to the appreciation of the direct supervisor the problems which could exceed his competences/capacities.
• Complexity of the issues addressed and degree of investigation, analysis and creative thinking required to resolve them;
• Excellent management skills and effective communication are essential for the incumbent to succeed;
• Supporting the development of staff to perform will be essential to the success of this role.
PHYSICAL ENVIRONMENT
The position of the Health Program Manager will be based at the National Office in Cameroon. He/she will:
• Participate in face-to-face training at the national level and outside Cameroon when needed.
• Will carry out regular field missions in connection with projects/programs in his field and will submit mission reports no later than 5 (five) working days after return.
• Participate in meetings and workshops as requested by the domain in support of its supervisory ministry and/or other partners
• Will make, if necessary, visits outside the country for technical network meetings or other representation of the Organization
