CAMEROON – FIELD COORDINATOR needed at International Solidarity

WHAT DO WE DO …

After being split for a few months between N’Djamena and Yaoundé, the coordination of the Solidarités International mission in Chad and Cameroon – merged and named Tchameroun – is now based in Yaoundé. It is made up of a country director, program coordination (coordinator and SERA manager), an administration, HR and finance department (coordinator, assistant, manager) and a logistics department (coordinator, manager, assistant and agent).

 

 




 

 

SI Tchameroun has five bases: Maroua and Makary, in the Far North (EN) of Cameroon, Goré in southern Chad, N’Djamena and Yaoundé. The mission receives humanitarian (ECHO and CDCS) and development (AFD) funds. It is currently carrying out food security projects -especially through cash transfers-, strengthening livelihoods and access to water, hygiene and sanitation. It incorporates a strong dimension of empowerment and strengthening of civil society organizations and the resilience of the beneficiaries of its projects. The mission plans to strengthen its position in the Far North of Cameroon and in southern Chad, to redeploy activities in the Lac region in Chad and to open a base in the Littoral in Cameroon. In parallel,

 




 

JOB DESCRIPTION

General objective of the position:

The field coordinator (CT) has the role of head of mission by delegation in an area of ​​a country in which SI operates. He/She is the privileged interlocutor of the Country Director (DP).

General objectives of the position:

  • Propose, according to the geopolitical and humanitarian context, the regional strategy and ensure its implementation once validated.
  • Ensure the security of SI personnel and property.
  • Control and guarantee that projects are carried out in accordance with the IS charter and in compliance with internal and contractual procedures.
  • Mobilize the material and financial resources necessary for the proper conduct and quality of the programs and supervise their management. Actively participate in identifying opportunities and drafting project proposals.
  • Supervise and support IS employees.
  • Represent SI with authorities, partners, donors, media and civil society.

 

 

Specific issues and challenges:

  • Ensure continuous monitoring of the context of the Far North region, which is particularly volatile in the border departments with Nigeria, due to clashes between jihadist groups and security forces and inter-community conflicts. Maintain an efficient network of relations and contacts, allowing the exchange of reliable information, with a view to facilitating access to beneficiaries of actions, the latter also being disrupted during the rainy season.
  • Actively participate in coordination with other actors and partners, in a competitive environment for INGOs; continue to promote SI’s specific positioning: as close as possible to needs, geographically and in its areas of expertise; project interventions along the continuum from emergency to development.
  • Supervise employees, including several new recruits, and work to reduce turnover and strengthen the quality of programs (emphasis on accountability, capitalization, archiving).
  • Strengthen the partnership with the local NGO Tammounde and identify other potential partners.

YOUR PROFILE

Specific skills required

  • Previous experience in a position coordinating activities in an area, within an international NGO.
  • Good analytical and projection skills.
  • Experience in a volatile security environment and security management.
  • Proven skills in management, ability to federate.
  • Experience in project management, ideally in SAME and/or EHA.
  • Excellent relational, coordination and networking skills.
  • Languages: Excellent oral and written command of French, operational command of English.

Technical skills and knowledge:

  • Organizational, planning and prioritization skills, ability to manage several things at the same time and ability to structure work within a team.
  • Good knowledge of computer programs Word, Excel, Power Point, Outlook etc.
  • Managerial qualities, and in particular skills in team management, technical support.
  • Management skills, with an interest in training / and capacity building for national and expatriate teams.
  • Taste for teamwork.
  • Strong work capacity and resistance to stress.
  • Availability, flexibility, autonomy.
  • Strong adaptability.
  • Knowledge of IS themes and specific tools appreciated.
  • Knowledge of the contexts of Chad and Cameroon appreciated.

IF YOU WILL OFFER THE FOLLOWING TERMS

Salaried position:
Depending on experience, from 2600 euros gross per month, (+ 10% paid vacation bonus paid monthly) + a monthly Per Diem.

SI also covers accommodation costs as well as travel costs between the country of origin of the expatriate and the place of mission.

Social Security :

The expatriate benefits from quality social security cover to cover all health costs and accident insurance including war risks.

Break: During the mission, alternation between work and rest is ensured by breaks planned every three months with an allowance of 850 USD.

Based on a one-year mission: breaks from 7 working days to 3, 6 and 9 months of mission (with a contribution of 850 USD paid by Solidarités).
To these break times, we must add the granting of an additional day off per month worked, ie 12 days more for a one-year contract.

LIVING CONDITIONS :

The city of Maroua, where the field coordinator is based, is the regional capital of the Far North and offers all the amenities of an average African city (Internet, telephone networks, restaurants, sports halls, etc.) .

The CT is the only expatriate for SI in the region. Many INGOs and UN agencies have an office in Maroua. The Maroua regional hospital and the CNPS medical center offer sufficient technical platforms for the management of common pathologies.

Mains water and electricity exist. At the SI office/guest, a generator and a borehole are available in the event of a power cut. Common food products are available in the markets and shops offer manufactured products.
