Carrying opening of a
direct competition for the recruitment of three hundred and ten (310) personnel in the corps of Public Health officials (Doctors, Dental Surgeons and Nurses), 2023 session.
THE MINISTER FOR THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Having regard to Decree No. 2001/145 of July 3, 2001 on the Special Status of Civil Servants in the Public Health Corps;
Having regard to decree 1+94/199 of October 7, 1994 on the General Statute of the State Public Service, amended and supplemented by decree 110 2000/287 of October 12, 2000;
Having regard to Decree No. 201 1/408 of December 09, 2011 on the organization of the Government, amended and supplemented by Decree No. 2018/190 of March 02, 2018;
Considering decree 11 0 2012/537 of November 19, 2012 on the organization of the Ministry of Public Service and Administrative Reform;
Considering decree n 0 2018/191 of 02 Illars 2018 relating to the reorganization of the Government;
Having regard to decree 11 0 2000/696/PM of September 13, 2000 establishing the General Regime for
Administrative Competitions;

Considering decree n 0040,/PM clu 19 mai 202.2. laying down the procedures for granting the age exemption to persons with disabilities during administrative competitions and recruitments in the State Civil Service; having regard to December 21, 2022 covering the costs of administrative competitions,
ORDERS:
Article 1.- a) This decree opens a competition for the recruitment of three hundred and ten (310) personnel in the corps of public health officials ( Doctors, dental surgeons and nurses), according to the distribution below:

b) The said competition will take place on 04 and 05 November 2023 at the single center in Yaoundé.
Article 2.-
CONDITIONS TO BE FULFILLED TO APPLY.
I . General conditions:
Cameroonians who fulfill the following conditions may apply:
a) meet the general conditions required for access to public employment as enacted by the General Statute of the State Public Service;
b) be seventeen (17) years old at least and twenty-nine (29) years old at most on January 1, 2023 (be born between 01/01/1994 and 01/01/2006) for candidates for the direct competition for recruitment in category “C”,
c) be at least seventeen (17) years old and at most thirty-four (34) years old on 1 January 2023 (be born between 01 /01/1989 and 01/01/2006) for candidates in direct competitions for recruitment in categories “A” and “B”,

d) however, disabled persons holding a National Disability Card issued by the competent authorities, benefit from an age exemption for a ceiling of five (05) years maximum, above the age limit set above, in accordance with decree n0040/PM of 19 May 202
2. Specific conditions:
l- BODY OF DOCTORS
General Practitioner, hold both the General or the General Certificate of Education obtained in at least two nnatières, except for the subject “religious knowledge” and the diploma of Doctorate in Medicine issued by a national public training institution , or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.
ll- BODY OF SURGEON-DENTISTS
Surgeon-Dentist, hold both the Baccalaureate of General Education or the General Certificate of Education Advanced Level (GCE-A / L) obtained in at least two subjects, except the subject “religious knowledge” and the Dental Surgeon diploma issued by a national public training establishment, or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.
Ill- CORPS DES INFIRMIERS
Senior nurse, hold both the Baccalaureate of general education or the General Certificate of Education Advanced Level (GCE-A / L) obtained in at least two subjects, except the subject “religious knowledge” and a Higher Nursing diploma or a Bachelor’s degree in nursing issued by a national public training establishment, or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.
Head Nurse, hold both the Baccalaureate of General Education or the General Certificate of Education Advanced Level (GCE-A / L) obtained in at least two subjects, except the subject “religious knowledge” and the State diploma Principal Nurse issued by a national public training establishment, or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.
Senior Specialized Nurse / IDE, hold both the Baccalaureate of General Secondary Education or the General Certificate of Education Advance Level (GCE-A / L) obtained in at least two subjects, except the subject “religious knowledge”, the State diploma of Principal Nurse or State diploma of Nurse and the diploma of specialization in Ophthalmology, Anesthesia-Resuscitation, Mental Health, Reproductive health and Gerontology issued by a national public training establishment, or a diploma recognized equivalent issued by a foreign or international school appearing on a list fixed by decree. of the Minister.
Caregiver, hold both the Brevet d’Etudes du Premier Cycle (BEPC) or the General Certificate of Education Ordinary Level (GCE-O/L) obtained in four Illatières hortilis the Inatière “religious knowledge” and the diploma of Nursing Assistant or Nursing Assistant Diploma in Community Health issued by a national public training establishment or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.
Article 3.-
COMPOSITION OF APPLICATION FILES.
Files can be submitted online at the address: concoursonline.minfopra.gov.cm or deposited in the ten (10) Regional Delegations of the Ministry of the Public Service and Administrative Reform, until Friday, October 20, 2023 , deadline of rigor and must imperatively include the following documents:
l . a registration form – stamped at one thousand five hundred (1500) – CFA francs on which the candidate will specify his option in the grade (Principal Specialized Nurses and Nursing Assistants) the printout of which is available in the services of the Ministry of the Function and administrative reform. or in the Regional Delegations of the same Ministry and downloadable from the website: http://_www.minfopra.gov.cm;
2. a certified copy of the birth certificate signed by a competent civil authority;
3. an extract from the criminal record, bulletin n03;
4. line/certified copy(ies) of the required diploma(s) signed by a competent civil authority;
5. a certificate(s) of presentation of the original of the diploma(s) required, signed by a competent civil authority;
6. a medical certificate issued by a doctor in the public sector;

7. a receipt for payment of the sum of twenty-five thousand (25,000) CFA francs for candidates in the competitions of categories ‘IA” and “B”, and twenty thousand (20,000) CFA francs for those in category ” C”, issued by a UNION manager of the place of submission of the application file;
8. two (02) 4×4 photos;
9. an envelope stamped with one thousand (1000) CFA francs to the address
o Candidates who submit their files in formalities for filing physical files.However, said files must imperatively be filed with the Ministry of the Public Service and Administrative Reform for candidates declared definitively admitted.
Candidates wishing to be accompanied free of charge in the online registration procedure can approach the branches of the National Youth Observatory (ONJ) housed within the Multifunctional Centers for the Promotion of Young People (CMPJ).
o In the event of absence of candidatures in the option of a grade or of the quorum not reached in the said option, the number of places reserved or remaining for the latter is returned to the candidates of. the option of the same grade. having. received the highest number of applications.
o In the event of a lack of applications in a grade or a quorum not reached in the said grade, the number of places reserved or remaining for the latter is transferred to the candidates of the grade having registered the greatest number of applications. Government employee applicants subject to the Labor Code and fulfilling the conditions set out in Article 2 must provide a copy of their employment contract or decision to hire.
o Any file that is incomplete, late or whose documents are signed in a police station will not be accepted.
o Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) months from the date of submission of the files.
Article 4.-

I. The composition programs are those of the study cycles delivering the diplomas required to apply.

Article 6,- PUBLICATION OF RESULTS.
The final results of this competition will be published by order of the Minister of Public Service and Administrative Reform.
Article 7.- Any fraud observed before, during or after the running of the CQnCOl-lrs will be penalized in accordance with the laws and regulations in force.
Article 8.- This decree will be registered and published wherever necessary. /-
