opening a direct competition for the recruitment of 400 STUDENT POLICE INSPECTORS in the 1st year at the Mutengene Police Training and Application Center.

Considering the Constitution;
Considering Decree 11 02011/412 of December 09, 2011 on the reorganization of the Presidency of the Republic;
Mindful of Decree No. 096/034 of March 1, 1996 establishing a General Delegation for National Security;
Considering Decree 11 0 2012/540 of November 19, 2012 on the organization of the General Delegation for National Security •
Considering Decree 11 0 94/199/ of October 7, 1994 on the General Statute of the State Public Service;
Considering Decree f 2012/539 of November 19, 2012 on the Special Status of the Corps of National Security Civil Servants; having regard to Decree No. 075/496 of July 3, 1975 establishing the system of administrative competitions and its various amendments;

In view of Decree No. 75/459 of June 26, 1975 determining the remuneration system for civilian and military personnel of the Republic of Cameroon, amended by Decree No. 11 0 79/64 of March 3, 1979;
Considering Decree No. 0 2010/263 of August 31, 2010 appointing a General Delegate for National Security •
Considering Decree 11 02010/280 of September 13, 2010 granting permanent delegation of signature to Mr. Martin MBARGA NGUELE, General Delegate for National Safety;
Considering Decree 11 0 2012/545 of November 20, 2012 on the organization and functioning of the National Police School and the Police Training and Application Centers;
Having regard to Order No. 204/CAB/PR of April 16, 2003 setting the conditions for admission to the various training cycles and the study regime at the National Police School and in the Training and Application Centers of the Police, amended and supplemented by Order No. 913/CAB/PR of 15 September 2014 • considering service requirements;
ORDER
ARTICLE 1 . – A direct competition for the recruitment of 400 Student Police Inspectors in the 1st year at the Mutengene Police Training and Application Center, is open on March 11, 2023.
ARTICLE 2.- (1) This competition is reserved for persons aged at least 17 and at most 28 years old on 1 January 2022 and holders of the Brevet d’Etudes du 1er Cycle (BEPC), the General Certificate of Education Ordinary Level (GCE I ‘OL”) obtained in at least three (03) subjects, except that entitled “RELIGIOUS KNOWLEDGE” or an equivalent recognized diploma.
(2) The competition is not open to officials of the National Security 1 –

GENERAL AND SPECIFIC CONDITIONS:
Can apply, young people of both sexes fulfilling the general and specific conditions required to be recruited within the framework of the National Security, in particular:
be of Cameroonian nationality; enjoy their civic rights; demonstrate good conduct and good character; be declared fit for active day and night service; be recognized as free of any condition giving rise to the right to long-term leave; be at least 1.57 meters tall for female candidates and 1.62 meters tall for male candidates; not have been sentenced to a firm prison sentence of more than 06 months or a sentence accompanied by one of the forfeitures provided for in paragraphs 1 and 6 of article 30 of the Cameroonian Penal Code, or for a felony, or for an offense affecting probity; not have been expelled from a Police Academy or a Police Training Center.
The candidates. The non-satisfaction of one of them inevitably leads to the rejection of the application.

II – CONSTITUTION OF APPLICATIONS:

ARTICLE 3.- (1) Any person wishing to apply must first and as soon as the competition opens, register online at the site www.dgsn.cm
(2) Candidates whose registrations will be validated, will submit their complete files to the General Delegation for National Security in Yaoundé, or in the Regional Delegations of National Security, from December 19, 2022 to February 17, 2023 at 3:30 p.m. sharp, following an order of passage which will be communicated to them by mobile phone.
Records should include .
1 0— A handwritten registration request, on paper stamped at 1,000 CFA francs, dated, signed and addressed to the General Delegate for National Security, explicitly specifying:
surnames, first names, address, sex, date and place of birth of the candidate; the Department and Region of origin of the candidate; the competition requested the mention of general service; the examination center chosen; the language of composition;
> the number of the candidate’s National Identity Card or the receipt of the valid National Identity Card; the list of attachments to the request.
2 0— A registration form obtained from the website indicated above, duly completed,
3 0- The payment of the registration fees for the competition of 16,000 CFA francs (sixteen thousand CFA francs) made at the counters of the EXPRESS UNION branches or by EXPRESS UNION MOBILE MONEY, ORANGE MONEY or MTN MOBILE MONEY, in accordance with the procedure described in site
The payment receipt or the unique number of the transaction materializing the payment of the competition fees must be attached to the application file.
40- A certified true copy of the candidate’s birth certificate dating back no more than six (06) months signed by a competent civil authority;
5 0— A certified copy of the required diploma signed by a competent administrative authority;
6 0— A certificate of presentation of the original of the diploma signed by a competent administrative authority

8 0— A regulatory model medical certificate (900 CFA francs) issued by a doctor from the Administration •
9 0— A stamped information sheet with a 4 x 4 photo in color and on White background ;
10 0— A regularly stamped height chart certificate, in accordance with the conditions indicated above;
11 0— An authorization to compete for civil servants or agents of the State, issued by the Minister of the Public Service and Administrative Reform;
12 0—A certified true copy of the marriage certificate dating back no more than six (06) months for regularly married female applicants;
13 0— A large (A4) format envelope addressed to the candidate, stamped with a postage stamp at the regulatory rate.
(3) Any incomplete file reaching the General Delegation for National Security will be automatically rejected and returned to its sender.
(4) The list of candidates authorized to compete will be distributed by the
General Delegation for National Security, this distribution alone being authentic.
111 – STAGES OF THE COMPETITION:
ARTICLE 4.- (1) The competition comprises four stages relating respectively to the written tests, the medical examinations for incorporation, the physical tests and the investigation of morality.
(2) At all stages of the competition process, the lists of candidates will be distributed by the General Delegation for National Security.

A) – THE WRITTEN TESTS
The written tests, the program of which is appended to this order, will take place in YAOUNDE and in the main towns of the Regions according to the following times:

The candidates will present themselves 30 minutes before the time of the first test in front of the examination rooms, each provided with their National Identity Card and the receipt of deposit of the file. They must not have on them either paper or document, the composition and draft sheets being provided by the Administration.
Candidates who, without an eliminatory mark and after application of the coefficients, will have obtained an average of 12/20 on all the written tests will be declared admitted with reservations.

B) – MEDICAL VISITS OF INCORPORATION AND PHYSICAL TESTS:
They will take place after the publication of the admissions subject to reservation according to a schedule which will be the subject of a press release.
The candidates called to undergo the medical examinations of incorporation will be subject to the payment of inherent costs set at 25,000 CFA francs.

C) – THE INQUIRY OF MORALITY
It will be carried out after the medical examinations of incorporation and the physical tests, according to methods which will be communicated in due course.

IV – ADMISSION
ARTICLE 5.- The results of the competition will be the subject of a press release from the General Delegate for National Security.
ARTICLE 6.- Candidates declared definitively admitted will be appointed Student Police Inspectors in the 1st year at the Mutengene Police Training and Application Center by the authority vested with the power of appointment.
ARTICLE 7.- This decree will be registered and published in the Official Journal in French and in English. –
