A COORDINATION MANAGER NATIONAL RESPONSE PLAN (PNR) AND
TECHNICAL GROUP FOR FOOD SECURITY (GTSA)

Department I. CONTEXT A- Support for PNVRSA/MINADER for the development and updating of national food insecurity response plans and nutritional:

 

The purpose of the NRP is to determine the response needs of populations vulnerable to
food insecurity after a joint analysis of the food, pastoral and nutritional situation of
households, for the current and projected periods. It is compiled in November and updated in March of
each year. It is therefore based on the exercises of the Harmonized Framework, since the analyzes of the
latter make it possible to define it. These analyzes are key steps in successfully completing the
NRP development process. In order to guarantee the quality and regularity of the classification analyses, the
strengthening of MINADER’s skills will continue for the five exercises of the duration of the
project.
The project’s support to the CH process will materialize at the level of the Far North region and at the
central level.
B- Revitalization of the GTSA of the Far North region in order to improve the analysis of the
SAN context, the coordination of the actors and the communication with the central level
Based in Yaoundé for its missions dedicated to supporting the development of the PNR , the
coordination manager sent to MINADER will be in charge of revitalizing the
GTSA at the regional level with the support of the project teams and co-leads. 30 to 40% of his time
will be dedicated to the Far North.

 

 

He/she will provide technical support to the GTSA during the validation of the various studies and reports
products on the SANME; it will support the stakeholders in setting up an
annual work schedule; in support of the lead, he will ensure the active participation of the
departmental delegates and the regional delegate during the monthly meetings and the processes for validating
the analyzes of the ENSAN and FSMS. A plan for sharing information between regional and
national GTSA will be developed and monitored; the project will also support the participation (once every
quarter) of the regional delegate of MINADER in the meeting of the national GTSA so that he can
present the context of SANME in the Far North and the progress made in the management of the Technical Group.

The project will also support the regional GTSA so that it develops the treatment of subjects related
to contextual issues of the SAME and establish a better link with other
working groups such as the Cash Working Group.
II. MISSIONS OF THE POST
Mission 1: Coordinate the dynamics leading to the development and updating of two
National Response Plans (PNR) according to the recommendations and policy of the
PREGEC / CILLS charter
– Create a PNR cell at the level of the GTSA of Yaoundé and oversee its operation;
– Plan and ensure, together with the FAO, the WFP and the PNVRSA, the smooth running of the
working sessions of this technical unit within the time limits set;
– Ensure and develop collaboration and partnerships with the various stakeholders and
member of the Yaoundé GTSA;
– Provide technical assistance to the PNVRSA/MINADER in the development of the PNR
– Evaluate and reorient the work of the PNR technical unit continuously and according to needs
– Participate in the development and updating of the PNR in collaboration with the
dedicated technical unit
– Set up a tool to monitor and evaluate the functioning of the PNR unit
– Ensure the active participation of MINADER regional delegates and members of the GTSA
(national and international) in the consensus leading to the development of NRPs
– Participate in communication and advocacy around the PNR
Mission 2: Monitor and support the timely completion of exercises of the
harmonized framework (CH)
– Actively participate in the process of CH exercises (planning meeting, methodology,
training and deployment);
– Ensure compliance with the CH schedule by providing organizational assistance to the
national GTSA
– Provide technical assistance to the national GTSA for the planning and implementation of the
CH analysis and communication process
– Ensure the dissemination of the validated CH with the actors of the SAME as well as at the level of the
PEREN consortium
Mission 3: Support the revitalization of the Food Security Working Group
(GTSA) in the Far North region.
– Define a diagnostic tool and evaluate the operation of the GTSA in the Far
North region
– Support the Co-leads and Leads in setting up and monitoring an annual
regular GTSA meeting calendar
– Support the Co-leads and Lead in setting up and monitoring an annual work schedule
– Participate in defining work topics and SANME themes to be addressed in the region
– Coordinate with the support of Co-leads and Lead communication with the central GTSA
– Contribute to the preparation and dissemination of meeting reports at the level of SANME actors
and at the level of other GTSAs and Clusters in the country
– Participate in the organization of inter GTSA exchange visits (Regional Delegate)
– Support Co-leads and Leads in setting up and monitoring a tool to evaluate and
raise the level of functioning of the GTSA in the Far North region
– Support the Co-leads and Leads in setting up/forecasting/supervising the administrative,
budgetary and logistical monitoring of the GTSA;

– Ensure the representation of the PEREN consortium and other member partners in the
meetings and working cells of the GTSA of the Far North
– Help the Co-leads and Leads to anticipate the difficulties of the GTSA’s operation and to deal with them
effective and lasting remedy
Mission 4: Representation of programs (ACF & PEREN) and of the SAME sector
– Participate in ACF coordination meetings on a regular basis and when
technical representation is needed (in the absence of RDD SAME);
– Participate in monthly consortium coordination meetings;
– Actively participate in sectoral meetings (GTSA, Cluster/CWG, etc.) and other
sectoral meetings related to Food Security and Livelihoods;
– Define, with the support of RdD SAME, the “mapping/5W” of actors in SAME;
– Actively seek partnerships with the Deconcentrated Technical Services of the State
working in the field of food security and means of existence;
– Participate in the meetings of the Food Security Working Group, the Cash Working Group
(on request);
– Coordinate with the Surveillance Program Managers within the area of ​​action of the
GTSAs (national and regional).
Mission 5: Analysis of the SAME context
– Work in partnership with other ACF departments and other NGOs for a better
understanding of the context;
– Support ACF and the consortium in the analysis of the impact of the activities of the SAME programs
on the beneficiaries and the population of the targeted areas;
– If necessary, participate in needs assessment missions in other areas of the country (if
necessary).
III. DIPLOMA/LEVEL OF STUDY AND EXPERIENCE
– BAC +5 in socio-economics, social sciences or rural development (Master,
engineering degree).
– BAC + 3 in agro-economics or rural development.
– At least 3 years of project management experience to strengthen the capacity of
government technical units (including functional management)
– Having worked in the humanitarian sector would be an asset.
– Having worked with MINADER within the framework of technical food security groups
and with the PNVRSA is an asset
– Knowledge of statistics is an asset
IV. SKILLS REQUIRED
Knowledge:
– Project cycle;
– Advanced knowledge on the functioning of SAME Working Groups and clusters;
– Advanced knowledge of the Harmonized Framework classification process, IPC, HNO/HRP,
ZME and National Response Plans;
– Advanced knowledge of multi-sectoral surveillance and response systems
– Advanced knowledge of rural economy (analysis and strengthening); – Knowledge of capacity building for local authorities and/or state ministerial
structures ; – Knowledge of local economic recovery (AGR, VSLA, Warrantage, etc.) – Perfect command of French and professional knowledge of English – Good knowledge of the Cameroonian context, areas of intervention, local livelihoods , practices local agriculture, local economy and community dynamics

which are specific to it – Mastery of the Microsoft Office Pack (Word and Excel as a priority) and survey and statistical
