TDRS FOR THE RECRUITMENT OF A FINANCIAL AND ACCOUNTING ASSISTANT AT THE GRADE G7 FOR THE MONITORING OF GAVI SUBSIDIES

Duty station: Yaoundé

Period: 6 months

Context and justification
The 2022-2023 period for Cameroon’s Expanded Immunization Program (EPI) relates to the country’s strategic transition towards the global vision of “leaving no one behind” contained in the 2030 immunization agenda. program thus initiates a new cycle of implementation of its activities through the drafting of strategic documents (FPP, SNV, etc.). The support provided by the partners must therefore be aligned with new national and international objectives. The WHO in its role of technical support continue its accompaniment, taking into account the context mentioned above but also for the achievement of the objectives of the 13th General Program of Work (PGT). It will be a question of strengthening support to Cameroon in the drafting of the various strategic documents while ensuring the implementation of the recommendations of the various evaluations, reviews and audits. To this end, fiduciary monitoring, which is a priority of the programme, will be one of the technical assistance areas of WHO TCA 23. To this end, an administrative and financial assistant will be recruited within the vaccination team of the WHO office in Yaoundé.

 

Summary of assigned tasks
Under the general coordination of the WHO Country Representative and the direct supervision of the focal point in charge of vaccination at the WHO-Cameroon office, He ensures the administrative and financial implementation of all costing measures , control and support (standard and additional) provided for in the transitional mechanism for managing Gavi PEV grants. Its main responsibilities are to:

Support the EPI in the implementation of GMR recommendations through a monitoring Dashboard;
Support the EPI in the financial monitoring of activities and the preparation of requests for support from Gavi and other donors;
Provide support to the planning, implementation and monitoring and evaluation process for interventions;
Follow up on grant agreements signed between WHO and its partners regarding immunization;
Organize and monitor the capacity building of beneficiaries on the administrative, accounting and financial procedures in force;
Support the preparation of program activity budgets;
Verify compliance of disbursements made for the activities provided for in the Program implementation plan, as officially approved;
Please respect the rules and procedures of the WHO with regard to the allocation and availability of funds as well as their justification;
Follow up on payments made under the program;
Control the liquidation of advances, endorse the supporting documents in return, certify the expenses and discharge the beneficiaries;
Ensure by his physical presence on site and according to a frequency to be defined, that the activities subject to reports are real and carried out in accordance with the terms of reference;
Check and approve the control and cash statements of the funds;
Make a quarterly report on the control, completeness, accuracy, likelihood and transparency of liquidated advances;
Prepare monthly reports for Gavi grants
Prepare periodic program financial statements in collaboration with the WHO Accounting and Finance Assistant. Qualifications required

 

 

Essential Education Level
: Degree in Management, Accounting, Finance or any other related degree;
Professional experience
Experience of at least 2 years in a financial management or accounting position;
Language skills
Thorough knowledge (spoken and written) of French or English and a working knowledge of the other.
Skills
Knowledge of accounting, management or finance;
Specialized knowledge of administrative rules, procedures and practices;
Ability to maintain excellent human relations with people of all categories and nationalities;
Good computer knowledge and proficiency in the use of data management software, Word, Excel, Power Point, etc.
