Carrying opening of a
training competition for the recruitment of twenty (20) student Principal Youth and Action Counselors (CPJA) and twenty (20) student Youth and Action Counselors (CJA) at the National Institute of Youth and Sports (INJS) of Yaoundé, for the academic year 2023/2024.

Having regard to the Constitution;
Seen Ic decree 110 75/789 clu December 18, 1975 on the Special Statute of the corps of civil servants of Jellnesse. st of Sports;
Having regard to decree 110 94/199 of October 7, 1994 on the General Statute of the State Public Service, amended and supplemented by decree 110 2000/287 of October 12, 2000;
Having regard to decree n° 2011/408 of December 09, 2011 on the organization of the Government, modified and supplemented by decree n° 2018/190 of March 02, 2018 • Having regard to decree
1+2012/537 of November 19, 2012 on the organization of the Ministry of Civil Service and Administrative Reform;
VI.I Decree No. 2018/191 dated March 02, 2018 to reorganize the GQuverne1nent;
Having regard to decree 110 2000/696/PM of September 13, 2000 setting the General Rules for Administrative Competitions •
Having regard to decree 110040/PM of May 19, 2022 setting the terms and conditions for granting the age exemption to persons with disabilities during competitive examinations administrative and recruitment in the State Public Service;
Having regard to Order No. 000000490/MINFI of December 21, 2022 specifying the practical procedures for implementing the costs of administrative competitions,
ORDERS •
Article 1.- (1) A training competition for the recruitment of twenty (20) student Principal Youth and Action Counselors (CPJA) and twenty (20) student Youth and Action Counselors (CJA ) at the National Institute of Youth and Sports (INJS) of Yaoundé, is open to the single center of Yaoundé, for the academic year 2023/2024.
(2) Said competition will take place on September 12 and 13, 2023 for the physical tests and on September 16 and 17, 2023 for the written tests.
(3) The places offered in the competition are distributed as follows:

Article 2.- CONDITIONS TO BE FULFILLED FOR
a)- General conditions:
Cameroonians of two (02) sexes who fulfill the following conditions may apply
: ) meet the general conditions required for access to public employment, as enacted by the General Statute of the State Civil Service.
2) be able to take on the work of Youth and Action Counsellors.
3) be seventeen (17) years old at least and thirty-one (31) years old at most on January 1, 2023 (be born between 01/01/1992 and 01/01/2006) for candidates external, and forty (40) years at the most on January 1, 2023 (be born between 01/01/1983 and 01/01/2006) for internal candidates.
4) however, disabled persons holding a National Disability Card issued by the competent authorities, benefit from a ceiling of five (05) years maximum, above the limit set out in Order 1+040/PM of 19 May 2022 referred to above.
b)- Specific conditions
1- For admission to the cycle of Principal Advisors
a teaching license
For external candidates, hold a higher education (all courses combined) or any other academic diploma issued by a foreign university and recognized as equivalent by the competent institution on the date of submission of the file.
For internal candidates, be Youth and Animation Counselor (CJA) and justify a seniority of three (03) years at the 1110ins in this grade on January 1, 2023, or be an official of the Administrations of the Armed Forces and the Police or Prison Administration fulfilling the same specific conditions required of external candidates and justifying seniority of at least three (03) years in this grade on January 1, 2023. 2- For admission to the cycle of Counselors
of Youth and Animation (CJA)
– For external candidates, hold either the Baccalaureate of
Secondary Education (all series combined), or the General Certificate of Advanced Education Level (GCE-A/L) obtained in at least two subjects, apart from the subject “religious knowledge » or any foreign diploma recognized as equivalent.
– For internal candidates, be a Principal Instructor of Youth and Aninnation (IPJA), justify a seniority of at least three (03) years in this grade on January 1, 2023, or be a civil servant of the Administrations of the Armed Forces and of the Police or the Penitentiary Administration fulfilling the same specific conditions required for external candidates and justifying a seniority of at least three (03) years in this grate on January 1, 2023.
Article 3.- COMPOSITION OF CANDIDATES.
Files can be submitted online at the address: concoursonline.minfopra.gov.cm or deposited in the ten (10) Regional Delegations of the Ministry of the Public Service and Administrative Reform, until Friday, September 1, 2023 , strict deadline and must illipéracive111e11C take the following documents: For external candidates:
I. a registration form stamped at one thousand five hundred (1,500) CFA francs, the printout of which is available in the services of the Ministry of the Plibli(llle and Administrative Reform. Function or in the Regional Delegations of the same Ministry and downloadable from the website: http:[/_www.minfopra.gov.cm;
2. a certified copy of the birth certificate signed by a competent civil authority;
3. an extract from the criminal record, bulletin 1103;
4. a certified copy of the required diploma, signed by a competent civil authority;
5. an attestation of presentation of the original of the diploma signed by a
competent civil authority;
6. a medical certificate issued by a doctor in the public sector;
7. an information sheet duly legalized by a competent civil authority,
8. a receipt for payment of the sum of twenty-five thousand (25,000) CFA francs issued by a person in charge of the EXPRESS UNION counter of the place of deposit of the application file ;
9. two (02) 4×4 photos;
10.a stamped envelope with one thousand (1000) CFA francs addressed to the candidate. For internal candidates:
1. a registration form stamped at one thousand five hundred (1,500) CFA francs, the printout of which is available from the services of the Ministry of the Public Service. and the Reformation. Administrative or in the Regional Delegations of the same Ministry and downloadable from the website: http://www.minfopra.gov.cm;
2. a. copy. of the act. integration or redeployment;

3. a receipt for payment of the sum of twenty-five thousand • (25,000) CFA francs issued by a person in charge of the EXPRESS UNION counter of the place of submission of the application file;
4. an authorization to compete issued on the due date by the Minister of Public Service and Administrative Reform, after prior notice from the user Minister;
5. an envelope stamped with one thousand (1000) CFA Francs addressed to the candidate.
o candidates who submit their files online are exempted from the formalities for submitting physical files. However, said files must imperatively be submitted to the Ministry of Public Service and Administrative Reform for candidates declared definitively admitted.
o Candidates wishing to be accompanied free of charge in the online registration procedure can approach the branches of the National Youth Observatory (ONJ) housed within the Multifunctional Centers for the Promotion of Young People (CMPJ).
o State employee candidates subject to the Labor Code and fulfilling the conditions set out in article 2 must provide a copy of their employment contract or decision to hire.
e Any file that is incomplete, late or whose documents are signed at a police station will not be accepted.
• Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) months from the date of submission of the files.
Article 4.- TIMETABLES AND CONDITIONS FOR THE CONDUCT OF THE TESTS.
The physical, written and oral tests will take place according to the schedule below:

Article 5.- PUBLICATION OF COMPETITION RESULTS.
The results of this competition will be published by order of the Minister of Public Service and Administrative Reform.
Article 6.- (1) In addition to the winners of this competition, and in accordance with the process of linking the INJS to the Licence-Master-Doctorate (LMD) system, will also be admitted to the first CPJAI year, “the upper thirds” of the CJA3, final classes of the first cycle of the INJS.
(2) Admission to the first CPJAI year of “upper thirds” shall be confirmed by deed signed by the Minister of Public Service and Administrative Reform.
(3) a) In the absence of applications from the Armed Forces, the Police and the Penitentiary Administration, the number of places reserved for the latter must be allocated to external candidates.
b) In the event of the absence of internal candidates or of the quorum not being reached, the number of places reserved for the latter must be allocated to external candidates.
Article 7.- Any fraud observed before, during or after the competition will be sanctioned in accordance with the laws and regulations in force.
Article 8.- This decree will be registered and published wherever necessary. /-
