ENEO CAMEROUN SA – CALL FOR EXPRESSION OF INTEREST (AMI) N° 001 /DAL/2023 FOR THE SELECTION OF EQUIPMENT DISTRIBUTORS
(PRODUCTION, DISTRIBUTION)
Eneo Cameroon SA is an electricity utility company owned by Actis and the government of Cameroon. Its head office is located at Avenue de Gaulle Douala-Bonanjo, in the Republic of Cameroon.
Eneo Cameroon SA, in order to optimize the resupply of equipment for the production and
distribution of electrical energy, is launching a Call for Expression of Interest (AMI) for
interested local companies, with a view to concluding agreements for supply of such materials.
1- CONSISTENCY OF THE SERVICES
The equipment concerned within the framework of this notice of expression of interest is grouped into three
separate lots as follows:
– Lot 1: Supply of Production equipment:
o Sub-lot 1: Supply of critical spare parts for generating sets (Cylinder heads
– Compressor – Engine block – Switch – Capacitor – Contactors – Pump segments, etc.)
o Sub-lot 2: supply of consumables for generating sets (Filtering elements – Batteries – Screws – Seals, etc.)
o Sub-lot 3: Tools (Sets of Keys for Mechanics- Electricians- Hoists- Multimeters, etc.
– Batch 2: Supply of Distribution equipment:
o Sub Batch 1: Single-phase and Three-phase transformers (from 25KVA to 630 KVA)
o Sub Lot 2: LV and MV electric cables (twisted cables, underground, almelec,
etc.)
o Sub Lot 3: Cells for MV substations (Cells PM, IM, QM, etc.)
o Sub Lot 4: Network Accessories (IACM, IAT, lightning arresters, junction kits,
MV fuses, insulators, HP circuit breakers, PMR, etc.)
o Sub Lot 5: Connection accessories (LV fuses, LV circuit breakers, CCFBD devices,
boxes, collars, plugs, LV clamps, hooks, screws ,…)
o Sub Lot 6: ARMAMENTS (Vaults, Harrows, etc.)
o Sub Lot 7: CONNECTORS (Lugs, ring connectors, sleeves,
splitting blocks, fittings, etc.)
o Sub Lot 8: COUNTING (Core transformers, Current Transformers,
Voltage Measurement Boxes, Current Measurement Boxes, etc.)
o Sub Lot 9: SAFETY AND GENERAL MEANS PPE (helmet, shoes,
boots, outfits, etc.), EPC (Insulating blanket, DMTCC, Rescue kits, VAT HT/BT,
etc…), Safety tools (wrench, pliers, electrician kit etc…)
– Bidders can compete for one or more lots. In the latter case, the
offers must be separated. – The equipment must be compatible with the standards and characteristics of the Cameroonian
electrical network .
2- CONDITIONS OF PARTICIPATION
This CEI is open to eligible local businesses or groups of local businesses. These
must provide information on their capacity and experience (documentation, reference of
similar services, experience in similar or identical missions, etc.), demonstrating their qualification for
the expected services. To this end, interested companies are invited to use the application forms
attached to this CEI.
Cannot participate in this CEI, companies:
– In a state of judicial liquidation or bankruptcy or subject to a
legally recognized equivalent procedure;
– Subject to a receivership procedure or equivalent;
– Who have undertaken to improperly influence the decision-making process or to obtain
confidential information likely to give them an advantage in the present procedure or have provided
misleading information likely to exert a decisive influence on the decisions
of exclusion, selection or award;
– Who have entered into an agreement with other economic operators with a view to distorting competition;
– Who by their candidacy create a situation of conflict of interest, when it cannot be remedied by
other means;
– Affected by one of the prohibitions or forfeitures provided for by the laws and regulations in force as well as
that the internal policies of Eneo Cameroon;
– Who do not have Partnership/Distribution Contracts with the manufacturers of the equipment they
propose to deliver;
– Whose technical specifications of the equipment do not comply with the requirements of the
Cameroonian electricity network (In case of partnership).
– Who have not completed the due diligence questionnaire (DDQ) appended to this AMI;
– Participating in consortium or grouping and not having presented a legal grouping agreement.
3- APPLICATION FILE
The expression of interest file to be presented by each tenderer includes an
administrative file and a technical file.
The documents contained in the file may be written in French or in English.
A. Administrative file

The administrative file must contain the following elements:
– A letter of expression of interest signed by the legal representative of the tenderer duly
authorized for this purpose;
– A declaration of grouping, if applicable;
– A general presentation of the bidder (General information form)
– The due diligence questionnaire (DDQ) (See model appended to this AMI);
– A copy of the trade register of the tenderer;
The administrative documents sent must be valid on the date of receipt.
In the event of a consortium, the application file must include a declaration of the consortium (see
model appended to this AMI) signed by all the members and designating the leader authorized to represent
and bind the consortium.
Each member of the group must submit the administrative documents required above, concerning him.
B. Technical
file The technical file of the tenderer must contain the elements making it possible to justify its experiment
and its references as regards supply of material.
In this regard, the tenderer must provide the presentation sheets
including the following elements:
– General information
o Name of the company
o Address
o Telephone
o Mail
o Activities
o Name of company representative
o Company stamp
– Financial information: Financing capacity, turnover, payment terms
(90-day deferred payment)
– Organization of the company:
o Simplified organizational chart highlighting roles and responsibilities;
o List and personnel numbers of personnel dedicated to the contract and affiliated with the CNPS
– Logistic means:
o Protected storage space (Location, surface area, etc.)
o Means of delivery of equipment to the customer (in possession and rental)
– Suppliers of the company:
o Exhaustive list with names and addresses
o Partnership/Distribution contracts with manufacturers
– Quality of service
o Delivery times by type of material
o Stocks available
o Experience in the delivery of material over the last five years
4- PRE-QUALIFICATION PROCEDURE
The pre-qualification procedure for tenderers aimed at establishing a short-list of a minimum number
of three (03) and a maximum number of five (05) tenderers per sub-lots, which will be consulted
as part of the replenishment needs expressed throughout the year.
Eneo Cameroon reserves the right to carry out a QHSE audit with short-listed companies for the purpose of
verifying essential information (storage capacity, logistical means, etc.).
In this case, the audits take place according to a schedule which will be communicated to the short-
listed bidders.
Companies that fail at the end of this audit will be replaced by the following bidders from the list
of short-listed companies, in order of merit.
A. Additional
information Any tenderer wishing additional information or clarifications must send
their questions by e-mail to the e-mail address: Eneo.Tenders@eneo.cm no later than four
calendar days after publication of the CEI. Eneo Cameroon will respond to all requests for clarification
received no later than four calendar days before the date scheduled for the submission of application files.
B. Submission of application files
Each application file written in French or English, must be sent electronically in
Word or PDF format and protected by a password, to Eneo Tenders by the email address:
Eneo.Tenders@eneo.cm at most no later than January 24, 2023 at 12 p.m. (local time) with the subject line “No. 001
/DAL/ACHATS/2023 for the selection of equipment distributors”. Passwords will
only be sent to the following addresses:
rosalie.obele@camlight.cm; mebada.ekani@camlight.cm no later than January 24, 2023 at 12 p.m.
(local time).
– Sendings must not exceed 10 MB, in this case make several successive sendings.
Links to external servers are not accepted.
– Applications sent through a forwarding link or uploaded to the cloud for
download will not be considered.
– Any dossier received after the date and time indicated will be rejected. It is therefore the responsibility
of the tenderer to ensure that his application file is received by Eneo Cameroon
SA on the due dates and times.
C. Opening of application
files The application files received within the required deadlines will be opened no later than January 25, 2023.
After opening the application files, the commission will proceed to check the compliance of the
files. Applications deemed non-compliant will be rejected.
Eneo Cameroon reserves the right to request additional information from bidders if
necessary. In this case, the tenderer concerned must respond within the prescribed deadlines or risk
seeing his file rejected.
D. Evaluation of applications
Each file deemed compliant will be analyzed in order to evaluate and classify the tenderers on the basis
of the following criteria:

5- GOOD GOVERNANCE RULES APPLICABLE TO THIS FRIEND
i) Use and disclosure of information
Eneo Cameroun SA reserves the right to use the information presented in response to this FRIEND in
any way it deems appropriate to assess the conformity of the services offered. Information presented by
the tenderer and considered confidential must be
clearly specified. In the event that confidentiality cannot be lifted, the tenderer will be
notified in writing and will be authorized to withdraw their application file.
ii) Use of the Eneo Cameroon label
Within the framework of this CEI, the tenderer must not use the Eneo Cameroon SA label in
any publication or public relations without the prior written consent of Eneo Cameroon
SA
Eneo reserves the right, in its sole discretion, to review and approve all releases and may
withhold consent.
