Carrying opening of a
direct competition for the recruitment of fifty (50) personnel in the corps of Industrial Techniques civil servants, 2023 session.
THE MINISTER FOR THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Having regard to Decree No. 75/777 of December 18, 1975 on the special status of the body of civil servants of the Inclistrielles;
Having regard to Decree No. 94/199 of October 7, 1994 on the General Statute of the State Public Service, amended and supplemented by Decree No. 2000/287 of October 12, 2000;
Seen the. decree n° 2011/408 clu 09 December 201 1 on the organization of the Government, amended and supplemented by decree 1+2018/190 of 02 March 2018;
Having regard to decree 20 12/537 of November 19, 2012 on the organization of the Ministry (Ic the Public Service and Administrative Reform; Having regard to
decree 1+2018/191 of March 02, 2018 on the reorganization of the Government;
Having regard to Decree No. 2000/696/PM of September 13, 2000 setting the General Regime for Adllllillislta tive
Competitions ; disabilities during administrative decisions and recruitments in the State Civil Service;
Having regard to letter 11000000490/MINFI of December 21, 2022 specifying the relevant terms and conditions for the implementation of administrative competitions,
ORDERS
Article 1.- a) This Order opens a direct competitive examination for the recruitment of personnel in the body of Industrial Techniques civil servants, according to the following breakdown:

b) The said competition will take place on October 28 and 29, 2023 at the single center in Yaoundé.
Article 2.-
CONDITIONS TO BE FULFILLED TO APPLY.
1- General conditions:
Candidates may apply under the following conditions:
a) meet the general conditions required for access to public employment laid down by the General Statute of the State Public Service;
b) be able to take on the work of Industrial Techniques;
c) be at least seventeen (17) years old and thirty-four (34) years old no later than January 1, 2023 (be born between 01/01/1989 and 01/01/2006).
d) however, disabled persons holding a National Disability Card issued by the competent authorities, benefit from an age exemption for a ceiling of five (05) years maximum, above the age limit fixed above, in accordance with decree n0040/1)M of May 19, 2022 referred to above. 2- Specific conditions:
For candidates for admission as Industrial Techniques Engineers, hold an Industrial Techniques Engineer diploma, in one of the options mentioned above, issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
For candidates for admission as Industrial Technical Works Engineers, hold the Industrial Technical Works Engineer diploma, in all options, issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
For candidates for the admission of Principal Technicians of Industrial Techniques, hold the diploma of Superior Technician of Industrial Techniques, in all options, issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
Article 3.-
COMPOSITION OF APPLICATION FILES.
Files can be submitted online at the address: concoursonline.minfopra.gov.cm or deposited in the ten (10) Regional Delegations of the Ministry of the Public Service and Administrative Reform, until Friday, October 13, 2023 , deadline of rigor and must innperatively include the following parts:
1. a registration form stamped at one thousand five hundred (1,500) CFA francs on which the candidate will specify his option, the printout of which is available in the services of the Ministry of the Public Service and Administrative Reform or in the Delegations Regional authorities of the same Ministry and downloadable from the website: http: www.minfopra.gov.cm a certified true copy of the birth certificate signed by a competent civil authority; an extract from the criminal record, bulletin n 03; a certified copy of the required diploma, signed by a competent civil authority; a certificate of presentation of the original of the diploma, signed by a competent civil authority;
6. a medical certificate issued by a doctor in the public sector;
7. a receipt for payment of the sum of twenty-five thousand (25,000) CFA francs issued by a person in charge of the EXPRESS UNION counter of the place of deposit of the application file;
8. two (02) 4×4 photos;
9. an envelope stamped with one thousand (1000) CFA francs addressed to the candidate.
Candidates who submit their files online are exempt from the formalities of filing physical files. However, said files must imperatively be submitted to the Ministry of Public Service and Administrative Reform for candidates declared definitively admitted.
Candidates wishing to be accompanied free of charge in the online registration procedure can approach the branches of the National Youth Observatory (ONJ) housed within the Multifunctional Centers for the Promotion of Young People (CMPJ).
In the event of absence of applications in one of the options of the grade of Industrial Engineering Engineer or of the quorum not reached in the said option, the number of places reserved or remaining for the latter is donated to the candidates of the option of the same grade who have registered the greatest number of applications.
in the event of a lack of candidatures in a grade, or of a quorum not reached in it grade, the number of places reserved or remaining for the latter is transferred to the didats of the grade having recorded the.
Government employee applicants subject to the Labor Code and fulfilling the conditions set out in article 2 must provide a copy of their employment contract or employment contract.
Any file that is incomplete, late or whose documents are signed in a police station will not be accepted.
Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) months from the date of submission of the files.
Article 4.-
PROGRAMS, TIMETABLES AND CONDUCT OF THE WRITTEN TESTS.
l- The composition programs are those of the study cycles delivering the diplomas required to apply.
2- The admissibility tests are. will take place on the following dates and times:

3- The time limit for access to the rooms is imperatively set at 7 am sharp.
Article 5.-
PROCEDURES FOR THE ORAL TESTS.
A press release from the Minister of Public Service and Administrative Reform will specify the dates and times for passing the oral tests for final admission.

Article 6.- PUBLICATION OF RESULTS.
The final results dil present. competitions will be published by order of the Minister of Public Service and Administrative Reform.
Article 7.- Any fraud observed before, during or after the competition will be sanctioned in accordance with the laws and regulations in force.
Article 8.- This decree will be registered and published wherever necessary. /-
