survive. Founded in 1933 at the request of Albert Einstein, the IRC provides life-saving care and life-saving assistance to refugees forced to flee war or disaster. The IRC began operations in Cameroon in 2016 to respond to the growing concerns of populations affected by violence linked to Boko Haram, in the Far North of the country. L’ assistance to displaced populations extends across the Far North, notably Mayo Sava, Mayo Tsanaga and Logone & Chari, offering life-saving programs to improve access to water and hygiene practices in vulnerable displaced and host communities, cash transfer programs to enable poor families to meet basic needs and improve food security and protection programs, including addressing the specific needs of women and girls. Following the growing crisis in the North West and South West regions of Cameroon, the IRC expanded its operations in the South West region in August 2018, providing life-saving humanitarian assistance to displaced populations. The field offices of the

 

 

SUMMARY:

The PAF Officer will be responsible for community education activities, OBCs, EASE and GIRLS SHINE teenage groups and will work closely with community structures who will engage other community members to facilitate the process of change positive behavior to address GBV in the community. The position also requires the officer to support community teams to plan, implement and facilitate participatory activities and monitoring of activities. This position supervises Psychosocial Assistants, Community Education Assistants and Social Workers. The position will require coordination with the Senior Officer who will oversee the response component.

RESPONSIBILITY

Under the supervision of the senior officer, the Women’s Empowerment Program officer will carry out the following responsibilities:

IMPLEMENTATION OF ACTIVITIES

• Provide supervision, support, supervision and ongoing guidance to the prevention and response team to ensure WEP activities meet standards and adhere to GBV best practices and guiding principles.

• Organize and supervise community education activities and help set up psychosocial (recreational) activities.

• Provide direct support and technical support to community education assistants and community volunteers while identifying their capacity building needs.

• Develop monthly outreach plans with community assistants/mobilizers, based on case trends and ongoing needs of women and girls, include strategies to reach women and girls who are more isolated and or who have special needs.

• Ensure the implementation and monitoring of the activities of CBOs, EASE, Girls shine

• Prepare and update the detailed work plan(s) with the various community structures that support and carry out the activities ( OBCs, EASE, Girls shine)

• Actively participate in monitoring and evaluating program activities, writing program and donor reports including sharing success stories of women participating in different activities.

SUPERVISION AND TECHNICAL DEVELOPMENT OF STAFF

• Provide direct supervision to Psychosocial Assistants and Assistants/Community Mobilizers

• Provide technical support and welcome a positive spirit to encourage innovation and good program quality.

• Identify capacity building needs for Psychosocial Assistants and local volunteers.

• In collaboration with the senior officer, organize and facilitate training for staff and partners.

MANAGEMENT OF FUNDS AND IMPLEMENTATION OF THE PROGRAM

• Prepare and maintain/update work plans that ensure good management of the program.

• Make purchase requests, track financial commitments and expenditures against budget. • Actively plan and submit weekly and monthly work plans and progress reports against established work plans using program agreed reporting tools.

• Provide direct support and backstopping to assistants as they develop and implement their activity plans, and that these plans correspond with community needs and trends.

• Create key messages, information and awareness activities, and community engagement with assistants and volunteers.

• Strengthen the regular commitment of women and girls, but also of men, to ensure access to basic services.

COORDINATION AND PRESENTATION

• Identify partner concerns and support adherence to referral protocols by all relevant stakeholders.

• Support the identification of GBV focal points in the health system; liaise with health actors for the training of medical and non-medical professionals in health centres/hospitals.

• Develop and maintain an effective relationship with relevant actors including community leaders.

PROJECT MONITORING

• Prepare and submit weekly, monthly and quarterly plans for work in a timely manner, and incorporate supervisor comments as required.

• Update the various databases that will be made available and ensure data quality.

• Send monthly reports to the program supervisor/manager and/or the coordinator.

• Ensure that all financial documents are completed and submitted accurately, in accordance with IRC policies.

• Ensure the monitoring of indicators and escalate difficulties during the execution of the project.

ADDITIONAL TASK

• Ensure that all activities will be implemented in accordance with IRC’s operational policies.

• Other additional tasks assigned by the supervisor.

Profile

• Holder of a higher degree in social sciences, legal, public health or equivalent

• Be of Cameroonian nationality

• Minimum 2 years of professional experience in the field of GBV management within an international or national NGO recognized for the value of its organizational arrangements;

• Ability to exercise good judgment when making decisions and to take responsibility for decisions made;

• Skill in interpersonal communication;

• Very strong working skills, in a team and independently;

• Strong capacities of written expression and synthesis;

• Ability to make and assume decisions

• Understanding of the notion of holistic support for survivors of sexual violence;

• Ability to participate in a fully neutral and transparent manner in program activities, in particular maintaining confidentiality in the relay of information and contact with survivors; • Availability and motivation to work several days a week in the field;

• Be willing to travel in the department of Logone and Chari, including the most remote areas

• Speak and write French fluently. Knowledge of local languages ​​(Arabic choas, kotoko, kanuri) being an asset

• Knowledge of the Microsolft package (Word, excel power point, Outlook.) Composition of the application file:
