Introduction

1. Background

Under the leadership of the regional office in Dakar and closely linked to interventions in neighboring Central African Republic (CAR), DRC began operations in Cameroon in 2018 responding to the humanitarian needs of CAR refugees and vulnerable Cameroonians in the Central African Republic (CAR) region. ‘Adamaoua. The Roving Emergency Team (EMPACT) also established the presence of the DRC program in the South West region at the end of 2018 to respond to the needs of people forcibly displaced in the context of the Anglophone crisis, by starting humanitarian activities in January 2019. DRC Cameroon is currently implementing emergency protection, food security and livelihood projects in the Adamaoua, East and South West regions. As part of its activities,

2. Purpose
Under the direct supervision of the Supply Chain Manager, the Supply Chain Assistant is responsible for providing logistics and supply support to the teams.
3. Responsibilities and Duties

 

 

 

– Equipment Management:
• Check that all assets, old and new, are correctly registered and labelled;
• Ensure that the equipment is properly listed in the equipment monitoring table;
• Update the equipment tracking table daily;
• Carry out a physical inventory of equipment every three months;
• Ensure that each piece of equipment loaned to a user has its assignment and/or return form;
• Ensure the proper use of the organization’s assets.
• Ensure the good condition and general maintenance of equipment.
• Apply the equipment management procedures as described in the DRC’s OH;
• Participate in the electronic archiving of equipment tracking documents on the shrarepoint.

– Management of the vehicle fleet
• Participate in monitoring the operating status of vehicles and generators;
• Ensure that daily vehicle checks are carried out by the drivers;
• Monitor tomcards and vehicle consumption;
• Update the vehicle fleet monitoring tables daily;
• Ensure the availability of safety and first aid equipment in the vehicles used by the DRC teams (DRC fleet and rented vehicles);
• Check the presence of documents on board the vehicles;
• Ensure that rented vehicles comply with DRC standards;
• Ensure that daily checks of the generators (coolant level, oil and fuel level) are carried out by guards;
• Ensure that the monitoring of the hours of operation of the generators is carried out on the hours monitoring sheet by the guards;
• Ensure that generator maintenance operations are carried out in accordance with the operations manual;
• Escalate maintenance needs to the Supply Chain Manager;
• Develop the movement schedule;
• Participate in the electronic archiving of vehicle and generator fleet tracking documents on sharepoint;
• Apply vehicle and generator management procedures as described in the DRC OH.

– Purchasing management:
• Work closely with the Supply Chain Manager to develop purchasing documents leading to the placing of orders;
• Participate in the purchasing process (request for quotations and evaluation of offers) for the supply of goods and services to be delivered at the office level;
• Track orders and ensure receipt of goods and services.
• Participate in the identification of suppliers in his area;
• Ensure that the purchase documents are complete before payment;
• Ensure electronic and paper archiving of purchasing documents;
• Apply DRC operations manual procedures for procurement management.

– Inventory management:
• Ensure office inventory management in collaboration with the Supply Chain Manager;
• Supervise deliveries and shipments to DRC bases and establish the necessary documents (waybill, acknowledgment of receipt of goods, etc.);
• Ensure the monthly physical inventory of stocks;
• Ensure that all documents are present for proper inventory management (waybill, exit and entry voucher, acknowledgment of receipt, stock card, stock report, etc.);
• Ensure electronic archiving and payment of inventory management documents;
• Comply with inventory management procedures as described in the DRC operations manual.

– Building management:
• Ensure the maintenance of the organization’s premises in accordance with the standards defined by DRC;
• Ensure that DRC premises comply with the standards established by the organization in terms of premises security.
• Ensure that each building has a rental contract and home insurance;
• Ensure that the buildings have functional fire extinguishers and that they are inspected every year by an audit office;
• Ensure that each building has a first aid kit;
• Carry out a monthly inventory of buildings and propose a maintenance schedule.
– Reporting:
• Participate in the monthly writing of vehicle and generator management reports;
• Participate in the development of monthly supply chain reports;
• Participate in the writing of monthly inventory management reports.

These responsibilities are not exhaustive and are likely to be readjusted according to operational needs while respecting the overall role of the Supply Chain Assistant.

4. Qualifications required

• Level of study: university degree (BTS, DUT) in logistics and/or supply chain management or equivalent professional qualification;
• Work experience of at least 1 year in Logistics / Supply Chain with an international NGO
• Strong organizational, interpersonal, negotiation and communication skills
• Ability to work under pressure
• Highly motivated, results-oriented and creative in resolution problems
• Computer knowledge in Microsoft Pack (Excel, Office, Outlook, etc.)
• Good understanding and commitment to DRC’s values.
• Fluency in written and spoken French at professional level is mandatory;
• English would be an asset

5. General Regulations

• Employee must follow DRC’s security, confidentiality and ethical guidelines, including Code of Conduct and Humanitarian Accountability Framework
• Employee must not exercise no other paid activity during the term of the DRC contract without prior authorization
• The employee must not engage in any activity that could harm DRC or the implementation of any project during the term of the DRC contract
• Employee shall not give media interviews or post photos related to DRC programs or share other material without receiving prior permission
• Employee shall return all equipment loaned by DRC to perform work after the end of the contract period or as requested by DRC.
