Carrying opening of a
direct competition for the recruitment of fifty (50) personnel in the corps of Telecommunications Techniques civil servants, 2023 session.
THE MINISTER FOR THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Having regard to Decree 1+75/78.3 of December 18, 1975 on the special status of the corps of Telecommunications Techniques civil servants;
Having regard to Decree 1+94/199 of October 7, 1994 on General Slarut of the State Public Service, amended and supplemented by Decree 110 2000/287 of October 12, 2000;
Having regard to decree 1+2011/408 of December 9, 2011 on the organization of the Government, amended and supplemented by decree 1+2018/190 of March 2, 2018;
Considering decree 11 0 2012/537 of November 19, 2012 on the organization of the Ministry of Public Service and Administrative Reform;
Having regard to decree If 2018/191 of March 2, 2018 reorganizing the Government;
Considering the decree 110 2000/696/PM of September 13, 2000 fixing the General Regime of Administrative Competitions;
Having regard to Order 110040/PM of May 19, 2022 setting the terms and conditions for granting the age exemption to persons with disabilities during administrative competitions and recruitments in the State Civil Service;
Having regard to decree 11000000490/MINFI of December 21, 2022 specifying the practical 1110dalities for the implementation of the costs of. administrative competitions,
ORDERS:
Article 1.- a) This decree opens a direct competitive examination for recruitment within the body of civil servants of the Techniques of telecommunications according to the distribution below
(10) Engineers of Telecommunications, category “A” second grade Public service ;
10) Engineers of Telecommunications Works, category “A” first grade of the Public Service;
(10) Senior Telecommunications Technicians, category “B” second class of the Public Service;
(10) Telecommunications Technicians, category “B” first grade of the Public service;
(10) Technical Telecommunications Agents, category “C” of the Civil Service.
b) Said competition will take place on October 28 and 29, 2023 at the unique center of Yaoundé.
Article 2.- CONDITIONS TO BE FULFILLED IN ORDER TO APPLY.
l- General conditions:
Cameroonians who meet the following conditions may apply: a) meet the general conditions required for access to public employment as enacted by the General Statute of the State Public Service;
b) be able to take on the work of Telecommunications Technicians;
c) be seventeen (17) years old at least and twenty-nine (29) years old at most on January 1, 2023 (be born between 01/01/1994 and 01/01/2006) for candidates for the direct competition for recruitment in category “C”,
d) be seventeen (17) years old at least and thirty-four (34) years old at most on January 1, 2021 (be born between 01/01/1989 and 01/01/2006) for candidates for direct competitions for recruitment in categories “A” and
e) however, disabled persons holding a National Disability Card issued by the competent authorities, benefit from an age exemption for a ceiling of five
( 05) years maximum, above the age limit set above, in accordance with decree
0040/PM of May 19, 2022 referred to above.
2- Specific conditions:
For candidates for admission within the framework of Telecommunications Engineers, hold a Diploma in Telecommunications Engineering or a recognized equivalent diploma, issued by a national training establishment or by one of the foreign or international schools listed on a list fixed by order of the Prime Minister.
For candidates for admission within the framework of Telecommunications Works Engineers, hold the Diploma of Telecommunications Works Engineer or a recognized equivalent diploma, issued by a national training establishment or by one of the schools foreign or international appearing on a list fixed by decree. dil Prime Minister.
Candidates for admission to the Main Technicians of ommunications, hold the Diploma of Higher Technician of ommunications or a recognized diploma éql.livnlenr, issued by an establishment. training course or by one of the foreign or international schools appearing on the site fixed by order of the Prime Minister.
Candidates for admission as part of the Communications Technician, hold the Diploma of Telecommunications Technician a recognized equivalent diploma, issued by a national institution of strength r one of the foreign or international schools appearing on a list fixed by decree first Minister.
candidates for admission as part of the Technical Agents of ecommunications, hold a Diploma of Technical Agent of Telecommunications or a recognized equivalent diploma, issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
Article 3.-
COMPOSITION OF APPLICATION FILES.
Files can be submitted online at the address: concoursonline.minfopra.gov.cm or deposited in the ten (10) Regional Delegations of the Ministry of the Public Service and Administrative Reform, until Friday, October 13, 2023 , deadline of rigor and must imperatively include the following documents:
1. a registration form stamped at one thousand five hundred (1,500) CFA francs on which the candidate will specify his option (Local network, Switching and Transmission), the printout of which is available in the services of the Ministry of Public Service and Administrative Reform or in the Regional Delegations of the same Ministry and downloadable from the website: http; w»w.minfopra.gov.cm;
2. a certified true copy of the deed. birth signed by a competent civil authority;
3. an extract from the criminal record, bulletin n03′,
4. a certified true copy of the required diploma, signed by a competent civil authority;
5. an attestation of presentation of the original diploma, signed by a competent civil authority;
6. a medical certificate issued by a doctor in the public sector;
7. a receipt for payment of the sum of twenty-five Illille (25,000) CFA francs for candidates in category “A” competitions and twenty thousand (20,000) CFA francs for those in category “C” , issued by a person in charge of the EXPRESS UNION counter of the place of deposit of the application file;

9. an envelope stamped with one thousand (1000) CFA francs addressed to the candidate. NB:
Candidates who submit their files online are exempt from the formalities of submitting physical files. However, said files must imperatively be submitted to the Ministry of Public Service and Administrative Reform for candidates declared definitively admitted.
I candidates wishing to be accompanied free of charge in the online idUIFcription procedure can approach the branches of the National Youth Observatory (ONJ) housed within the Multifunctional Centers for the Promotion of (CMP]).
Ep. das there are no applications in a grade or quorum not reached in the said grade, the number of places reserved or remaining for the latter is transferred to the grade candidates having registered the highest number of applications
. State subject to the Labor Code and fulfilling the conditions set out in Article 2 must provide a copy. of their employment contract or agement decision.
QThe file that is incomplete, late or whose documents are signed at a police station will not be accepted.
Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) months from the date of submission of the files.
Article 4.-
PROGRAMS, TIMETABLES AND CONDITIONS FOR WRITTEN TESTS.
l- The composition programs are those of the study cycles delivering the diplomas required to apply.
2- The admissibility tests will take place on the dates and times below:
a) for Engineers, Works Engineers, and Main Technicians and
Telecommunications Technicians

3- The deadline for Access to the rooms is imperatively fixed at 07:00 sharp.
Article 5.-
PROCEDURES FOR THE ORAL TESTS.
A press release from the Minister of Public Service and Administrative Reform will specify the dates and times for passing the final admission oral tests for candidates in categories “A” and “B”.

Article 6.- The final results of this competition will be published by order of the Minister of Public Service and Administrative Reform.
Article 7.- Any fraud observed before, during or after the competition will be sanctioned in accordance with the laws and regulations in force.
Article 8.- This decree will be registered and published wherever necessary. /-
