Catholic Relief Services is seeking a qualified, experienced and highly motivated Field Accountability Officer for the Stabilization and Reconciliation in the Lake Chad Region (STaR ) project .

 




 

This is a project that aims to support the recovery and build the resilience of vulnerable populations affected by the protracted crisis in the Lake Chad Basin**.** The incumbent will assist in the implementation of the project by working directly with the SERA Officer, local partners and community members, to manage the STaR II Project’s Feedback and Complaints Response Mechanism abbreviated FCRM, to support the work of Catholic Relief Services (CRS) to serve the poor and vulnerable. His service and community relations skills will ensure that local partners and communities feed into and benefit from the project which consistently applies best practices and continuously works to improve its impact.

Based in : Mokolo (Far North Cameroon)

Key Job Roles and Responsibilities:

  • Lead the implementation of the project’s Feedback and Response Mechanism (FCRM), actively seeking and responding to feedback from all members of the targeted communities and other stakeholders as defined by the FCRM.
  • Conduct ongoing sensitization and capacity building with project staff, partners, participants and communities on the principles of accountability and safeguards and how to use the project’s FCRM.
  • Monitor and resolve any deficiencies detected in FCRM channels, including phone numbers/hotline(s), suggestion boxes, feedback logs, and complaint forms/face-to-face reports. Ensure that all relevant parties have access to these reporting channels.

 




 

 

  • Lead the entry of complete and detailed feedback into the CommCare database and ensure all cases are handled and closed appropriately. Compile, analyze and write weekly accounts and monthly reports related to the FCRM of the project.
  • Resolve cases that can be addressed immediately, work with the SERA project officer and/or the project manager in Chad to resolve more complex cases and escalate sensitive cases, as defined by the FCRM.
  • Support the coordination and monitoring of SERA project activities in the field, ensuring that implementation schedules are adhered to in accordance with the detailed activity plan and adherence to SERA linked systems for effective implementation. quality project implementation is strengthened.
  • Coordinate communication and facilitate the exchange of information related to SERA and FCRM between the project team, implementing partners and project participants at the community level to help local partners build interest, community involvement and support networks.
  • Liaise with and mobilize various community stakeholders to ensure the full involvement of community leaders, community representatives and local government representatives in the overall implementation and improvement of the FCRM project and wider SERA activities .

 

 

  • Contribute to program learning by asking thoughtful questions, reflecting and sharing with project leadership information gathered from community members and partners.

Qualifications and Experience :

  • Bachelor’s degree required. License a plus.
  • 2 years working or volunteering in community development and mobilization.
  • Experience in developing and managing accountability mechanisms.
  • Experience of working in an emergency context a plus.
  • Ability to work independently, under pressure, plan and prioritize work with minimal supervision.
  • Experience in the use of MS Windows and MS Office software packages (Excel, Word, PowerPoint).
  • Work experience in the Mayo Tsanaga department of the Far North.

Foreign language required/desired:

Excellent oral and written communication skills in French required. Fluency in English an asset. Knowledge of other local languages ​​such as Fulfulde Mafa; Mandara or Kapsiki a plus.

Travel : Must be willing and able to travel within the Mayo Tsanaga department and occasionally visit other CRS offices.
