ASECNA is looking for
an ACCOUNTING OFFICER for its Directorate General

Position to be filled: October 05, 2023

I – ATTRIBUTIONS OF THE POST:
With the rank of Head Office Director, the Accountant has a mission to keep general accounting and, possibly, analytical accounting of the Agency, the status of which he communicates to the Director General.
He is responsible, under his personal and pecuniary responsibility, for the collection of revenue and the recovery of debts, the payment of expenses, the conservation of funds and assets under the conditions provided for by the texts in force at the Agency.
The Accountant may, under his responsibility, delegate his signature to one or more of his collaborators by means of a regular power of attorney. He is responsible for the sincerity of the writings.

 

 




It – PROFILE REQUIRES:
1. TRAINING AND EXPERIENCES:
The candidate must have a higher accounting education, level BAC+5, and proven professional experience giving him a great mastery of the rules of public accounting and more particularly the accounting standards at the Agency.
He must also prove that he meets the following criteria:
– Proven experience of at least ten (10) years acquired within a national or international public institution in the field of public accounting;
– a perfect mastery of the general rules for keeping public accounts,
– proof of having held high-level positions of responsibility in the field of public accounts as well as in budgetary matters,
– a good knowledge of the above-mentioned fields International Institutions,
– good knowledge of the revised SYSCOHADA accounting system and IFRS standards.

 

 

 

 

2. PERSONAL QUALITIES REQUIRED:
Have proven skills in productive communication and negotiation;
Have the ability to work in an international and multicultural environment;
Have a spirit of analysis and synthesis with a sense of confidentiality management;
Have managerial skills and teamwork;
Have the ability to work under pressure and demonstrate responsiveness,
Have a sense of command, wide availability for work, rigor and responsibilities.
3. NATIONALITY:
Candidates must have the nationality of one of the Member States of ASECNA.

III – CONDITIONS OF EMPLOYMENT AND REMUNERATION
The conditions of employment and remuneration comply with the provisions of the single status and remuneration code for ASECNA staff or with the provisions of the texts applicable to staff of French nationality.

IV – DURATION OF THE MANDATE:
The duration of the mandate is six (6) years non-renewable.

The following documents must be provided by candidates at the various stages:
• AT THE STAGE OF THE PRESELECTION
• A letter of motivation;
• A Curriculum Vitae (CV);
• A certificate of nationality.
• A certified true copy of the diploma(s) obtained •
• A certificate of the internship(s) carried out and work certificate(s), if applicable.
• AFTER SELECTION OF THE CANDIDATE
At the end of the selection phase, the selected candidate is formally invited to complete his file with the following documents.
A job application duly signed by the applicant;
A birth certificate or any document in lieu thereof; An extract from the family record book or a family civil status record; A certificate of residence;
• A medical fitness certificate dated less than three (03) months issued by a doctor approved by ASECNA; An extract from a clean criminal record dating from less than three (03) months.
At the end of this selection procedure, no files will be returned to applicants.
Only the selected candidate will be seized of the follow-up reserved for his request.

VI-CANDIDATE SELECTION PROCESS
• Stage 1: pre-selection by ASECNA’s General Management of candidates fulfilling the conditions of the required profile as set out in Title II above.
External candidates from Member States whose nationals already occupy a post of Director or assimilated at ASECNA will be eliminated.
• Stage 2: selection by an independent specialist firm of three (3) candidates (short-list) from among the candidates appearing on the preselection list presented by the General Management;
• Stage 3: election and appointment of the accountant by the ASECNA Board of Directors in accordance with Article 26 of the Agency’s statutes.
