JOB DESCRIPTION
As part of the sustainability of its humanitarian activities in Cameroon, The Norwegian Refugee Council is recruiting for its HSS department one (01) Health Safety & Security Assistant based in Kousseri RESPONSIBILITIES All CNRC employees are expected to work in accordance with

 

 




 

the

1- Safety and Security Planning

Provide technical support to the field office on all policies, procedures, guidelines and planning for staff security, operational security and program continuity in Logone et Chari;
Ensure that NRC Safety and Security Standard Operating Procedures comply with Safety and Security Standards (SOPs) and Standard Standards as per all annexes Collaborate with the HSS Officer in the development
, the consolidation and implementation of standard norms, operating procedures and emergency plans;
Contribute to the risk assessment of offices and residences. Monitoring of measures to be taken to ensure compliance with safety and security standards.

 

 




Undertake continuous assessments of the equipment and the protocols by which this equipment is used, to ensure that standard safety conditions are met
Build the
Develop ongoing relationships with local authorities as needed and other actors within the field office.

2- Specific Responsibilities

NRC Security Standards and Procedures
Ensure that minimum operational security standards and procedures are implemented in the field office and report promptly to the supervisor when deficiencies are present – up-to-date list of back-up points, etc
Provide professional capacity building and ad hoc training to NRC staff – program and support – on security related topics.
Liaise with the logistics team to ensure communications equipment, NRC premises security and emergency supplies are in place, operational and up to required standards.
Provide support to NRC staff who are required to report incidents or critical situations.
Supervision of Security Officers

 

 

To ensure that NRC guards have the necessary training and understanding to perform their duties in a professional manner and in accordance with standard operating procedure for guard duties.
Prepare the monthly guard schedule and ensure that the necessary guard force is present at all times in the NRC premises (offices, residences and warehouses).
Ensure that guards effectively and professionally control all movement in and out of the NRC compound.
Promptly report any problem, unauthorized absence or disciplinary problem concerning the guards.
Undertake regular review of custodian performance in accordance with NRC procedures.
Accountability

Weekly and monthly reports to immediate supervisors and NRC Security on security developments in the area of ​​operations.
Prompt reporting to immediate supervisors and NRC Security on security situations affecting NRC personnel and operations.
Promptly report to immediate supervisors and NRC Security any security incident involving NRC personnel (domestic or international), NRC premises or NRC property.
Perform any other related reporting duties as requested by immediate supervisors and NRC Security.
Monitoring and updating of the monthly work plan in coordination with the immediate superior.

QUALIFICATIONS
1- Generic Professional Skills:

A minimum of one year of non-profit or NGO work experience within international humanitarian assistance programs with demonstrated abilities in planning, organization and execution safe operations in the field.
Understand the humanitarian principles, code of conduct and specific sub-sector work related to field contexts and NGO operations.
Strong understanding of the context in the Far North region.
Advanced knowledge of communications technology, including satellite and cell phone communications, etc.
Ability to gain an accurate understanding of various local, regional, national and international political, operational positions and interactions, providing clear dynamic briefings and analysis of given and ongoing security and political situations as they arise.
Previous NGO safety and security experience an asset.
Written and verbal French essential, English is a plus
Proficiency in the local language

We offer:

A 06 month fixed term contract renewable subject to availability of funds
Salaries and benefits: Grade 4 step 1 as per NRC salary grid
Location of contract: Position based in Kousseri with regular field travel
Desired start date: May 2023
