Wealth Creation: The Wealth Creation Department of Reach Out Cameroon has the main goal of improving household incomes of vulnerable women through the establishment of micro-projects, sustainable agriculture, and micro-credit operations so that beneficiaries are self-reliant in their communities. Generally, beneficiaries include school dropouts, single mothers, internally displaced women, persons living with HIV, and persons living with disabilities.

Reach Out seeks a Senior Surveillance and Monitoring and Evaluation (SME) Manager for an
upcoming USAID-funded malaria project in Cameroon. This project will support the National
Malaria Control Program (NMCP) and the Ministry of Health (MOH) in implementing activities to
reduce malaria morbidity and maternal and child mortality. The project will operate over a 5-year
period.
The SME manager would lead project monitoring, evaluation, and operational research efforts.
This position shall develop monitoring, evaluation, and reporting plans, systems, and tools that
include project indicators, baseline data, targets, and a plan to evaluate performance and
produce timely, accurate, and complete reporting. Moreover, this position will help continually
improve project implementation based on M&E findings.
This position is contingent upon an award from USAID. Cameroonian nationals are strongly
encouraged to apply.
Roles and Responsibilities
– Work closely with the Chief of Party (COP) to provide technical support in building the
capacities of the Ministry of Health and other key government stakeholders and project
partners to monitor and evaluate project results.
– Lead the design, set up, and implementation of the project Monitoring, Evaluation, and
Learning (MEL) plan.
– Develop the project performance monitoring plan and provide quarterly and annual
updates.
– Develop and implement scalable data quality control measures and systems to improve
the quality of malaria data at both health facility and community levels in close
collaboration with the NMCP and other relevant government ministries.
– Lead and coordinate research and evaluation activities conducted by the project.
– Ensure that data and analysis are used to make programmatic decisions by the project
and the NMCP.
Required Qualifications:
– A bachelor’s degree or higher in biostatistics, data science, epidemiology, or a related
field is required; a master’s degree is preferred.
– A minimum of 5 years of senior-level experience in monitoring and evaluation functions
for health projects, including at least three years of experience in malaria
– Proven expertise in quantitative and qualitative methodologies, operations research,
health management information systems, reporting, data quality assessments, data
analysis, and/or presentation
– Demonstrated strong management, coordination, teamwork, and planning abilities, as
well as the ability to work effectively with multiple host-country counterparts in both the
public and non-profit sectors.
– Established track record in monitoring and evaluation of malaria and/or health programs,
with extensive experience designing, developing, and implementing health data
information systems, preferably in Cameroon.
– Familiarity with USAID’s management and reporting requirements and systems,
indicators, and M&E and Learning (MEL) framework
– Strong proficiency in the MS Office suite (Word, Excel, Outlook, PowerPoint) and data
management and statistical software, eg, Stata, SPSS , Epi-Info, MS Access
– Experience in mentoring counterparts in monitoring and evaluation, database
management, and data analysis using the software identified above
– Strong verbal and written French and English communications skills
– Prior experience working in Cameroon is strongly preferred
