Introduction
Nascent Solutions, Inc., (Nascent) is seeking a professional for the role of Monitoring,
Evaluation and Learning Specialist to provide overall leadership, coordination, and technical

 

 




 

supervision for all MEL aspects of the program . support the FY2023 United Stated
Department Agriculture (USDA) McGovern-Dole Food for Education and Child Nutrition
program in Cameroon . The successful candidate will provide technical input and oversee all
Monitoring and Evaluation components of the program.
The principal objectives of the McGovern-Dole Program are to carry out: 1) preschool and
school food for education programs in foreign countries to improve food security, reduce the
incidence of hunger, and improve literacy and primary education, particularly with respect to
girls; and 2) maternal, infant, and child nutrition programs for pregnant women, nursing
mothers, infants, and children who are five years of age or younger.

Duties and responsibilities Monitoring, Evaluation
• Contribute technical input in the design of program monitoring and evaluation (M&E)
activities, including hands-on practical experience setting up and managing M&E
systems.
• Lead the collection and analysis of quantitative and qualitative data to measure
program achievements.
• Develop methodology, tools/protocols, and implement key informant interviews and
• focus groups.
• Contribute to developing tools for managing and visualizing data.
• Develop evaluation reports in accordance with clients and donor policies and
standards.

 

 

 

• Oversee and provide guidance to evaluation teams including guidance to other
technical leads on evaluation activities, logistics, and budgets/expenses.
• Contribute technical input on new business initiatives including proposal development.
Education and Experience:
• Master’s Degree in Evaluations or related areas
• Minimum five (5) years of work experience as a Monitoring, Evaluation, and Learning
(MEL) Officer, Senior Specialist, or equivalent position.
• Demonstrated experience working international Development.
• Prior experience working on USG monitoring requirements is strongly preferred.
• Demonstrated ability to develop, manage and implement the activity’s M&E systems,
including relevant performance indicators, baselines, and annual targets and ensure
compliance to USDA requirements.
• Demonstrated ability to supervise the collection and analysis of data and reporting on
performance indicators.
• Demonstrated ability to manage data collection and management, and reporting.
• Excellent oral and written communication skills in English.
• Demonstrated ability to work in physically challenging conditions.
• Highly self-motivated and autonomous; ability to work with little guidance.
• Experience supervising and mentoring people of various ability levels.
• Previous in-country or regional experience is highly desirable.
Language: The candidate must be professionally proficient and fluent in written and spoken
English and French.
