CHAI’s Global Malaria Program Overview: CHAI’s global malaria and neglected tropical disease (NTD) programs provides direct technical and operational support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

 

 

 




 

 

Cameroon Program Overview: CHAI began work in Cameroon in 2007, with a focus on improving access to lifesaving HIV diagnosis, treatment, and care. CHAI helped the Ministry of Public Health to introduce and scale up pediatric and second-line antiretroviral therapy (ART) and improve laboratory systems to better diagnose the disease, including Early Infant Diagnosis (EID). Since then, CHAI has helped introduce point-of-care testing for HIV and innovative mobile health technology to improve turnaround time for EID results. We have helped to integrate EID, Viral Load (VL), and tuberculosis (TB) testing on one device, and we are working to increase access to newer and better medications for adults and children with HIV alongside the National AIDS Control Committee. CHAI had also supported the government in its efforts to save the lives of women and infants through mentoring of service providers and increasing access to long-acting contraceptives to help women safely plan their families. We have supported the government to introduce and scale up better treatment for severe malaria and are now helping to ensure that it is consistently available and properly used by health workers across the country.

 

CHAI recently initiated engagement with the Ministry of Public Health (MoH) in Cameroon through its National Malaria Control Program (NMCP). CHAI aims to build sustainable access to timely and high-quality information across relevant levels of the health system and help programs to routinely use data and generated analytics to inform programmatic and strategic planning and operations.

Overview of Role: CHAI is seeking a highly motivated and mission-driven individual to work as a Malaria Associate to implement intensified activities which will aim to improve the quality and timeliness of the collected information, make information and analytics more accessible to the Malaria programs and in-country stakeholders leveraging existing tools, platforms and systems, and strengthen the use of information by facilitating routine data review and improving analytics for decision-making and planning. The associate will work closely with regional and country technical teams including surveillance, analytics, health informatics, finance, and vector control. Immediate activities in Cameroon include supporting digitization of campaigns, promoting the use of data for Malaria efforts and strengthening the surveillance system for Malaria. This Associate will work closely and provide effective technical support to the Ministry of Public Health (MoH) and especially the National Malaria Control Program (NMCP), and the Expanded Program of Immunization (EPI).

The successful candidate will need to possess strong leadership, communication, organizational, and management skills, and be able to work independently to drive implementation. The candidate will work closely with CHAI global teams, government national programs and key stakeholders to design and manage implementation of context-appropriate strategies and approaches. This Associate must exhibit a passion for results, a commitment for excellence, a willingness to provide support to different tasks, and the capacity to facilitate high-level strategic discussions with a multi-cultural, multidisciplinary set of actors. The successful candidate will support programmatic aspects of CHAI Cameroon work and act as a trusted partner to government health officials and partners. They will have deep personal commitment to producing results, the skills to navigate political situations, humility, patience, and optimism even in the face of daunting challenges. This position will be ideally based in Yaoundé, Cameroon, with some in-country travels on country leadership approvals. This position will report to the Program Manager for Malaria Access program.

Responsibilities

The Associate will support the Malaria programs to:

    •  Identify opportunities for data use and digitization of national campaigns (e.g. mass drug administration, vaccination for polio, or bednet distribution), and build a plan and vision for integrated campaign digitization
    •  Explore useful analysis and tools for decision-making that are not fully leveraged, assess the operational and financial feasibility of implementing solutions

  •  Support operational requirements gathering, including defining and understanding needs and gaps in campaign operations, identifying areas to address through digital solutions and areas that may need parallel operations strengthening by MoH departments and local partner support
  •  Select, enhance, and customize context-appropriate campaign tools for Cameroon
  •  Promote integrated campaign tools and platforms progressively implemented with across campaign and embedded within routine health systems
  •  Conduct routine monitoring and evaluation to understand value and impact of digitizing and integrating campaigns
  •  Develop a sustainability plan for long-term maintenance and use of digital platforms, including use of a network of local partners

The Associate will achieve these objectives as follows: Engagement and coordination with MoH programs and partners

  •  Serve as a trusted advisor to the national Malaria programs
  •  Provide day-to-day program management support to the Malaria programs
  •  Work with the MoH programs and stakeholders to develop workplans, templates, guidelines, and other material for successful project execution
  •  Build strong relationships with stakeholders across MoH departments; implementing organizations; WHO country offices and relevant teams; local institutions; and donors
  •  Coordinate meetings and facilitate knowledge sharing between the government program and partner organizations in the region to ensure coordination

Execution of programmatic activities

  •  Support the Program Manager in shaping CHAI’s overall Malaria strategy for the country, participate in the development of clear operational plans for execution, and continuously identify opportunities for CHAI to add value and maximize the impact of the Malaria programs
  •  Identify key impediments to programmatic goals and help devise targeted solutions to solve these problems

M&E and communication

  •  Liaise with CHAI’s global and regional teams to ensure strong communications and timely delivery on cross-cutting project activities
  •  Develop resources and best practices to share lessons learned across teams, and synthesize and disseminate findings through high-quality presentations, reports, and publications
  •  Additional responsibilities as required and assigned by the direct line manager

Qualifications

  •  Advanced degree in relevant field like business management, public health, global health, policy, or science and 2+ years of relevant work experience in a demanding, results-driven environment; preferably public health and/or business consulting
  •  Experience managing relationships with and building capacity for national health programs staff
  •  Exceptional problem-solving skills and analytical capabilities
  •  Excellent written and oral communication skills, and strong competence in making persuasive presentations and written reports
  •  Ability to be effective, calm, and flexible in high-pressure situations, to handle multiple tasks simultaneously and to effectively prioritize
  •  Experience living or working in resource-limited countries
  •  High levels of proficiency in Microsoft Word, Excel, PowerPoint, and web applications
  •  Experience working and communicating with government officials and multilateral organizations
  •  Ability to work independently in remote and unstructured settings, to adapt to new environments and challenges, and to recommend creative approaches to problem solving
  •  Ability to be effective, calm, and flexible in high-pressure situations, to handle multiple tasks simultaneously and to effectively prioritize
  •  Enthusiasm for conducting trainings and ensuring sustainability of program activities
  •  Fluency in French and English (written and oral)
  •  Willingness to travel (up to 40 – 50% of time)

Advantages

  •  Understanding of disease surveillance (including surveillance platforms) with knowledge of global health issues
  •  Proven experience in implementing technology-based solutions with users, preferably for disease surveillance and in low- and middle-income countries
  •  Knowledge of malaria, NTD or other global infectious diseases
  •  Familiarity with emerging technologies for data collection and reporting, data integration, and data visualization and analysis
