The National Episcopal Conference of Cameroon (CENC) is the seat of the Catholic Church in Cameroon, where the promotion of human dignity is at the center of the concerns of the Sustainable Development Goals. The CENC works to ensure the dignity of the human being, the common good, the subsidiarity and the solidarity of all humans. The development work of the CENC in Cameroon is accomplished through access to quality education, health, the promotion of the commitment of the faithful to the reduction of inequalities and the empowerment of vulnerable groups.

SUMMARY OF THE CoSMO PROJECT

The 5-year, approximately US$33 million CoSMO (Consolidating Systems and Services for the Management of Orphans and Vulnerable Children) project is funded by the President’s Emergency Plan for AIDS Relief ( PEPFAR) through the United States Agency for International Development (USAID). It will cover at least 68 health districts in the 10 regions of Cameroon. The program will be implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (CENC) from January 1, 2023.
The OVC (Orphans and Vulnerable Children) program addresses the challenges of the sustainable care of OVC by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide care and quality support to children infected and affected by HIV in Cameroon. Under the leadership of CENC, sub-recipient partners, the Government of Cameroon and other stakeholders will work collaboratively to reach approximately 65,000 OVC and their families in health districts across the country where the HIV burden is high. high. The program consists of HIV prevention and case-finding activities for OVC, as well as

 

 

TERMS OF REFERENCE Job
Summary
The Finance Manager will oversee the financial management and accountability requirements of the project. Over the life of the project, he will oversee aspects of annual financial planning, financial management and reporting, compliance with agreements and risk management. He will ensure that all financial management is in accordance with USAID and NCPC policies, that books are kept and financial reports submitted on time. He/she will contribute to strengthening the financial system of the CoSMO project. He will work with community organizations and implementing partners to ensure their financial systems are strong and provide technical assistance as needed.

l- Financial management, analysis and reports
Participate in the optimization of the CoSMO project financial system
Oversee the management of the CoSMO financial system at the NCPC including at the Zone level
Ensure that the project complies with USAID policies and of NCPC
Ensure the accuracy of financial information on all reports submitted to the General Secretariat of NCPC and USAID
Oversee the timely recording of all financial transactions for the Project.
Lead the process of analyzing and interpreting financial reports to ensure
Act as primary liaison with all financial institutions.
Oversee the month-end financial close process and coordinate the timely submission of monthly and quarterly financial reports to NCPC and USAID as required.
Lead and coordinate the implementation of the sub-recipient financial management policy
Monitor budgets and expenditures at least once a month and ensure that the overall budget of CENÇ and local partners is maintained accurately at levels approved by donors throughout the year and that commitments to local partners do not exceed the available budget.
Ensure the preparation and submission of requests for advances and the transmission of settlements to the funder of the USAID CoSMO Project.
Ensure timely receipt and review of monthly expense reports from local CoSMO Project implementing partners, including review of budget updates and liquidation reports that the NCPC finance team is due to treat. Ensure documentation of partner liquidation reviews describing the rationale for all disallowed expenditures and detailing required improvements.

2- Financial management and capacity building of sub-recipients
Regularly assess and monitor the ability of subrecipients to account for the financial resources entrusted to them. Also assess and monitor their ability to accurately record and publish all financial transactions. Work closely with partners to ensure they design and implement effective financial systems with internal controls.
Strengthen the capacity of sub-recipients in financial management. Plan and organize regular trainings and other capacity building initiatives such as exchange visits to ensure that subrecipients acquire and maintain the skills necessary to effectively manage financial resources.
Ensure that subrecipient advances and liquidations are managed in accordance with NCPC’s Subrecipient Financial Management Policy and within the framework of the agreements with such subrecipients.
3- Accounting Management
Ensure that the CoSMO Project accounting system is configured to produce the financial statements required by USAID and CENC.
Ensure that the accounts reflect the faithful image and the sincerity of the liquidations of all project expenses.
Ensure and oversee the consolidation of the project’s accounting databases
Carry out the analysis of the accounts and prepare the consequent financial and accounting statements Lead the preparation of the external and internal financial and accounting audits of the CoSMO Project
Ensure that there is an adequate segregation of duties between the collection functions, disbursement, bank reconciliation and maintenance of the accounting software.
4- Risk Management and Compliance
Ensure that internal control systems are in place and followed by employees and subrecipients.
Actively engage with internal and external audit teams.
Become informed and understand changes in the local legal environment and ensure NCPC adheres to local laws relating to taxation and other areas of financial management.
Promptly inform the DCoP-FO of any known or suspected case of fraud or ethical violation.
MINIMUM QUALIFICATIONS
Education and experience
Have at least a master’s degree in accounting and finance, business management or any other related field
At least 06 years of experience in the successful financial management of projects with international funding
Good understanding of related rules and regulations USAID project funding and reporting requirements
Proven skills in the financial supervision of USAID-funded projects
Knowledge of the TOMPRO financial accounting software package required Good knowledge of local legislation in the areas of taxation and local regulatory reporting obligations as well as the OHADA system is required
Personal suitability

Good ability to transmit knowledge.
Required/desired language: Must be bilingual with a working knowledge of English and French.
Travel required: 30% travel within Cameroon.
