The French Red Cross (CRf) and the Cameroon Red Cross (CRC) are humanitarian associations, auxiliary to the public authorities, which provide aid and assistance to vulnerable people.
Since 2010, the French Red Cross (CRf) has been present in Cameroon and intervenes in the fields of health, nutrition and food security and livelihoods (SAME) in the regions of East and the Far North.

Description of the position
I. Objective / Summary of the position:
• Support the project manager in the implementation of project activities;
• Support the project manager in the implementation of the Protection, Gender and Inclusion approach in project management and at the level of the CRF mission in Cameroon;
• Organize dialogues between local actors and set up conflict resolution mechanisms;
• Support the Project Manager in order to steer the mechanisms for coordinating spaces for dialogue at the communal and equitable department levels on natural resources aimed at the prevention and management of land sources and the identification of related rocks.

II. Location of the Position
This position is open to people with the required profile and the successful candidate must reside in Maroua by his own means; it is therefore not subject to relocation. The candidate selected at the end of the recruitment process cannot therefore claim the status of relocated employee.

1. Operational coordination of activities related to gender development;
2. Financial and administrative management;
3. Contribution to the improvement of the monitoring-evaluation mechanism;
4. Capitalization and documentary production;
5. Contribute to the internal and external reporting of the project;
6. Representation of the International FIU at the local level;



  IV. Specific objectives and associated activities:
1. Operational coordination of activities related to gender development
Accompanies the project manager in the implementation of the Gender and empowerment strategy promoted by the CRF in support of the Gender and diversity project manager, Ensures good understanding of the standards and of the gender and women’s empowerment mechanism in the areas covered by the project;
Supports the definition and strategic orientations of project activities by ensuring that the gender and empowerment strategy is taken into account;
Ensures the planning and implementation of activities in the areas of intervention, of the project under his responsibility, ensuring the participation and involvement of all stakeholders;
Ensures the implementation of activities, monitoring and evaluation of activities related to gender and empowerment in the field;
Ensure that gender and women’s empowerment issues are taken into account in the implementation of project activities;
Ensures good collaboration and effective involvement of local authorities in the conduct of activities related to the promotion of gender and the empowerment of target groups; Organizes exchange visits on community capacity building for women’s empowerment,
Regularly leads field visits to support and monitor activities;
In charge of the definition and implementation of activities related to gender and economic development (AGR and VSLA) in collaboration with decentralized technical services;
Initiates calls for tenders and terms of reference for the implementation of project activities if necessary;
Work closely with logistics, finance, administration, and program teams;
Develops terms of reference, modules and facilitates training sessions for CRF staff, gender partners;
Contributes to the writing of proposals and concept notes for projects and takes account of the as ect enre;

Assumes other responsibilities or tasks assigned to him by his supervisor.
2. Financial and administrative management
Supports the project manager in the exercise of budgetary monitoring of expenditure activities according to the purchasing plan and expenditure established in connection with the project activities; Ensures compliance with financial, administrative and logistical procedures by the staff under his responsibility;
Supports the project manager in HR recruitment, including the selection of volunteers in connection with the Cameroon Red Cross;
3. Contribute to improving the monitoring-evaluation
system Contributes to the development and implementation of the monitoring and evaluation system for the activities, results and impact of the project;
Coordinates with the support of the project manager, the various studies related to the project and proposes improvements based on the results of the studies;
Coordinates the different stages of beneficiary identification and data collection related to project indicators;
Develops, implements and analyzes all quantitative and qualitative surveys that will be deployed on the project;
4. Capitalization and documentary production
Participates in the evaluation and reorientation, if necessary, of program activities according to the context;
Participates in the development, finalization and distribution of progress documents (activity reports, study reports, technical notes, etc.), capitalization documents, and any document requested by the project manager;
Contributes to the collection of lessons learned and case studies;
Contributes, if necessary, to the communication and advocacy actions of the CRF (production of articles, photos, etc.);
5. Contribute to the internal and external reporting of the project
Ensures the production of periodic and circumstantial activity reports of the capacity building component in the promotion of gender equality in accordance with the standards and expectations of the donor or the CRF under the responsibility of the project manager; Works in collaboration with Monitoring and Evaluation for the review and consolidation of activity reports;
Supports the production of internal reporting (monthly and quarterly reports) and external (interim donor report) and guarantees the quality of operations;
Supports the identification and drafting of proposals for new programs to be developed;
Produces final technical reports of activities.
6. Representation of the International FIU at the local level
Protects the image from CRF/CRC at all levels;
Publicizes the mission of the CRF/CRC and its core values;
Participates in the dissemination to partners of information collected at the national level,
Contributes to the quality of relations with partners;
Maintains a high level of transparency and accountability for all relationships with partners, authorities and beneficiaries;
Represents CRF at meetings at local regional and national level.
Qualifications and experience

Diploma/Level of study:
Bac+4 in psychology in addition to a degree in sociology or another social science discipline;
Previous experience in project management (at least 4 years);
Proven experience in the implementation of projects oriented towards Protection, Gender and Inclusion (at least 2 years);
Experience of at least 2 years in community mobilization, in particular support and capacity building for groups of women and girls with an emphasis on the methodology of VSLAs and the establishment of IGAs.

Knowledge required:
Ability to work in cooperation with the decentralized and decentralized services of the State;
Mastery of project cycle management with strong community involvement;
At least 5 years with an international organization;
Ability to integrate different sectors of intervention within the activity Speak Fulfulde;
Mastery of the context of the extreme north of Cameroon, precisely Diamaré;

Skills required:
Mastery of the office pack; Reporting capacity;
Have analytical and synthesis skills;
Knowledge of donor rules and reporting capabilities;

Required qualities:
Good communication, feedback Sense of confidentiality;
Good organizational skills, anticipation and proactivity; Rigor, dynamism and diplomacy;
Good relational and interpersonal skills, ability to manage a diverse team;
Autonomy and ability to work in difficult security environments, workload.
