Recruitment notice: Consultant in charge of GC7 monitoring

TERMS OF REFERENCE 

For the recruitment of a Consultant in charge of monitoring civil society in the costing of activities to fight against malaria, with a view to a significant contribution to the development of the GC7 concept note. 

 

 

 




 

 

  1.  Background

Impact Santé Afrique (ISA ) coordinates the Civil Society Organizations (CSO) Platform for Malaria Elimination (CS4ME).

Since January 2023, CS4ME has been implementing a Technical Assistance project, aimed at supporting the significant commitment of people affected by malaria in 09 African countries: Benin, Cameroon, Congo, Côte d’Ivoire, Madagascar, Niger, Nigeria, DRC, Senegal.

As part of this project, ISA intends to support civil society in the costing of malaria control activities in the Grant Cycle 7 (GC7) process, formerly NFM4. It is with this in mind that we are looking for a ConsultantTrainer.

 

 




 

 

Goals

The main objective of this service is to provide technical support to CSOs to ensure adequate costing of the malaria control activities that they will propose as part of the development of the GC7 concept note.

 

Specifically, it will be about:

▪  propose a methodology to be validated by ISA,

▪  follow up with CSOs during the costing process of their malaria control activities proposed for GC7,

▪  organize coaching sessions with key CSOs in each targeted country,

▪  carry out a technical review of the budget of the anti-malaria activities proposed for the GC7 for each of the targeted countries,

▪  make an evaluation of the whole process,

▪  Record all the data from the different steps in a report for learning.

 

 

 

 

  1. Functions and responsibilities of the consultant-trainer

Placed under the direct supervision of the Executive Director of Impact Santé Afrique (ISA), and working in collaboration with the Senior Civil Society Engagement Officer, the consultant will carry out the following tasks:

  • Participation in working meetings with the ISA team, CS4ME secretariat;
  • Elaboration of all the elements necessary for the technical support relating to the costing of the activities to fight against malaria proposed for the GC7;

  • Participation in the review and validation of the elements developed for the technical support and its evaluation;
  • Drafting of the overall report of the mission (state of play, progress, difficulties, results, opinions of CSOs, recommendations). Main expected deliverables :
  1. A methodology and a timetable are developed, reviewed and validated;
  2. CS4ME member CSOs are monitored and supported in the costing of malaria control activities proposed for GC7;
  3. An end of mission report is drafted and submitted to the NGO ISA.

 

  1. Period of the expert mission

This consultation mission will take place from Monday March 13 to Friday May 26, 2023 .

 

2.  Candidate profile

The desired expertise will relate to the recruitment of a consultant-trainer whose qualifications and skills are presented as follows:   

o     Diploma in one or more of the following fields: Master’s degree in Project Management, Public Health/Community Health, Social Sciences, Development Sciences or equivalent specialization;

o     Proven experience in budgeting health activities; o Experience in monitoring and evaluation of health projects and programs; o Familiarity with Global Fund processes; o Experience in facilitating workshops and coordinating multi-sectoral partners in the field of health, leadership qualities and skills in facilitating consensus;    

o     Good writing, analysis and synthesis skills; o Familiarity with remotemeeting and conferencing applications          

 

3.  Application file

–        A dated and signed CV, including 3 professional references;

–        A technical sheet presenting the methodology used and the chronogram of the activities (2 pages maximum);

–        A financial offer (1 page maximum).

 

4.  Evaluation of offers

The evaluation of the offers received will be based in particular on the following criteria:

(i)     The candidate’s experience in carrying out assignments similar to those specified in these terms of reference;

(ii)   Understanding the expectations of the mission and the proposed intervention methodology;

(iii)  The proposed financial offer.
