CONTEXT AND RATIONALE
Since 2016, Cameroon has been facing an unprecedented internal crisis in the Anglophone
North West and South West (NOSO) regions. This crisis, initially based on corporatist demands
from lawyers and teachers, gradually shifted towards
strong secessionist demands.

Since then, clashes have continued almost continuously and have led to the
displacement of populations fleeing to areas considered safer, particularly
in the West and Littoral regions. A large proportion of the displaced are in regions
in conflict with 409,000 Internally Displaced Persons (IDPs): 234,065 are in the North-West and
132,251 in the Southwest. These regions are followed by West (84,927), Littoral (more than 81,298 IDPs), Center
(60,068 IDPs) and Adamaoua (5,301 IDPs)1
.

In all, over the period from September 2022 to January 2023, PUI recorded through its
monitoring mechanism 7,448 people (more than 1,500 households) displaced in the West alone following
146 security incidents, most of which occurred in the NOSO.
PUI, with the support of the Crisis and Support Center (CDCS), has opened a base in Bafoussam, from where it will
continue its project to improve access to basic needs for displaced people and
hosts, in a situation of acute vulnerability, in the departments of Menoua, Bamboutos,
Mifi and Noun, Western region and extend it to the departments of Wouri and Moungo,
Littoral region. More specifically, this will involve improving the monitoring and coordination mechanism and
providing a quality emergency response to displaced, returned or refugee populations in the said
departments.

FOR THE IDENTIFICATION OF A LOCAL CSO FOR A
COOPERATION PARTNERSHIP WITH THE RAPID RESPONSE MECHANISM
(RRM) IN THE WOURI AND MOUNGO DEPARTMENTS

OF THE LITTORAL REGION, CAMEROON

PURPOSE OF THIS FRIEND
L he main objective of this MAI is to identify for collaboration an Organization of the
Cameroonian civil society (intervening in the Littoral region) in order to train it in the RRM mechanism
and to contribute to equipping Cameroonian civil society to respond to the shocks
facing the country. The same approach has been implemented since 2022 with the CSO Humanitarian Response
Action (HURAC) which covers and will continue to cover in 2023 the western departments concerned
by the project.
EXPECTED RESULT
A Civil Society Organization is identified – after carrying out an organizational,
technical, structural and financial diagnosis which will make it possible to determine the capacities of the CSO as being able
to support PUI in the pursuit of its objectives.
The partner is trained in RRM theory and approaches. This training will focus on themes
that will be refined according to the needs identified by the diagnosis,
possible complementarities with the RRM and the mandate of the CSO and which are listed here for information only:
– The RRM coordination mechanism – generalities & humanitarian principles;
– Accountability and management of complaints;
– RRM project indicators & reporting;
– The presentation of RRM tools;
– Data collection techniques;
– Interviews, focus groups and field visits;
– The method of calculating the vulnerability score, Essential Household Items (AME) score,
Shelter score and WASH score;
– The household survey sampling plan;
– Data processing and sharing;
– Transversal protection;
– The key stages of the AME distribution process;
– Water, Hygiene and Sanitation intervention;
– Monetary Transfers for multiple use and without restriction.
The selected CSO will then benefit from practical training on the RRM, facilitated by the
PUI and HURAC teams, directly in the field in the context of real situations (revision and deployment
of questionnaires, conduct of focus group discussion, data analysis , reporting, etc.).
COLLABORATION FRAMEWORK:
A budget will be allocated to the selected partner and a specific collaboration framework will be defined
in a Protocol of Collaboration (MoU) between PUI and the selected CSO.

ELIGIBILITY CONDITIONS
This partnership is open to any local organization or association with expertise in
providing humanitarian responses (from the formulation of alerts to post-
intervention monitoring in a multi-sectoral manner) in the Littoral region ( mandatory criterion) more
specifically in the departments of Moungo and Wouri (appreciated) and in the regions of NOSO
(a plus). However, only applications from
local organizations or associations that meet the following conditions will be considered by PUI:
1. Proof of the existence of statutes, rules of procedure, code of conduct, and other
legal documents of recognition of the structure by the Cameroonian authorities
competent in the matter.
2. Be based in the Littoral, with a good understanding of the context;
3. Have at least 5 years of experience in the conduct of emergency humanitarian actions in
general, justified by activity reports in the Littoral as a priority and in the
NOSO regions;
4. Have proven experience in at least 2 of the areas of humanitarian monitoring,
AME-Shelter, water, hygiene and sanitation, protection and food security;
5. Justify a positive experience of partnership with an international organization;
6. Have salaried agents in the last 12 months;
7. Have an activity report if necessary shared with the sector of intervention over the
last 12 months;
8. Correctly and fully complete the Evaluation Grid which will be proposed
later, and accept that the information provided may be
verified at any time by PUI;
9. Submit your application within the deadline required by this call for expressions of interest.
STEPS IN DEVELOPING THE PARTNERSHIP
The selection process will take several weeks:
1) Examination, analysis of the offers received and first selection of the CSOs having satisfied the
criteria indicated above;
2) Conduct of the organizational diagnosis of each preselected CSO. This diagnosis will
on the verification with the pre-selected CSOs, of a set of conditions whose satisfaction
is essential for the desired partnership with PUI within the framework of the
RRM Ouest/Littoral;
3) Final selection of a partner CSO according to the results of the diagnosis;
4) Contracting with the chosen CSO.

A longer period of support/reinforcement will follow:
5) Joint development of a capacity building plan for the partner CSO;
6) Training of the partner CSO;
7) Regular monitoring and support of the CSO on RRM approaches.

Local organizations interested in this call for expression of interest are invited to send

The file to be submitted will include:
A. Compulsory documents:
1. The basic texts of the organization (Statutes, Internal Rules, Manual of
administrative, logistical, HR and financial procedures);
2. The legal documents of recognition of the CSO;
3. The Strategic Plan;
4. Documents attesting to the experience of the organization in the sectors of intervention
AME-Shelter/EHA and humanitarian watch as a priority and many other sectors including
certificate of collaboration with an INGO.
B. Additional documents:
5. The last minutes of the functional executive committee;
6. The last published annual report;
7. The annual budget;
8. The organization chart;
9. The last audit report if existing.
