1- CONTEXT AND JUSTIFICATION 1-
CONTEXT AND JUSTIFICATION
Refrigeration and Air Conditioning (RAC) appliances are spreading rapidly throughout Africa, especially in Cameroon. Consumer demand for cooling appliances is increasing rapidly in developing countries and emerging economies, due to expanding populations and economic growth. According to UNEP, the total global stock of air conditioners is expected to increase from 660 million units in 2017 to more than 1.5 billion units in 2030, while the stock of refrigerators will double to almost 2 billion units in 2030. This will contribute to increased energy needs as well as the use of refrigerant gases, many of which are very harmful to the ozone layer and the global climate. To limit this double impact on the atmosphere, there is a need to identify and sustainably produce a wide range of low Global Warming Potential as well as zero Ozone Depletion Potential solutions for green cooling. These sustainable solutions will be used in the various sectors of activity where the cold chain is involved, including in particular the health sector. Thus, it is important to ensure the quality of the air and the sound that are diffused in a hospital, in order to provide comfort and limit contamination. In addition, it is also important to optimize the energy consumption of a hospital building in order to align it with national and international environmental requirements. identify and sustainably produce a wide range of low Global Warming Potential as well as zero Ozone Depletion Potential solutions for green cooling. These sustainable solutions will be used in the various sectors of activity where the cold chain is involved, including in particular the health sector.

It is with these requirements that the ROCA project intends to invest in the equipment of health establishments. In this line, he wishes to attach the services of an expert in perspective of an endowment to a hospital establishment of the city of Yaoundé
 

2- Description of the tasks of the consultant
Le.la consultant.e to achieve the objectives which he are assigned must:
– Identify the hospitals of the city of Yaoundé with reference to the criteria which will be defined with the GIZ project team;
– Design survey forms and formalize interviews with the chosen health establishments;
– Analyze the needs of the selected health establishments and highlight the problems;
– Present the results of the surveys and justify the choice of the hospital structure to be equipped;
– Make recommendations and propose a plan for monitoring the operation of the equipment made available.

3- Period of the service
The service will probably take place over the period between March 13, 2023 and March 28, 2023.

4- Profile of the consultant Training
– Diploma of at least bacc+4 in health or biomedical sciences focused on health public;
– Good knowledge of the management of health systems, in monitoring & evaluation / health database or health economics).
– Not a public service status
Professional experience
– Effective experience of at least 3 years in the organization of health or biomedical systems, health monitoring and evaluation in developing countries;
– Ability to analyze, conceptualize, innovate, sense of diplomacy;
– Ability to adapt, organize, meet deadlines;
– Ability to work independently with initiative and sense of responsibility; Other
– Mastery of computer tools
– Communication, writing and presentation skills; – Developed analytical skills.

5- Eligibility criteria
Bidders must meet the eligibility criteria listed below and produce supporting documentation:

• During the last three years, the consultant must have carried out at least 02 missions in the field of investigations in the sector of public health devices.
• The consultant must have at least 05 years of experience in the field of quantitative surveys.
• The consultant must demonstrate knowledge of the refrigeration and air conditioning sector in the health environment.
6- Composition of the application
file Administrative file:
• Tax registration certificate
• Map of the location of the consultant’s domicile
• Declaration on honor of not having civil service status.

Technical file :
It must be made up of all the evidence referred to below:
• Justification of the realization (Contract.s/certificates of good performance) of at least 01 project in the field of the cold chain in a hospital environment (15 points) ;
• Proof of achievement (Contracts/certificates of good performance) of at least 02 projects in Cameroon, with a minimum volume of 5,000,000 FCFA (15 points); • The consultant must have at least 05 years of experience in the field of quantitative surveys (10 points);
• Proof of at least 03 years of experience in the field of health data evaluation (10 points).
NB: Only bidders who obtain at least 25 points at the end of the evaluation of technical aptitude may be eligible for the rest of the process; GIZ reserves the right to select only the 5 best consultants for the subsequent call for tenders.

7- ADMISSIBILITY OF TENDERS
For the expression of interest to be admissible, its object must respect the following nomenclature: AMI_N° 83430342_GIZ_ROCA_MQ_NAME OF THE TENDERER
It must be correctly presented (Administrative documents in the administrative file; technical documents in the technical file; and be complete (Production of administrative and technical documents)
It must be submitted within the submission deadline and respect the maximum capacity limit for attachments (15MB per message)

8- ELIMINATORY CRITERIA

The eliminatory criteria for the Call for Expressions are as follows: of the tenderer not complying with the eligibility criteria, failure to reach the qualification threshold for technical offers (25 points out of 50).
