Job Description

Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) is one of the largest humanitarian organizations in the world. The IRC provides relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. Present in more than 40 countries, IRC’s mission is to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover and take charge of their future.

The Far North (FN) region of Cameroon faces multiple crises: (

  •  endemic poverty linked to the scarcity of natural resources and the effects of climate change, with 74% of its population living below the poverty line (
  •  the armed conflict of Boko-Haram which continues to threaten the lives of the population and their income opportunities (
  •  the COVID-19 pandemic which continues to impact the population and (
  •  inter-ethnic conflicts which are one of the consequences of poverty and harm the economic and social life of the population.

Faced with these crises, IRC through the ERD (Economic Recovery and Development) program intends to ensure that vulnerable young people affected by the multiple crises in the Far North region acquire vocational skills to help them access opportunities. of independent employment. In addition, enable young people to access savings and loans and develop economic, social and cultural activities within cooperatives. To implement this IRC project, wants to recruit a (

  •  M&E assistant for the Kousseri base.

1- Area of ​​intervention

The position is based in Kousseri with frequent travel throughout the project intervention area

Contract duration: 07 months

2- Objectives of the position

The Cash Transfer and Livelihoods Assistant – Economic Recovery and Development (ERD) is a fundamental field position for the implementation of Cash Transfer (TM) and Livelihoods activities. The assistant spends most of his time in the field to identify target communities, establish relationships with community authorities, supervise activities to implement field activities such as community mobilization, identification of potential beneficiaries, selection of beneficiaries using a participatory approach, distribution of tools to ensure transfers, supervision of monetary transfers to beneficiaries, management of complaints and support for beneficiary households in the proper management of their resources,

3- Specific Responsibilities

Lead the process of community mobilization, implement a participatory community targeting approach for the identification and registration of project beneficiaries

Establish and maintain transparency in the process of implementing activities in functional relation with the target community,

Participate in daily activities related to cash transfer in the field, Support households in the proper management of financial resources

Ensure the daily activities in the field according to the directives of the implementation,

Follow up on complaints

  •  Ensure the smooth running of activities specifically the implementation of conditional and unconditional cash transfers as well as those of means of subsistence




4- Core Responsibilities

  •  Participate in sensitizing key actors, community authorities, target communities and households on program objectives, deadlines, rights and program activities in general
  •  Ensure the community mobilization process in the targeted geographical area; Participate in the identification, registration and selection of project beneficiaries according to selection criteria defined by a community targeting approach
  •  Participate in sensitizing key stakeholders, community leaders, communities and households on program objectives, timelines, amounts and general program activities
  •  Work closely with Community Assistance Committees (CA), Grievance Management Committees (CGP) and collaborate with them in the identification and selection of beneficiaries
  •  Participate in cash transfer activities and cash distribution to beneficiaries;
  •  Collaborate with MINEFOP (DDEFOP) in the context of professional training for young people;
  •  Train young people in entrepreneurship and support them in setting up a realistic and achievable business plan;
  •  Collaborate with MINADER (DDADER) in setting up and supporting Simplified Cooperative Societies (SCOOPs);
  •  Document and archive all project activities;

5- Monitoring

  •  Collect relevant data during the implementation of the project and provide regular reports to his supervisor (the officer in charge of the field activities of the Unconditional Cash Transfer);
  •  Follow the training of young people with training structures;
  •  Support young people in their professional integration;
  •  Monitor the profitability of the companies created;
  •  Monitor the activities of Simplified Cooperative Societies;
  •  Monitor the process of payment of beneficiaries by local operators during distribution deadlines and manage or escalate related complaints.
  •  Assist in data collection during surveys and post-distribution assessments as needed
  •  Manage complaints from beneficiaries and non-beneficiaries
  •  Support households in the proper use of financial resources

6- Other

  •  Ensure all other functions assigned by the supervisor that may allow the development of IRC programs

7-General

  •  Commit to respecting the IRC Way (IRC Ethics). Commit to ensuring the optimal implementation of these Policies in its work environment
  •  Be available to perform any other ad hoc task deemed useful by his direct superior or by the IRC.
  •  Produce programmatic activity reports at the end of each month

Minimum Qualifications



Have at least a Baccalaureate + 2 in social sciences, economics, development, Sociology / Psychology, Agronomy or any other equivalent diploma;

Have a command of the local languages ​​of the areas of intervention: Arabic Choa, Kotoko, Kanuri, Mandara, Fulfulde…

Knowledge of Economics, Development, Sociology/Psychology, Agronomy or Nutrition, or relevant significant and equivalent professional experience is an asset;

Minimum one year of professional experience in cash transfer, community development, engineering, implementation and support of SCOOPS or similar activity;

Experience in an NGO preferred, proven ability in community mobilization, identification, selection and registration of beneficiaries is strongly required;

Excellent written and oral communication skills;

Excellent understanding of beneficiary identification, selection and registration processes with community involvement

Skilled and experienced in the conduct of cash transfer activities and the distribution of non-food items in a humanitarian setting

Skilled and experienced in the development of business plans and their implementation

Capable of multitasking

Have excellent computer skills: Word, Excel, Power Point and MS Outlook.

Have a sense of organization and a strong aptitude for time management.

Have excellent interpersonal and teamwork skills.

Be able to work independently and in a team.

Have strong skills in time management, project study, organization of staff working under his direction.

Have excellent planning and communication skills.

Ability to speak fluent English is an asset
