CONTEXT

CARE is one of the largest humanitarian aid networks in the world, apolitical and non-denominational that supports and manages emergency and development projects by involving communities, collaborating with local partners. Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustice. Supporting women’s empowerment and acting for their rights are essential actions in the fight against poverty, which is why women are at the heart of our programs. CARE is present in 100 countries and through the implementation of nearly 1000 emergency and development projects.

 

 




 

In Cameroon since 1978, CARE develops and implements 3 action programs (broken down into several projects) in response to humanitarian crises and support for sustainable development. They are part of the phases of emergency, resilience of women and young people, access to sexual health and reproduction of the populations most at risk, including PLHIV.

CARE Cameroon, within the framework of its Headquarters Agreement signed with the government of the Republic of Cameroon, has been selected by the CCM as Principal Recipient (PR) of the GF grant for community HIV in charge of prevention interventions. As part of the implementation of the activities of this grant, CA RE seeks:

Position  : One (01) MEAL Project Manager

Division:  Program

Contract form:  six (06) month CDD with possibility of renewal (Trial period included)

Working time: 40 hours per week (Full time)

Reporting line:  Project Management Unit Coordinator  

Location of the position:  Yaoundé (position not relocated)

 

 

Assignment :

Under the supervision of the UG Coord of the Global Fund Project, the MEAL Manager must contribute effectively to the implementation of the system for collecting, compiling and analyzing data in the project sites. It sets up a simple, comprehensive but efficient circuit for the transmission of data from the level of the OBCs to the PR via the SRs through a contextualized and easily usable mechanism.

He is also responsible for setting up a data triangulation and validation system at all levels by involving the GTRs. Finally, he is the guarantor of the production and availability of periodic project reports and participates in the development and implementation of a capacity building plan for staff in terms of monitoring and evaluation of SRs.

Specific Tasks

 

Responsibility 1: Lead the update and maintenance of the MEAL system

  • Establish a simple yet effective project-level monitoring and evaluation structure and process currently based on paper documents, MS Excel files and dashboards.
  • Regularly ensure that the monitoring and evaluation system is more adapted to the needs of the project and the capacities of the SRs
  • Support the PMU coordinator and his deputy in the development, adaptation and/or revision of quality assurance standards, monitoring and evaluation tools and systems as well as in the development of action plans and improvement measures.
  • Ensure that all necessary monitoring and evaluation data essential for the preparation of quarterly and annual project reports as required by the donor and relevant stakeholders are complete, accurate and submitted in a timely manner;
  • Support the monitoring and evaluation team within the project to ensure the completeness and timeliness of monthly, quarterly and semi-annual reports for the production of the PUDR and other reports as necessary.)
  • Develop quarterly and annual performance monitoring plans for the PR and SRs
  • Develop relevant and applicable results frameworks, potential indicators, baseline and routine data collection strategies, to implement the monitoring and evaluation strategy with accuracy, fidelity and efficiency to ensure that data is used appropriately for the benefit of the project

Responsibility 2: Data Quality Management

 

  • Identify the strengths and weaknesses of the existing data collection and management system and propose solutions.
  • Suggest ways to facilitate data collection and data flow within project field teams
  • Ensure that SR data M&E officers have a good understanding of the monitoring indicators for all activities and how they are calculated for the preparation of the required activity reports.
  • Ensure the entry and verification of data entered in the electronic platform at the project intervention sites.
  • Fill in the periodic data compilation files and send them within the required deadlines to the Global Fund MEAL Manager on a weekly, monthly and quarterly basis.
  • Ensure accurate and timely data reconciliation for weekly data verification and validation meetings within SRs.

  • Conduct field visits to ensure the quality of data collected and verify the accuracy of reported data.
  • Organize data quality assurance sessions among SRs (Weekly data verification and validation – Routine data quality assessment).
  • Develop, in collaboration with the technical staff (CARE and SRs), plans to improve data quality.
  • Monitor the implementation of data quality improvement plans at the SR level.
  • Ensure the collection and validation of monthly physical reports from SRs.
  • Properly archive any document relating to project monitoring and evaluation.

Responsibility 3: Analysis and Use of Data   

 

  • Ensure the availability and use of standard operating procedures for data collection and management at project sites.
  • Develop dashboards for rapid data analysis by the PR and SRs.
  • Analyze the programmatic data collected and make them available to the technical staff of the project, the heads of the SRs to guide decision-making.
  • Provide technical assistance to SR M&E officers for data analysis and presentation.
  • Ensure in close collaboration with the technical staff of the project and the SRs of data reviews at the level of the partner organizations to improve the service offer and the results of the project.
  • Proceed to the validation of the monthly reports of the SRs and provide feedback.
  • Actively participate in updating hotspot mapping and size estimation of key populations in project intervention areas.

Responsibility 4: Other activities

  • Actively participate in the development of contractual activity reports for the Global Fund project.
  • Support the development of program strategic planning documents
  • Perform any other task requested by the direct supervisor.

QUALIFICATIONS AND SKILLS

Qualifications:

 

  • Min Bac+ 5 required Public health, mathematics, IT, biomedical, social science, economics and related training
  • Experience of at least 5–8 years in an international NGO would be an asset
  • Computer proficiency: Microsoft Office: Word – Excel – Powerpoint – Outlook, Statistical management software
  • Perfect command of French and English
