Wildlife Conservation Society works to safeguard wildlife and natural habitats through rigorous science, an international environmental education program and the management of the world’s largest network of urban wildlife parks. In northern Cameroon, WCS implements activities aimed at conservation, stability and sustainable development in and around the landscape including the National Parks of Faro, Bénoué and Bouba-Ndjida as well as Waza. The program, which is part of the long-term intervention of WCS, aims to promote a governance approach to land use that balances the ways in which natural resources are used and exploited by the community. and ecosystems protection needs, including the management of protected areas. The program also aims to protect and secure the fauna within the protected areas of the national parks, and their peripheral zones which include Zones of hunting interest (ZIC).
Job Description
Under the supervision of the WCS North Cameroon Landscape Director, the Human Resources Officer will contribute to ensuring the general smooth running of the WCS North Cameroon office and ensure that operations and HR functions are carried out in accordance with policies, WCS HR procedures and practices. He/She will play the role of interface and coordination for all internal and external services and will generally provide functional and/or technical support in terms of administrative management and human resources to all WCS North Cameroon staff for enhance the performance of the organization by ensuring the proper implementation of HR and Administration functions and Contributing to the implementation of the wildlife protection policy in Cameroon.
Job Responsibility:
1 – Recruitment and personnel file management
- Support in recruitment procedures: Assist managers in drafting or modifying job descriptions according to program needs.
- Organize and coordinate the staff recruitment process, in collaboration with the Technical Department concerned by actively participating in the process according to the offer distributed.
- Prepare, update and track necessary changes in personnel records, including employment contracts, time sheets, exit permits; leave requests and disciplinary correspondence.
- Ensure that deadlines in the case of drafting contracts and renewals are respected and filed with the HR Manager for review before being signed by all parties.
- Make the necessary arrangements for the reception of new employees in coordination with the Line Supervisor and other managers.
- Develop an onboarding schedule for new hires in coordination with Line Supervisors, and ensure new hires are trained, understand and sign WCS policies.
- Ensure that personnel files are updated.
2 – Payroll management
- Prepare/update monthly salary statements as well as employee pay slips Regularly follow up with the accounting department for any loans and salary advances;
- Prepare salary charges (paid by the employer and the employees) according to Cameroonian laws and ensure that the relative declarations are made on time.
- Prepare the monthly provisions for severance pay for each WCS staff according to Cameroonian law and ensure the proper monitoring of the balances of all accounts.
- Prepare the monthly provisions for leave allowance for each WCS staff according to Cameroonian law.
3 – Human Resources Management
- Develop schedules, schedule holidays and rotations in common agreement with line managers;
- Ensure a good follow-up of accuracy of the attendance sheet maintenance of WCS North Cameroon staff;
- Ensure the updating of the organization chart of WCS North Cameroon according to the positions validated by the management.
- Prepare the periodic staff performance evaluation plan based on pre-established key performance indicators and follow up with line managers
- Take care of aspects related to promotions, transfers, leaves, and work accidents and social security;
- Ensure proper compliance with the medical insurance agreements taken out by WCS for its staff, and ensure proper monitoring of the health insurance contribution scale file in charge of the employer and staff.
- Ensure that disciplinary procedures are respected; warnings, layoffs, reprimands etc.
- Ensure compliance with administrative procedures for absences and leave and update the leave/permission monitoring table by documenting all staff absences,
- Manage complaints from staff as well as between staff and WCS;
- Coordinate the disciplinary process, provide advice and support in the drafting of requests for explanations and other disciplinary documents at the request of supervisors and ensure compliance with the legal procedures in force.
- Ensure that the Project is still legal with respect to the texts in force, ensure a legal watch and always inform the Management of any change in law;
- Ensures that the rules on staff representation are known, respected and implemented; Participates in the organization of the election of staff representatives, health and safety committee, etc.
- Trains Project team leaders on staff management, evaluation and coaching; ensures that staff and managers are aware of HR rules.
- Participate in the preparation of periodic human resources reports
- Maintain confidentiality on matters relating to the management of WCS North Cameroon staff.
4 – Others
- Assists in the drafting and revision of Internal Regulations, Salary Grid, Procedure Manual of the said department and all other documents necessary for the proper functioning of the WCS program in Cameroon;
- Prepare all correspondence addressed to local authorities (regional labor inspector, taxes, etc.);
- Ensure all archiving and classification of Administrative files relating to HR. Each staff must have a complete and correctly archived HR file;
- Carry out any other tasks that may be entrusted to him by the Administration.
- Reports irregularities or anomalies observed with a view to taking action;
- Ensure the proper transmission to national WCS employees of information relating to their rights, procedures and rules in force, in particular at the time of the pre-hiring meeting;
- Ensure adherence by staff and WCS to all administrative and human resources management procedures of the project and the labor code, and other relevant regulations of the Government of Cameroon;
- Prepare, distribute and edit administrative notes and notices concerning the internal organization of the base, any emergency measures to be taken, public holidays and/or non-working days as well as any other provision validated by WCS; ensure that the communication channels are respected, that the messages are heard (weekly staff meetings, drafting and distribution of notices for staff, organization of meeting schedules with staff representatives, drafting of accounts minutes of these meetings);
- Ensure proper compliance with administrative and human resources procedures in force, as well as compliance with the Internal Rules;
Qualifications required:
- Diploma in Human Resource Management
- Professional experience in a project: 2-4 years
- Experience and ability to manage staff
- Mandatory knowledge of French and English
- Ability to live in a remote and difficult environment
- Good knowledge of MS office
- Maturity, openness
- Good aptitude for legislation, negotiation, problem solving and communication
- Ability to listen, diplomacy focused on service and the search for solutions
- Flexibility, ability to work in a multidisciplinary and multicultural environment
- Excellent sense of confidentiality
- Taste for meticulous work and concern for quality
- Very good editorial, organizational and initiative skills
- Excellent ability to maintain formal relations with Government Authorities
- Ability to work smoothly and constructively in a multicultural environment.
