Introduction

1. Background

Under the leadership of the regional office in Dakar and closely linked to interventions in neighboring Central African Republic (CAR), DRC began operations in Cameroon in 2018 responding to the humanitarian needs of CAR refugees and vulnerable Cameroonians in the Central African Republic (CAR) region. ‘Adamaoua. The Mobile Emergency Team (EMPACT) also established the presence of the DRC program in the South West region at the end of 2018 to respond to the needs of people forcibly displaced in the context of the Anglophone crisis, by starting humanitarian activities in January 2019.

Currently, DRC operates a regional office in Meiganga and two sub-offices in Djohong (Adamawa region) and Garoua-Boulai (East region). Interventions focus on finding durable solutions for the most Central African refugees and the most vulnerable host populations, using the holistic graduation approach to improve both the protection and the economic recovery situation. Interventions include the identification of key protection risks and conflicts within communities in order to identify social cohesion and conflict resolution projects that will bring members of these communities together. In 2023, DRC will initiate a new consortium project with funding from the European Union and co-funding with other DRC donors. The Meiganga office is therefore looking for a Program Manager to coordinate the implementation of this multisectoral program.

 

 

2. Purpose

The Durable Solutions Program Manager will be responsible for the proper implementation of DRC activities, aimed at contributing to the promotion of durable solutions for Central African refugees and vulnerable populations in the East and Adamaoua regions of Cameroon. . The program will aim in particular to improve food security and the livelihoods of vulnerable refugee and host populations through support in unconditional cash transfers, Cash for Work (CfW), Association Villageoise d’Epargne et de Crédit (AVEC ) and in Income Generating Activities (IGA), the protectionpopulations through a community-based protection system and individual assistance, in the Adamaoua and East regions. The Manager manages the project teams on a daily basis in order to provide quality assistance adapted to needs. She/He carries out precise budget monitoring as well as constant planning and ensures that the objectives of the projects for which she/he is responsible are met. She/He contributes to the development of the strategy for food security and livelihoods, protection or any other sector of intervention of DRC in the Adamaoua and East regions and to its effective implementation in compliance with the DRC guidelines and donors.

3. Responsibilities

Project management

  • Ensures constant monitoring of project achievements and activity indicators in conjunction with the MEAL department and the Program Implementation Consortium team
  • Ensures the planning and updating of the schedule of activities at least monthly
  • Ensures the monitoring of its budgets and the planning of expenditure in compliance with DRC and donor rules in conjunction with the finance department
  • Established the purchasing plan with the logistics department and ensures the follow-up of purchases throughout the projects in connection with the logistics department
  • Updates the project monitoring tool and the budget monitoring tool and communicates it to the area manager on a monthly basis
  • In collaboration with the area manager, coordinates with the program managers of other partners to ensure the consistency of the approaches implemented
  • Guarantees the implementation of the integrated approach of the projects and especially their complementarity in the communities of intervention
  • Is able to feed the intervention strategy in Adamaoua and the East by constantly monitoring the humanitarian situation in the intervention area

Team management

  • Collaborates with the support departments for the recruitment of program teams
  • Ensures the daily management of the program teams including planning, evaluations and career monitoring
  • Ensures the fluidity of communication within the team and a good understanding of roles and responsibilities
  • Strengthens the capacities of the staff of the team through constant support as well as specific training sessions

Technical support

  • In collaboration with the Area Manager and the Head of Program, is responsible for ensuring that the projects implemented are in line with the strategy, donor standards and DRC standards
  • Collaborates with the protection, SARE and MEAL departments of the national coordination and the regional office when necessary to ensure the transversality of protection in the implementation of the program
  • Regular field supervision of the quality of interventions
  • Ongoing technical support to field teams.

Monitoring, reporting and development

  • Develops program monitoring tools in coordination with the MEAL department
  • Writes donor reports in coordination with the Area Manager
  • Participate in the development and writing of new projects
  • Conducts needs assessments on a regular basis to inform programmatic strategy

External coordination and representation

  • Ensures coordination and representation with other SARE, Protection and Education actors in the area
  • Ensures the sharing of relevant information at the consortium level and at the level of the zone and regional clusters
  • Ensures regular communication with the Program Managers of other partner NGOs

These responsibilities are not exhaustive and are likely to be readjusted according to operational needs while respecting the overall role of the Program Manager.

4. Qualifications required

  • Advanced university degree in development economics, international development, agronomy or a related field;
  • Relevant professional certificates recognized in SARE and project management (CHS, SPHERE, etc.) are desirable but field experience is the main requirement
  • At least 5 years of experience in the implementation of integrated projects including at least one of the following themes: Food Security and Economic Recovery (monetary transfers, livelihoods, Cash for Work), Protection in post -emergency with an international NGO
  • Very good knowledge of humanitarian principles
  • Experience in displacement contexts
  • Experience in team management and supervision and capacity building of national staff
  • Very good budget management skills
  • Knowledge of donors such as the European Union preferred
  • Strong organizational, interpersonal, negotiation and communication skills
  • Ability to handle heavy workloads and work under pressure
  • Highly motivated, results oriented and creative in problem solving
  • Computer skills in Microsoft Pack (Excel, Office, Outlook, etc.)
  • Good understanding and commitment to DRC values.
  • Proficiency in written and spoken French at professional level is mandatory
  • At least basic English

5. General regulations

  • Employee must follow DRC’s security, confidentiality and ethical guidelines, including Code of Conduct and Humanitarian Accountability Framework
  • The employee must not engage in any other remunerated activity during the term of the DRC contract without prior authorization
  • The employee must not engage in any activity that could harm DRC or the implementation of any project during the term of the DRC contract
  • Employee shall not give media interviews or post photos related to DRC programs or share other materials without receiving prior permission
  • The employee must return all equipment loaned by DRC to perform the work after the end of the contract period or upon request by DRC.
