Mission and objectives
Created in 1951, the International Organization for Migration (IOM) is the main intergovernmental organization in the field of migration and is committed to respecting the principle that humane and orderly migration benefits migrants and society. IOM is part of the United Nations system, as a related organization.

IOM supports migrants around the world, developing effective responses to changing migration dynamics and as such is a key source of advice on migration policy and practice. The organization works in emergency situations, developing the resilience of all people on the move, and in particular those who find themselves in situations of vulnerability, as well as strengthening the capacities of governments to manage all forms and all the impact of mobility.

The Organization is guided by the principles enshrined in the Charter of the United Nations, including the defense of human rights for all. Respect for the rights, dignity and well-being of migrants remains paramount.

Context
The project “Support for peaceful coexistence between the communities of Logone Birni in the Far North of Cameroon” (PBF Logone Birni Project) has the overall objective of contributing to the strengthening of peaceful cohabitation between the communities of Logone Birni in the Far North North, and in particular between communities that show signs of constant or increasing conflict linked to competition over natural resources, livelihoods and based on the historical and socio-political conflictual context of the area. It is led by 4 United Nations agencies (IOM, FAO, UNHCR, UNDP) and is part of the Humanitarian-Development-Peace Nexus approach.

Description of the task
Under the direct supervision of the Project Officer, the UN Volunteer will perform the following tasks:
1. Coordination/Monitoring and evaluation of PBF Logone Birni project activities
• Provide overall monitoring support to IOM Cameroon in the day-to-day implementation of activities under the PBF Logone Birni project;
• Support the project field manager in the organization of regular coordination meetings with three other partner agencies of the PBF Logone Birni project, including the organization of the local monitoring committee which will be convened once every three months;
• Support project managers in Kousseri and Yaoundé by closely monitoring the implementation of the joint work plan, reporting problems to the project manager and proposing solutions;
• Support the development of beneficiary feedback mechanism and reporting formats, ensure that regular beneficiary input/feedback is included and guide community activities in coordination with the Project Manager;
• Support the preparation of monitoring and evaluation reports, taking into account data disaggregated by gender, age and vulnerability of beneficiaries;
• As appropriate, contribute to maintaining strategic and technical partnerships with relevant government entities, civil society organizations, UN agencies and other actors to promote IOM’s community stabilization activities in the area, including for monitoring and evaluation purposes;
• Provide general support for the evaluation of the qualitative and quantitative impact of grants and community projects;
• Support the Reporting Manager in the design of monthly, interim and final reports and in carrying out all reporting related activities;
• Carry out any other task that may be entrusted to him;

2. Support for the operationalization of the Nexus HDP in Logone Birni
• Disseminate and explain the concept of the Nexus HDP to all stakeholders (local and administrative authorities, traditional and religious leaders, representatives of the populations, civil society including associations youth and women, influencers, community media, private sector actors, employers’ organizations and trade unions).
• Help set up a coordination structure for the Nexus in Logone Birni.
• Update the mapping of all HDP interventions in the municipality.
• Based on the joint analysis of Logone Birni, coordinate the process of identifying priorities and establish the joint action plan with the authorities and partners.
• Prepare Nexus meetings in the municipality in support of the Mayor, the sub-prefect and the municipal executive.
• Liaise with the Far North Regional Nexus Task Force (Maroua) and provide updates on the progress of the operationalization of the Nexus during TF meetings.

Expected results:

• Adequate monitoring of activities and reports drawn up in good time;
• Good coordination of the activities of the PBF Logone Birni project;
• Synergies between actors and interventions in the municipality are strengthened and duplication avoided;
• The commune is at the center of the process of operationalizing the Nexus HDP
• A report on results concerning volunteerism for peace and development during the assignment, such as the number of volunteers mobilized, participation in activities and contribution to capacity development.

Requirements
Experience required
3 years of experience in • Professional experience with vulnerable populations in Cameroon in the areas of monitoring and evaluation, data collection, economic and social development, community stabilization or consolidation Peace ;
• Experience in monitoring program activities in the Far North region is an asset;
• Previous experience in project reporting is an asset;
• Experience of working with government, local NGOs, associations and civil society is an asset;
• A good understanding of the Humanitarian, Development and Peace Nexus is an advantage;
• Any experience in the monitoring and evaluation of humanitarian, development or peacebuilding projects will be highly appreciated.
• Excellent command of Microsoft Office (Word, Excel and Powerpoint)

Living conditions and remarks
The person will be based in Yaoundé for the first two months and in Kousseri for the rest of the time and will have to make frequent round trips to Logone Birni. UNDSS will have to authorize each trip to Logone Birni.
