Carrying opening of a
direct competition for the recruitment of fifty (50) personnel in the body of civil servants of Rural Production (Rural Engineering), session 2023.
THE MINISTER FOR THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Having regard to decree 110 75/785 of December 18, 1975 on the Special Statute of the bodies of Rural Production officials;
Having regard to decree 11094/199 of October 7, 1994 on the General Statute of the State Public Service, amended and supplemented by decree 1102000/287 of October 12, 2000;
Considering decree 1102011/408 of December 09. 2011 organizing the Government, amended and supplemented by Decree No. 2018/190 of March 2, 2018;
Considering decree 1+2012/537 of 19 November 2012 organizing the Ministry of. ln Civil Service and Administrative Reform;
Having regard to decree 110 2018/191 of 02 Iliars 2018 relating to the reorganization of the Government;
Considering the decree 110 2000/696/PM of September 13, 2000 fixing the General Regime of Administrative Competitions; Having regard to Order No. 040/PM of 19 May 2022 setting the procedures for
granting the age exemption to persons with disabilities during (the adillillist.lkllifs and LeCLuLe1nents in the State Public Service;

ORDERS •
Article 1 st.- a) The. this order opens a competition for recruitment into the corps of Rural Production (Agricultural Engineering) civil servants, according to the distribution:

b) The written tests of the said competition will take place on October 21 and 22, 2023 at the single center in Yaoundé.
Article 2.-
CONDITIONS TO BE FULFILLED TO APPLY.
1— General Conditions
Cameroonians who fulfill the following conditions may apply:
a) meet the general conditions required for access to public employment as enacted by the General Statute of the State Public Service;
b) be able to assume the duties of Rural Engineering civil servants,
c) be at least seventeen (17) years old and at most thirty-four (34) years old on 1 January 2023 (be born between 01 /01/1989 and 01/01/2006) for candidates in direct competitions in categories “A” and “B”,
d) however, disabled persons holding a National Disability Card issued by the competent authorities, benefit from an age exemption for a ceiling of five (05) years maxillium, above the age limit fixed. above, in accordance with decree n0040/PM of May 19, 2.022. above.
2— Specific Conditions:
For candidates for the competition for the recruitment of Rural Engineering Engineers, hold the Agricultural Engineering degree or the Agricultural Engineering degree in one of the options mentioned above, issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
For candidates to the competition for the recruitment of Rural Engineering Works Engineers, hold the Rural Engineering Works Engineer diploma or the Rural Engineering Works Engineer diploma in Agricultural Machinery, issued by a national training institution or by one of the foreign or international schools on a list. fixed by order of the Prime Minister.
For candidates to the competition for the recruitment of Senior Agricultural Engineering Technicians, hold the diploma of Senior Agricultural Engineering Technician issued by a national training establishment or by one of the international foreign schools appearing on a list fixed by order of the Prime Minister.
For candidates for the competition for the recruitment of Agricultural Engineering Technicians, hold the Agricultural Engineering Technician diploma issued by a national training establishment or by one of the foreign or international schools decreed by the Prime Minister.
Article 3.-
COMPOSITION OF APPLICATION FILES
The files can be submitted online at the address: deposited in the ten (10) Regional Delegations of the Ministry of
Administrative Reform, until Friday, October 06, 2023 , strict deadline and must imperatively include the following documents:
l. a registration form stamped at one thousand five hundred (1500) CFA francs, the imprint of which is available in the services of the Ministry of Public Service and Administrative Reform or in the Regional Delegations of the same Ministry and downloadable from the site internet: http://www.minfopra.gov.cm;
2. a certified copy of the birth certificate signed by a competent civil authority;
3. an extract from the criminal record, bulletin no3;
4. a certified copy of the required diploma, signed by a competent civil authority;
5. an attestation of presentation of the original diploma, signed by a competent civil authority;
6. a medical certificate issued by a doctor in the public sector;
7. a receipt for payment of the sum of twenty-five thousand (25,000) CFA francs issued by a person in charge of the EXPRESS UNION counter of the place of deposit of the application file; 8. two (02) 4×4 photos;
9. an envelope stamped with one thousand (1000) CFA francs addressed to the candidate.
candidates who submit their files online are exempted from the formalities of filing physical files. However, said files must imperatively be submitted to the Ministry of Public Service and Administrative Reform for ICS candidates declared definitively admitted.
Applicants wishing to. to be accompanied free of charge in the online registration procedure can approach the branches of the National Youth Observatory (ONJ) housed within the Multifunctional Centers for the Promotion of Young People (CMPJ).
In the event of absence of applications in one of the options of a grade or of the quorum not reached in the said option, the number of places reserved or remaining for the latter is transferred to the candidates of the option of the same grade having registered the greater number of applications.
Government employee candidates subject to the Labor Code and fulfilling the conditions set out in Article 2 must provide a copy of their employment contract or decision to hire.
Any file that is incomplete, late or whose documents are signed in a police station will not be accepted.
Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) months from the date of (lepôl of files,

PROGRAMS, TIMETABLES AND CONDUCT OF THE WRITTEN TESTS.
1— The composition programs are those of the study cycles delivering the diplomas required to carry out the act of qualification.

A press release from the Minister of Public Service and Reform Act will specify the dates and times for passing the final admission oral tests for CAs in categories “A” and “B”.

Article 6.- The final results of this competition will be published by order of the Minister of Public Service and Administrative Reform.
