CALL FOR  INTERNAL/EXTERNAL  APPLICATIONS FOR THE RECRUITMENT OF  (01) TECHNICAL ADVISOR MONITORING-EVALUATION AND FRAMEWORK CONDITIONS  FOR  THE FOREST ENVIRONMENT AND CLIMATE PROJECT OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (GIZ/ProFEC) IN  YAOUNDE .

 

 




 

 

Context

The Forest, Environment and Climate Project (ProFEC) follows on from the Forest & Environment Project (ProFE – 2020 to 2022).

In order to accentuate the impact at the territorial level, the objective of the ProFEC project will now be that “The environment, including forest resources, of Cameroon, are managed in an inclusive, sustainable and climate-sensitive way by actors premises in selected municipalities”.

The intervention areas of the program will be the Far North, North, East and Center regions. The project intends to deploy further based on an approach to achieve four (04) Outputs:

  • Output 1: At the local level, the technical and institutional conditions for sustainable and inclusive management of forest resources, including biodiversity, are in place.
  • Output 2: The conditions for profitable, sustainable and inclusive exploitation of non-timber forest products (NTFPs) are improved.
  • Output 3: The framework conditions for efficient, environmentally and climate-friendly recycling of sawmill scrap produced in large sawmills are improved.

 

 




 

 

  • Output 4: The instruments of qualified actors for environmental education, environmental awareness and environmental monitoring are strengthened at the local level.

To this end, the Forest, Environment and Climate Project (GIZ/ProFEC) is currently looking for  one (01) Technical Advisor, Monitoring-Evaluation and Framework Conditions  to support the implementation of the said activities in  Yaoundé.

 

A- Responsibilities and Powers

The incumbent is mainly involved in:

  • The adaptation of the planning and monitoring-evaluation system of the Project to its realities and
  • Consolidation of the framework conditions necessary for the implementation and sustainability of Project interventions.

He will work strongly in networks with the technicians of the Outputs of the Project, the team of the Project in the northern part and the satellite projects. 

In this context, the incumbent has the following responsibilities:

 

 

 

 

Monitoring and evaluation

  • Plan, in consultation with the Output managers, the Results-Based Monitoring (SAR) stages;
  • Organize planning and self-assessment workshops (including Capacity Works tools);
  • Ensure the formulation of Project activities and be reassured of the harmonization between the Project planning system and that of the partners;
  • Organize, if necessary, and in collaboration with the technicians of the Project and the team in the northern part, the surveys and other work necessary to feed the monitoring-evaluation system with data from the field;
  • Ensure the entry and updating of the database(s);
  • Coordinate the activities of the Monitoring-Evaluation Unit with the Project partners for its role in steering the Project;
  • Maintain active knowledge management through the use of internal instruments (DMS, Intranet, and others);
  • Collect, classify (DMS and others) and synthesize important documents for the program planning and monitoring-evaluation system;
  • Maintain an ongoing dialogue with Project technicians for document management in the DMS and other knowledge management platforms;
  • Respond to external requests for information and data (partners etc.);
  • Develop, in collaboration with other colleagues, technical sheets and presentations on project approaches for external and internal presentation;
  • Develop relevant contributions for the various Project reports, including the annual report;
  • Facilitate the contribution of the Outputs and the team in the northern part to the capitalization of the results of the Project;
  • Organize and possibly lead meetings requiring the participation and/or contribution of technicians and partners (Brown Bag Lunch, etc.).

 

Framework conditions

  • Work, in collaboration with the Project technicians and the Project team in the northern part, so that the legal and regulatory tools designed to improve the efficient management of forest resources, respectful of the environment and the climate (at the local level) be highlighted
  • Develop, in collaboration with the Project technicians and the Project team in the northern part, efficient solutions and methods for disseminating legal tools to actors involved in the management of forest resources and the environment
  • Develop strategies for advocacy aimed at improving the framework conditions
  • Depending on his skills, implement any other activity that may be entrusted to him by the hierarchy.

REQUIRED PROFILE

B- Qualifications required

 

Qualification

  • Bac +4/5 in the fields of sustainable development, international cooperation, law or any other similar field

 

Professional experience

  • Experience of 2 to 3 years in the field of monitoring and evaluation
  • Experience in advocacy and multi-stakeholder dialogue
  • Significant experience in logical planning of cross-cutting issues such as communication, gender, environment and conflict management

 

Other knowledge/ skills

  • Good practical knowledge of the use of information and communication technologies (corresponding software as well as telephone, fax, e-mail, Internet) as well as computer applications (especially MS Excel, Word, Power Point, or other database)
  • Written and oral communication skills in French, good basic notions of the English language
  • Ability to organize and facilitate high-level meetings
  • Ability to work in a team, motivation, high degree of self-organization, structured way of working and intercultural skills.

 

Contract start date:  01.03.2023

Contract period: Until 31.12.2024

Duty station: Yaoundé

Internal job classification:  Band 4T under the hierarchical supervision of the Senior Technical Advisor
