COOPI is looking for a Regional Administrator in Central Africa

The Regional Administrator ensures, under his own responsibility, the coordination, management, training and support of all administrative activities carried out at the level of the Regional Coordination in the region ( Cameroon, Chad, DRC, CAR ).

The Regional Administrator will be based in one of the countries of the region, and he/she will carry out frequent missions to the other countries of the region. The initial briefing and periodic debriefings will take place in Italy.

 

 




 

Responsibilities

The Regional Administrator is responsible for:

  • Control the proper execution of the administrative activities of the countries and projects , as well as support the activities of the Country Administrators in its areas of competence and in accordance with the procedures, manuals and regulations of COOPI, as well as the contractual rules provided for by the various donors ;
  • Ensure that the Country Administrators ensure the processing and transmission of the relevant reports and forms and, if necessary, intervene by taking the necessary corrective measures;
  • Approve the financial reports of the projects before their transmission to the donor;
  • Carry out the management control of the sites and project activities by reporting to the regional coordinator and the national coordinator any anomaly, by proposing solution hypotheses;
  • Ensure the management of external audits by coordinating and supporting the various Country Coordinators.

 

 

 

Specifically, mission implementation involves the following activities:

Budget:

  • Collaborates in the budgets of new projects in accordance with the planning and sustainability of the Regional Coordination;
  • Verifies the accuracy and completeness of the data provided by the countries for the budget and forwards it to headquarters.

Project management:

  • At the start of the project, receives the procurement plan from the project manager through the Country Administrators, verifies it ensuring compliance with the budget and the necessary procedures, and uploads it to the appropriate internal tools;
  • Requests in Milan and/or receives the Italian costs from the countries of competence and forwards them to the Country Administrator;
  • Monitors the development of the purchasing plan ;
  • Ensures constant consistency between project, country and headquarters accounts, checking the consistency between them;

 

 

  • Verifies and controls the grants to be received;
  • Plans and controls the schedule of reports to be submitted in Italy and abroad for the countries of his area;
  • Verification and approval of intermediate or final reports drawn up on site; finalization and approval of final reports to be submitted from Milan;
  • Compilation of project reconciliation ;
  • Support for audits carried out at headquarters for the countries of competence;
  • Verification and analysis of reconciliation.

Coordination:

  • Support for the preparation of the country’s annual budget ;
  • Preparation of the regional budget and its periodic monitoring;
  • Supports the organization of the work of the Country Coordinators by providing them with guidelines (priorities, methods) of work;
  • Ensure the sustainability of the Regional Coordination and the discharge of services from the Milan headquarters;
  • Verification of the viability of administrative percentages and monetary shares;
  • Prepare and verify the accounting and administrative data required by headquarters;
  • Verify that periodic monitoring of the financial aspects of each country of responsibility is in place;
  • Update of data on internal tools for processing budget sheets.

Selection and training:

  • Participates in the selection phase of Country Administrators ;
  • Provides training for Country Administrators ;
  • Contributes to the evaluation of Country Administrators at the end of the contract;
  • Actively participates in the remote and in-person onboarding processes of new Country Administrators and, if necessary, other administrative staff;
  • Performs integration missions for new Country Administrators;
  • Continuously supervises and periodically monitors the work of the Country Administrators, carrying out continuous training activities;
  • Performs follow-up and training missions.

Candidate profile

Essential

  • University education in Social Sciences, Business Sciences or Techniques;
  • A minimum of five years of relevant professional experience ;
  • At least three years of demonstrated experience in the field of international aid and development in African countries , in a similar situation;
  • Mastery of the procedures of the main donors (eg EU, ECHO, UN Agencies );
  • Excellent level of oral and written communication, negotiation skills, multitasking and great organizational skills;
  • Demonstrated ability to work in a team necessary;
  • Experience liaising with government/local authorities, IOs and NGOs;
  • Demonstrated ability to work in stressful and pressured environments;
  • Excellent knowledge of the French language ;
  • Excellent knowledge of the MS office package.

Desirable

  • Knowledge of the Italian language;
  • Previous experience in a COOPI mission;
  • Experience working in conflict-prone environments;
  • Experience in logistics, supply and security;
  • Experience in personnel management.
